Section 2.5.1.5 DD Form 254 states, “2.5.1.5 DD Form 254 -
The Offeror shall demonstrate its ability to meet the security requirements of the solicitation and in accordance with the DD
Form 254 (Attachment 2).
Contractor shall provide a completed DD254, Contract
Security Classification
Specification (Attachment 2) filled out for the Prime
Contractor and any
Subcontractors.”
Attachment 2 DD Form 254 that was provided with the original RFP states that a Top
Secret Facility clearance is required.
Will the government please clarify if a facility clearance is required and what level is required?
If a facility clearance is required, will the government please provide us an updated
DD254 that states the correct level of clearance needed? If no facility clearance is required, are offerors still required to provide a completed DD254?
Yes, a facility clearance is required at the Top Secret level.

43 Section 2.5.1.5 DD Form 254 states, “Prosed Key Personnel information shall include at least the following: Full Name
(Last, First, Middle), Name of current employer, Date of
Birth, Place of Birth, Social
Security Number (SSN), Current Investigation (Type and Date), SCI eligibility date, Status of SCI (Indicate
‘Briefed’ or ‘Debriefed’ and
‘Date’), Government
Sponsor.”
We did not see a security clearance requirement specified for the Key
Personnel Program Manager position. Will the government please confirm if there is a security clearance requirement for the Program Manager position and what level is required? If a Top Secret/SCI clearance is not required, will the government please confirm that the SCI eligibility date and Status of SCI are not required for key personnel?
A security clearance for the Program
Manager is required at the Top Secret level.

43 Section 3.3 Key Personnel states, “Program Manager -
Qualifications for this position include Project Management
Professional (PMP) certificate required, 10 years of PM experience (15 years if not
PMP certified) and demonstrated telecommunication services project experience. Must be able to speak the telecommunications language.”
Is the Key Personnel Program
Manager position intended to replace the Key Personnel
Telecommunications Manager that was identified in the original RFP? Should the
Program Manager be onsite at
MCBQ G-6?
The RFP amendment supplemented the qualifications for the
Program Manger labor category description included in the original
RFP. The Program
Manager is not required to sit at
MCBQ.
Q&A/Amendment
Q&A 3/4 & 10 On Page 3/4, the Answer says that Quantico has approximately 100 Trouble
Tickets per month and 300
Work orders per month, but on
Page 10, the Answer says there were 15,000 Trouble Tickets and 4,000 Work Orders in
FY15. That is a huge disparity.
In order for bidders to accurately predict workload and staffing, can you please validate which of these sets of numbers is correct.
The page 3/4 Q&A talks about current outputs while page 10
Q&A gives the numbers taken from
FY 15. The disparity in numbers can come from many different reasons. It is up to the contractor to take these numbers and provide the best firm-fixed pricing.
PWS 3.3 Key
Personnel
N/A The requirements for Central
Offices Services Manager include Nortel Certifications.
Nortel no longer exists, and these certifications are no longer valid. Please provide a new list of required
Certifications for this Position.
Nortel equipment is on hand and in order for the work to be completed on these certifications still are required. AVAYA supports Nortel equipment. The certification will be provided by AVAYA instead of Nortel.
PWS 3.1.3 N/A The requirement for
Hardware/Software
Maintenance states, “Perform
Hardware, Software, Maintenance, Provisioning and
Configuration support using competence and certification with maintaining the following systems.” This seems to indicate that labor would be associated with these requirements. Will the government please confirm if provisioning and configuration are required as part of Task
03?

3.
PWS 2.4.1.2 N/A Resumes are being required for Key Personnel. On most
BTS Contracts, only the
Telecommunications Manager and Switch Technician
(Central Office Services
Manager) are identified as Key
Personnel. In this PWS
(Section 3.3) there are NINE
Positions identified as "Key
Personnel". Including resumes for all nine will fill up the page allowance for the Technical
Proposal. Does the
Amendment 0001 changed the key personnel to only a
Program Manager. A resume for the Program
Manager is required.
Government really require that we submit resumes for all nine of these positions?
