Performance Work Statement
1.0 Background: Open since November 10, 2006, the National Museum of the Marine Corps (NMMC), located at
18900 Jefferson Davis Hwy, Triangle, VA 22172, is a military history museum dedicated to showcase the material history of the United States Marine Corps (USMC). Within this document NMMC, Government, and Museum are used interchangeably.
The NMMC consists of eleven (11) extant themed exhibit spaces:

Each gallery portrays the history of the Marine Corps through a complex integration of artifacts, graphics, audio and video media, theatrical lighting, life cast figures, interactive displays, scenic tableaus, and dioramas.
The NMMC intends to complete the existing Marine Corps story beyond the Vietnam Gallery in a project titled The
Final Phase. This project entails the fabrication of new galleries that will extend the Marine Corps storyline from
1976 to the present day and add/or update other related themed exhibit spaces. The galleries will likewise depend on highly sophisticated and integrated media, artifacts, scenic developments, and other devices – from the floor to the ceiling.
2.0 Scope: The Offeror shall fabricate and install exhibits for the Final Phase projects in the following two (2) areas:

The Offeror’s responsibilities include: fabrication and installation of all exhibitry platforms and scenic surfaces;
interpretive signage and graphic panels, graphic murals, stand-off panels, associated support components, engineering and installation of overhead systems to display graphics and macro artifacts; themed environments, replicated rockwork and vegetation, painted murals, themed tableaus; themed entrances; installation of life-cast figures (provided as Government Furnished Equipment (GFE) from the Government); artifact handling and mounting; overall site coordination of all contractors associated with this project, safety, site cleanliness; display case lighting and exhibit casework.
The NMMC has achieved and maintained a high level of quality in its exhibits, earning it a gold standard rating with independent museum rating organizations and winning awards for excellence from themed entertainment associations. It is incumbent on the Offeror, and their sub-contractors, to maintain or exceed this level of quality and durability in the fabrication, installation, overall look, and quality in the completed exhibitry. Any work failing to meet this standard, as deemed by the Contract Officers Representative (COR), shall be corrected by the Offeror at their expense. Time spent correcting rejected work shall not be accepted as a reasonable excuse for missing project deadlines. It is also the responsibility of the Offeror, and their sub-contractors, to understand and adhere to the requirements of this document. It shall be understood that, for the sake of simplicity and to reduce redundancy, details listed herein are not always repeated on drawings. This is not meant to release the Offeror from meeting these requirements. Any work not meeting the level of quality as specified in this document shall be corrected at the
Offeror’s expense to the satisfaction of the COR.
This contract consists of a base and two option Contract Line Item Numbers. For the purpose of coordination with other activities, and invoicing by the Offeror, the tasks have been identified by contracting year. See Section 5.0 tasks for details.
Installation of inherently construction elements is in progress via another procurement effort. Is the expectation that these tasks will be complete prior to the installation of work by the Offeror. It is the responsibility of the Offeror to evaluate the site conditions to understand the scope of work completed. In general, the following can be expected:
all structural steel complete, all wall framing complete, all gypboard complete, all life safety systems complete and all exit signs complete. Conduits for low voltage wiring, security and network will be complete to approximately 10 feet of their field end point. It will be the responsibility of the Offeror to continue the runs to the final locations and pull in and terminate all low voltage wiring.
3.0 General Requirements: Unless otherwise noted or directed by the COR, for all task orders the following shall apply.
3.1. Place of Performance: NMMC is located within Prince William County and subject to concurrent jurisdiction with Marine Corps Base (MCB), Quantico, VA 22134.
The NMMC is open to the general public from 9:00 AM until 5:00 PM, 364-days per year, every day except
December 25.
Work that does not degrade the visitors’ experience can be conducted during the hours that the Museum is open.
Work that is loud or degrades the visitors’ experience must be completed before 0900 or after 1700 each day. Loud or potentially experience-degrading work is defined as noise created by any mechanical tool larger than a hand tool(s) that disrupts the visitor experience in the Museum. This will be assessed on a case-by-case basis. Activities such as hammering and drilling will be permitted, but jack hammering or table saws will not be permitted during operating hours. Materials, such as solvents and paint that potentially off-gas with unpleasant or harmful vapors, shall not be used in or around Museum visitors. Use of such materials shall be approved by the COR. It is the
Offeror’s responsibility to ensure vapors or fumes do not create a negative experience for the visitors.
3.2. Delivery Instructions: All exhibits are to be installed in the NMMC address:

All deliverable items shall be packaged and marked according to the Exhibit Fabricator’s best commercial practices to ensure arrival at the specified destination free of damage or deterioration.
The Offeror shall comply with all shipping and hauling requirements of the Commonwealth of Virginia, the USMC, and all other associated authorities.
All deliveries shall be coordinated with the COR. Any deliveries made without prior coordination run the risk of being refused at the discretion of the COR and at the expense of the Offeror.
3.3. Travel: Milestone meetings and production meetings will be held at the Museum. This shall require travel to the NMMC.
The Offeror shall conduct a site visit and verify all field conditions, dimensions and materials in the field before commencing work, with the understanding that the government drawings represent design intent and are not to be interpreted as ready-to-build. Deficiencies with the final product caused by a lack of field verification shall be corrected by the Offeror at their expense to the satisfaction of the COR.
3.4. Working on a Government Installation: The Offeror and his employees shall be subject to all traffic, security, and registration regulations for personnel and vehicles.
All Offeror and sub-contracted personnel attending meetings, answering Government telephones, or working on site where their status is not known to third parties, must identify themselves as such on demand by Government personnel. Unless otherwise directed by the COR, all documents produced or revised by Contractors or developed through Contract participation must be marked as “Contractor generated documents” or otherwise identified in a manner that discloses the Contractor’s participation.
The Offeror and their sub-contractors shall understand they are working at a Government, military installation and shall comply will all posted rules and laws and/or as directed by Government personnel.
While on-site, all contracted personnel shall conduct themselves in a professional manner at all times and not create a situation that interferes with Museum operations or with the general public’s visitor experience. Unacceptable or unsafe behavior will be documented by the COR and delivered to the Offeror via email. It shall be the responsibility of the Offeror to correct the behavior or remove the offending personnel per direction of the COR.
3.5. Deadlines: It shall be the Offeror’s responsibility to meet all schedule milestones and deadlines agreed on contract. It is the responsibility of the Offeror to complete all work, to include any punch list items, in time for the agreed upon deadline. Payment will not be granted for incomplete work.
3.6. Accident Prevention: The Offeror shall establish an effective accident prevention program and provide a safe environment for all personnel and visitors. Before on-site work begins, the Offeror shall submit to the COR for approval an accident prevention program. The COR shall review the proposed plan for compliance with OSHA and project requirements. The plan shall, at a minimum, include the following information:
(a) Name of responsible supervisor to carry out the program.
(b) Weekly and monthly safety meetings.
(c) First Aid procedures.
(d) Outline of each phase of the work, the hazards associated with each major phase, and the methods proposed to ensure property protection and safety of the public, USMC and Heritage Foundation personnel, Offeror's employees and other contractors’ employees. Identify the work included under each phase by reference to specification section or division numbers.
(e) Training, both initial and continuing.
(f) Planning for possible emergency situations. Such planning shall take into consideration the nature of exhibit fabrication and installation, site conditions, and degree of exposure of persons and property.
(g) Certificates: Provide certificates from a mechanic that certifies all mechanical equipment has been inspected and meets OSHA requirements.
(h) Submit a copy of test reports, as required by OSHA, for personnel working with hazardous materials.
(i) Submit a report of safety meetings and of inspections.
(j) Upon request, submit proof of employees' qualifications to perform assigned duties in a safe manner.
3.7. Accident Reporting: A reportable accident is defined as death, occupational disease, traumatic injury to employees or the public, property damage by accident in excess of $100, and fires. The Offeror shall notify the COR immediately in the event of a reportable accident. All other accidents shall be reported within eight (8) hours of incident. The Offeror shall follow up, in writing, with an accident report that includes: Time, date, location of occurrence, names of involved parties and witnesses, description of events and injuries, and a plan of correction to the COR. The Offeror will provide their on-site staff with adequate training to ensure prompt and efficient first aid.
3.8. Public Safety: The Offeror shall be responsible for erecting barriers to ensure the safe passage of Museum visitors and employees around areas of exhibit work. Where the work under contract occurs in or adjacent to an area of the Museum open to Museum visitors, the Offeror shall provide suitable protection and screening to protect the visitors from any harm or undue inconvenience. Protection shall include barricade panels and locked access of sufficient size and strength to preclude accidental or deliberate entry to the work site by any of the public. Such barriers shall be maintained to present a respectable appearance to the visitors at all times. The Offeror shall provide temporary signs indicating work in process. All signs shall be approved by the COR prior to them being posted. The work, and movement of equipment and materials to and from the site shall be scheduled and conducted in such a manner that the Museum’s visitors and staff are protected from harm or undue inconvenience. The Offeror’s crews shall confirm to current COVID protocols as directed by the state, local, MCB Quantico and NMMC. Until notified by the COR in writing, all crews are to wear masks and anyone displaying symptoms or running a fever shall leave the work site for a minimum of (14) days retuning only when the symptoms have subsided.
3.9. Emergency Instructions: The Offeror shall post telephone numbers and reporting instructions for ambulance, physician, hospital, fire department, and police in conspicuous locations at the work site.
3.10. Ingress and Egress: The Offeror shall provide and maintain adequate ingress and egress at all times in accordance with Government safety requirements. No corridor, aisle, stairway, door, or exit shall be obstructed or used in a manner that interferes with egress. The Offeror shall be responsible for all signage, ground guides, and flag-persons.
3.11. Protective Equipment: The Offeror shall inspect personal protective equipment daily and maintain it in a serviceable condition. Clean, sanitize, and repair personal items before issuing them to another individual. Inspect and maintain other protective equipment and devices before use and on a periodic basis to ensure safe operation.
3.12. Hard Hats and Protective Equipment Areas: A hard hat area shall be designated and posted by the Offeror.
It is the Offeror's responsibility to require all those working on or visiting the site to wear hard hats and other necessary protective equipment at all times. At a minimum, the Offeror shall provide ten (10) hard hats for use by visitors.
3.13. Hazardous Materials: The Offeror shall ensure that all hazardous materials are stored in approved containers and are handled in a safe manner in accordance with OSHA guidelines. Hazardous materials are defined as explosive, flammable, poisonous, corrosive, oxidizing, irritating, or otherwise harmful substances that could cause death or injury.
3.14. Onsite Work: The Offeror shall have the appropriate licenses and shall acquire the appropriate approvals required to work in Prince William County, VA. The Offeror shall comply with federal, state, and local regulations, and shall understand that the Museum is subject to concurrent jurisdiction, including Marine Corps Base Quantico, Prince William County, and the Commonwealth of Virginia.
3.15. Dumpsters and Port-a-Potties. Any on-site work by the Offeror that is extensive in duration or in personnel shall necessitate waste removal. The Offeror shall be responsible for delivering, placing, and servicing dumpsters and port-a-potties in a manner that does not inconvenience or degrade the Museum visitor’s experience. These items will be shielded from the Museum visitor’s view to present a professional work area. Dumpsters and Port-a-potties shall be used by all contractors on the site.
3.16. Site Restoration: The Offeror is responsible for restoring the work site to its original condition. This includes, but is not limited to sod, sprinkler repair, concrete repair, sidewalk repair, replacement of carpet squares, and reinstallation of named bricks temporarily relocated to accommodate work access.
3.17. Delivery Dates: The Offeror is responsible for designating or arranging mutually-agreeable delivery dates of
Government furnished equipment and for receiving, unloading and handling Government-furnished equipment at the site.
3.18. FTP Site: The Offeror shall provide a site for the COR to upload documents sized in excess of 1 Gigabyte.
This will be used to transfer documents that can not be sent via normal Government email.
3.19. Contract Performance: The Offeror shall fulfill this contract in such a manner that all key personnel will be able to successfully manage all requirements of this PWS. The Offeror shall provide a single point of contact in the person of a Project Manager on the job site for all issues.
3.20. Fire-Retardant Materials: The Offeror shall supply inherently fire-retardant materials for all specimens, including: artificial foliage, fabrics, draperies and plywood. Certification of all materials to be provided to COR before final invoice.
3.21. Security Requirements: During on-site installations, the Offeror is responsible for:
-security of equipment and materials left on the Museum campus, including but not limited to the lay down yard/area.
- security breaches perpetrated by all Offeror employees and all sub-contractors.
- security and safety during truck delivery, offload, staging, and other potentially dangerous work performed on the
Museum campus.
3.22. Material Submittals: The Offeror shall follow the following Submittal Process:
Materials, supplies, and equipment procured by the Offeror shall meet the specifications, standards, and manuals listed in these specifications and approved by the COR prior to installation. Submittals are required for approval by the COR. The COR may at any time require test data showing that any materials or supplies procured by the Offeror meet the industrial specifications. standards, equal to or better than the manufacturer’s original, and will be compatible with existing systems.
Replacement parts shall be new. If new parts are not available, the Offeror may request approval, in writing, from the COR to use rebuilt parts. The use of rebuilt parts prior to written approval of the COR is at the Offeror’s sole risk. All parts, whether new or rebuilt, shall carry the full warranty required by this contract.
The Government acceptance, review, or submittal approval of any portion of the proposal or final design shall not relieve the Offeror from fulfilling his responsibility of any errors or omissions with respect thereto.
3.23. Government Furnished Equipment (GFE): The Offeror is responsible for protecting GFE from damage, including damage from exposure to the elements, and to repair or replace items damaged as a result of mishandling by the Offeror’s handling or operations. The Offeror shall not accept any GFE without receiving a Transmittal from the COR. The transmittal will be signed by the Offeror and the COR showing receivership of the materials.
Condition of the GFE will be noted on the transmittal at time of signature.
3.24. Administrative Submittals: The Offeror shall submit the following within 14 days of contract award: (a)
Permits, if required, (b) Insurance Certificates, if required, (c) Preliminary schedule for the work. Submittals shall be reviewed by the COR within ten (10) business days of receipt. Any submittals not meeting the requirements of the contract shall be rejected. The Offeror has ten (10) business days within which to correct and resubmit to the COR for approval. Although the Government understands there are instances requiring a fast approval of a submittal, the
COR will not waive their right to the stated review period due to improper planning on the part of the Offeror. The
Government shall not be liable for project delays in situations where the Offeror failed to allow for the full approval period. Any expenses associated by delays due to this situation shall be the responsibility of the Offeror.
3.25. Project Schedule: The Offeror shall act as project scheduler and provide a critical path document in both electronic and paper format to the COR on the first Friday of every month. The document shall be created in PC-compatible Microsoft Project or similar software and published in PDF format. The document shall include milestones, all critical path elements, start and end dates for all activities critical to the installation and integration of all exhibit elements. The Project Schedule shall incorporate all scheduling and milestone information from all other contractors that impact and or interface with the Offeror.
3.26. Coordination: The Offeror shall coordinate exhibit fabrication and installation activities to assure efficient and orderly installation of each part of the work. Coordination must assure safe and timely fabrication, transportation, and installation of all exhibits and associated elements listed in the Solicitation. Coordination shall involve the coordination of all work by all Contractors and Offeror’s sub-contractors. Offeror to provide on-site project coordinator as point of contact during any site work.
Where installation of part of the work is dependent on installation of other components, either before or after its own installation, exhibit fabrication activities shall be scheduled in the sequence required to obtain the best and most efficient results.
The Offeror shall be responsible for coordinating any work that affects the fabrication of any exhibit components, the use of any exhibit components, and the installation of any exhibit components.
Where available space is limited, coordinate installation of different components to assure maximum accessibility for required maintenance, service, and repair. The Offeror shall coordinate installation of all exhibits to facilitate ease of maintenance and repair.
The Offeror shall make adequate provisions to accommodate items scheduled for later installation.
The Offeror shall coordinate scheduling and timing of required administrative procedures with other contracted activities to avoid conflicts and ensure orderly progress of the work.
The Offeror shall hold production meetings with the COR and any other parties needed, to report on progress, resolve issues and coordinate efforts of all Contractors. The meeting location and frequency shall be mutually agreed upon by the COR and the Offeror.
3.27. Review of Fabrication & Installation Schedule: During production meetings, the Offeror will report where each activity is in relation to the schedule, whether on time, ahead of, or behind schedule.
Determine how delays shall be mitigated; secure written commitments from parties involved to do so.
Discuss whether schedule revisions are required to ensure that current and subsequent activities shall be completed within the contracted schedule. Review the present and future needs of each entity present, including the following, if applicable:
(1) Interface requirements
(2) Time
(3) Sequences
(4) Status of submittals
(5) Deliveries
(6) Off-site fabrication problems
(7) Access
(8) Site utilization
(9) Temporary facilities and services
(10) Hours of work
(11) Hazards and risks
(12) Housekeeping
(13) Quality and work standards
(14) Changes, if required
(15) Potential challenges and proposed solutions
3.28. The Offeror shall notify the COR, via E-mail, upon completion of any and all completed exhibit elements ready for review. The COR will respond, in writing, with an approval or a list of deficiencies to be corrected after review.
3.29. The Offeror shall correct all deficiencies in accordance with the COR’s direction. All corrective work shall be complete within seven (7) working days unless otherwise agreed to by the COR in writing.
3.30. Field Measurement: The Offeror shall be responsible for field measurement and verification of locations of all facility elements. This data is to be used to verify proper fitting of all exhibit elements.
Any discrepancies that affect the exhibit design with recommended corrective fixes are to be submitted to the COR, in writing, for resolution. Locations and elevations shown on the drawings are subject to final field adjustment by the COR before fabrication and installation. The Offeror shall immediately notify the COR, in writing, of apparent errors discovered on the drawings or in the initial stakeout indicating any discrepancies in field dimensions on a plan or elevation drawing. All work improperly located due to Offeror’s errors or omissions shall be corrected at no additional cost to the Government.
3.31. Manufacturers' Published Data: At task order completion, the Offeror shall provide all available data, including installation and operating instructions, parts lists, electrical and mechanical schematics, control circuit documentation, performance data, safety instructions, cleaning and care instructions, and illustrations and instructions for maintenance, including lubrication, disassembly and repair, cleaning, and service. Indicate catalog numbers, sizes, colors, options, and other information pertaining to the products furnished which would be required when ordering replacements. For equipment assemblies, provide data for each separate item of equipment furnished as part of the assembly.
3.32. Custom Written Data: For data not in manufacturer's standard literature, the Offeror shall provide text, drawings, and schematics specifically applicable to installed systems at contract completion. Include step-by-step descriptions of operating procedures; identification of individual components and their functions; descriptions of how system components relate to one another and operate together to accomplish a common process or function;
and sequence of operation for system control circuits. For seasonally operated systems, provide start-up and shutdown instructions.
3.33. Warranties: At close-out of the contract, the Offeror shall place one (1) copy of each manufacturer, supplier, and installer warranty extending a period greater than one (1) year in a single separately identified tabbed section of a 3-ring binder. List all sub-contractors and major suppliers who worked on the project. Include each sub-contractor's or supplier's address and telephone number and identify work performed.
3.34. Before scheduling a final project inspection, furnish a complete set of the operation and maintenance data to the COR for review.
3.35 Onsite Project Manager Services
The Offeror hereby agrees to assign to the contract those individuals whose resumes were submitted with this proposal who are necessary to fill requirements of the contract. The required key personnel include:
The Contractor shall provide a Project Manager to be present at all times contractor personnel is working at government premises.
The Offeror and its employees shall conduct only business covered by the contract during periods paid for by the
Government, and will not conduct any other business on Government premises. Offeror personnel shall abide by all rules and regulations applicable to the Government premises, on which they work, including any applicable safety and security regulations as well as any measures necessary to verify Offeror labor hours. Offeror employees assigned to the contract shall not solicit business while performing within the scope of the contract.
Personnel assigned by the Offeror to perform services under this contract shall be acceptable to the Government in terms of personal and professional conduct. Should the continued assignment of any person in the Offeror’s organization be deemed by the COR to conflict with the interest of the Government, that person shall be immediately removed from the assignment, and the reason for removal shall be fully explained, in writing, by the
COR. Employment and staffing difficulties shall not be justification for failure to meet established schedules, and if such staffing difficulties impair performance, the Offeror may be subject to default. If a dispute arises the
Contracting Officer shall have the final decision.
3.36. The details of anything that the Offeror may design or develop under the Offeror shall become and remain the property of the Government and shall not be published or disclosed in any manner without the express written consent of the Government.
3.37. The details of anything that may be revealed to the Offeror by the Government in the course of performing under the contract shall not be published or disclosed in any manner without the express written consent of the
Government.
3.38. The Offeror shall fill any positions that become vacant within a period of ten (10) working days. Any delays in filling such vacancies past the ten (10) days period must be approved by the COR. NMMC reserves the right to reject Offeror personnel proposed who lack the experience or qualifications necessary to perform contract requirements. Should such personnel be rejected initially, or during the course of performance, the Offeror shall propose replacement personnel within ten (10) working days. It is essential that the Offeror be capable of providing a workforce capable of meeting the broad extent of technical expertise required, as well as demonstrating a suitable management approach to performance.
3.39. Contractor’s Proposal Incorporation into Contract: The Contractor’s proposal is hereby incorporated into the contract. In the event of any conflict between the proposal, which is incorporated into the contract, and any other portion of the contract, the conflict shall be resolved in favor of the contractual terms that were provided in the
Government's solicitation. Moreover, in the event that the contractor’s proposal exceeds any solicitation requirement it will become the minimum or threshold contract requirement.
4.0 Government Responsibilities
4.1. Document and Sample review: The COR shall return one (1) copy of all deliverables submitted, within ten
(10) business days of receipt, marked with one of the following actions:
(a) Approved – Offeror is cleared to proceed.
(b) Revise and Resubmit – the Offeror is required to revise the material as noted by the COR and resubmit for approval and/or discussion.
Under no circumstances shall the Offeror proceed with an unapproved sample.
The COR will always strive to provide a quick response for all drawing reviews, but reserves the right to utilize the full ten (10) days. The Offeror should allow for the full window of COR review time in their scheduling. Under no circumstances will the COR expedite a review due to a lack of Offeror planning and the government will not incur costs due to insufficient review time.
4.2. Meeting Minutes: During all meetings with the COR, the Offeror shall take meeting minutes. At a minimum, the minutes shall include: date of meeting, those in attendance, old business, new business, open and closed items.
For all open items the party responsible for its resolution shall be noted. Open items shall remain on the minutes until closed. Closed items shall be removed from the next minutes after they became closed. Minutes will be given a unique number for tracking. Minutes will be submitted to COR in no more than (5) business days for review. COR will request changes, if needed, in no more than (10) business days after which the Offeror will resubmit to COR.
This cycle continues until agreement has been reached by both parties and the final document is signed by the COR.
4.3. The COR shall review and approve work prior to fabrication and final finish after installation.
4.4. The COR shall have ten (10) working days to respond to Offeror requests for information, proposals, queries, or review of invoice.
4.5. The COR shall provide feedback to each critical path document within ten (10) workdays of receipt.
4.6. The COR shall de-conflict schedules and facilitate conflict resolution between contractors. The COR shall involve the Contracting Officer, as required.
4.7. The COR shall provide digital copies of text, imagery, graphics package, and design drawings.
4.8. The COR shall provide curatorial expertise such as instruction on handling artifacts, acceptable levels of ultraviolet exposure for artifacts, artifact mounting considerations and requirement, and other curatorial information from the Curatorial Services Branch.
4.9. The COR shall be the field art director during fabrication and installation. The Offeror and their subcontractor may provide art directors to monitor and guide their crews but the COR will make the final determination of esthetics. Once the COR has judged the work to be complete, no further changes are to be done. Any changes to the esthetics of an exhibit made by the Offeror after buy-off by the COR shall be corrected at no cost to the
Government.
4.10. The COR shall share the long-term exhibit plan and updates with all of the contractors, once it has been developed.
4.11. The COR shall regularly visit the Offeror’s work space to inspect work. Some of these visits shall be unannounced. 14. The COR shall note deficiencies in writing via email for all work that does not meet the COR’s approval. Once the COR notifies the Offeror of a deficiency, the Offeror shall correct all deficiencies within fourteen (14) working days.
4.12. The COR shall provide the Offeror a Transmittal for all GFE provided to them.
4.13. When GFE is provided to the Offeror, a condition report shall be included as a part of the Transmittal. The condition report shall include the following information and be signed by both the COR and the Offeror: (a) detail of item, (b) condition of item, (c) location where item will be displayed.
5.0 Tasks
The scope of this contract consist of Exhibit Fabrication for Galleries 13 and 14. Each exhibit gallery is broken into scenes. The scope for each scene is listed by major element and contracting year in the below table of deliverables.
5.1. The tasks in the table are defined as follows:
Samples- All finish materials and graphic production methods are to be supplied as a sample for approval by the COR. Work cannot proceed until an approved sample is produced. See the “Notes and
Specifications” sheet in Attachments A and B for detailed information. See Attachment M for scenic texture types, description and required sample size.
Wall Paint- Refers to application of solid color paint to facility walls. See Attachments A and B for details.
Scenic-Refers to themed wall surfaces, facades or set pieces that realistically replicate the theme listed. See
Attachments A through G for details.
Floor Coverings-Refers to commercially available carpet, epoxy or vinyl tiles. See Attachments A and B for locations and call-outs.
Graphics-Refers to all mounted photo prints, dimensional letters, wall murals and direct prints. Each graphic is individually numbered and grouped by scene as signified by the third digit in the graphic ID number. The government will provide production ready files for all graphics. See Attachments K and L
(Graphic Schedules) for production types, quantities and sizes.
All other elements not listed- This note is to clarify that any miscellaneous items (i.e. baseboards, pylons, benches etc.) that are not specifically listed on the table, are to be completed in the contract year noted.
Items such as these are shown in the fabrication drawing packages.
Artifact Cases-These cases are called out and detailed in the fabrication drawings, see Attachments A and
B. Note that some cases are integrated into the themed finish and need to be installed before the themed finish is applied. That being the case, they are called out individually to be installed in the base year.
Cast Figure Installation-All cast figures are provided as Government Furnished Equipment (GFE).
The Offeror will install them under the direction of the COR except as noted on the table. Figures listed as
“not in scope” will be installed by the figure manufacturer.
Electrical-Conduit to support artifact cases, security, networks and low voltage power are being installed via a separate contract, see Attachment I for reference. All conduits will be home run to existing electrical or audio/video rooms. In the case where exhibits have yet to be installed, the other end of the conduit run will stop within ten (10) feet of the final location. It will be the Offerors responsibility to continue these conduits to their final location with a pull string included. For low voltage power runs the Offeror shall pull in wire and terminate both ends leaving a working receptacle.
Interactives- This refers to the casework, video monitor bezels and graphics that house AV equipment. All
AV hardware will be provided to the Offeror as GFE and it will be the contractor’s responsibility to mount the equipment under the direction of the COR. See Attachments A, B and C for details.
Micro Artifact Mounts-This refers to conservation/display mounts, case furniture and number pucks used to support artifacts within cases. The Offeror shall produce all such supporting elements as shown in
Attachment J. Specifications for this work are further defined in sheet AC-01 in that package.
Macro Artifact- The only Macro Artifacts to be installed under this contract are the Anti-Aircraft gun in
Scene 13-3 and the Huey helicopter in Scene 14-7. The Anti-Aircraft gun is stored at the Museum and will sit directly on the tableau, no special mount is required. The Huey is located in the scene but not in its final location. The Contractor shall fabricate the mounts per the drawings in Attachment H and install the Huey on those mounts in its final location. The Contractor shall install the Anti-Aircraft gun in the applicable mount. See Attachments A and B for location and details of both Macro Artifacts.
Tableau- This scope refers to the platform, railings, and scenic ground form. In combination to the other elements specified on the table it is the intent that all tableaus will be complete in the base year, with the exception of graphics which will be produced and completed during contract year 2 deliverables. See
Attachments A, B, C, D E, F and G for details.
Scenic Paint-This refers to artistically applying paint and textures to macro artifacts, cast figures and props to visually integrate them into their surroundings. Known in the entertainment industry as aging and graining, a scenic painter will add details that give the objects in a scene a weathered look, the degree to which this is done is dependent on the storyline of the scene and confirmed via conversations with the
COR. Note: only water-based paints will be permitted for use on macro artifacts.
Hand Painted Wall Mural-Tableaus have a mural painted on the facility wall as a backdrop to the scene.
The government will provide a scaled, black and white sketch noting the perspective and major elements of the mural. The Offeror shall use that as a basis of generating a full color scaled layout for approval prior to commencing work in the field. See Attachments A and B for specifications and mural locations and sizes.
Graphic Walls-These are the free-standing walls fabricated of cold rolled steel and perforated metal panels.
See Attachments A, B and C for locations and details.
Glass Walls-This is a highly engineered wall system consisting of rear lit frosted glass panels, artifact cases, interactives and graphics. Great care was taken to develop the system so the finish product is fully integrated into a seamless sleek look. It is incumbent on the Offeror to produce the walls and not change the look of the finished system in any way. See Attachments A for details.
Props-the Offeror shall fabricate and install items that dress a tableau and enhance the authentic feel of the scene. All props will be rugged enough to withstand abuse from visitors and be installed such that the attachment method is unseen. Props will be staged under the direction of the COR. See Attachment F for details.
5.2. Detailed fabrication specifications and job site requirements can be found on the “Notes and Specifications” sheet in Attachments A, B and J. Special attention must be paid to these sheets for additional information not listed in this section.
