3.0 REQUIREMENTS. The Contractor shall provide a portable, temporary air cooled water chiller and temporary accessories along with an experienced technician that shall oversee the installation and provide initial start-up of the chiller so that when connected to the building load, it will provide the required capacity at the design flow rate. The chiller shall have a capacity of 250 tons of refrigeration with a 44 degree F leaving water temperature at 95 degrees F outdoor ambient temperature. The building pumps will provide chilled water flow through the chiller at a flow rate of

445 gallons per minute. The chiller shall be furnished as a complete package including controls, flexible hose for connection to building piping, electrical power conductors and all other incidental items necessary for a complete operating system. The chiller shall operate on 480 Volt, three (3) phase power supply. The chiller shall be ready for operation, requiring only temporary piping and electrical service connections. The chiller shall be capable of continuous operation, 24 hours per day, seven (7) days per week during the contract period. The Contractor shall provide installation, start-up services and perform the equipment manufacturer’s scheduled maintenance and shall guarantee on-site support within 24 hours during the contract period. After initial start-up the Contractor shall monitor operation of the chiller for a test period of six (6) hours. During the test period, the chiller shall exhibit stable operation and control of the building load while producing the required leaving chilled water temperature.

During the test period, the chiller shall not shut down on any safety device. The Contractor shall remove the temporary chiller and accessories at the end of the contract period

3.1 DELIVERY AND INSTALLATION. The Contractor shall:

a. Deliver the temporary portable chiller to the designated area at Building 4224 at FRC East, Cherry Point, NC, as indicated on FRC East drawing PE-21526M within 72 hours of notice. It is anticipated that the required delivery date will be approximately September 15, 2015. The minimum contract period is three (3) months. After the three (3) month period if temporary chiller operation is still required, the lease will be extended on a month by month basis up to a maximum of six (6) months. The Contractor shall include in his bid both the amount for the initial three (3) month period and an amount for a month to month extension.

b. Provide a minimum of 150 feet of 6” flexible pipe, including two (2) twenty five feet long sections, two (2)

50 feet long sections, victaulic to flange connectors and flexible pipe couplings. Provide the necessary adapter fittings to connect to standard 150 psi flanges at the building connection points. Provide a power wiring set that includes four (4) 100 feet lengths of 4/0 insulated copper conductors suitable for outdoor use and eight

(8), seven (7) feet pigtails. A fused disconnect switch will be furnished by the Government. Flexible piping including fittings and adapters, reducers, couplings, hoses, connecting flanges, flange seal, and flexible hose supports. Supports shall conform to the requirements of ASME B 31.1 and MSS SP-69.

c. The Contractor shall abide by all current Federal, State, and safety laws, rules and regulations when performing work within the confines of FRC East. Reference 29 CFR 1926 and EM 385-1-1 for guidance.

d. The Contractor shall follow FRC EAST INSTRUCTION 5090.1H, Chapter 3, dated June 7, 2006 for appropriate spill response procedures and proper handling and disposal of hazardous waste.

e. The Government will furnish the electrical power required to operate the chiller.

f. The existing chilled water system may have an unknown amount of sediment and other contaminants. There are strainers at the chilled water pumps; however, the leased chiller shall be able to accept these unknown contaminants that may be pumped through the chiller. If the Contractor requires additional water filtration to enable successful operation of the chiller, additional filtration shall be provided as part of this SOW.

g. The Contractor shall supply all required supervision, labor, materials, freight, transportation and connections required to meet the requirements of this SOW and FRC East drawing PE-21526M.

h. The Contractor shall instruct the Government’s maintenance personnel in the proper operation of the portable temporary chiller. The purpose of the instruction is to permit Government personnel to determine if the chiller is operating within the proper parameters described by the Contractor. Government personnel will not alter any setpoints, safety controls or other accessories provided by the Contractor. If the chiller should begin to operate outside of proper parameters, malfunction or experience a safety shut down, the Government will notify the Contractor. The Contractor shall dispatch a service technician to trouble-shoot and repair the chiller. The service technician shall arrive at Building 4224 within 24 hours of notification with repairs made within 48 hours. If the Contractor cannot make repairs within 48 hours, the Contractor shall furnish another temporary chiller, install it and provide start-up within five (5) days.

3.2 REMOVAL. Upon notification by the Government that the temporary chiller is no longer required, the

Contractor shall arrive at FRC East within 72 hours to begin removal of the chiller. The Contractor shall disconnect and remove flexible piping, electrical power wiring and other accessories provided by the

Contractor. The Contractor shall then remove the portable temporary chiller from Government property. The

Government and the Contractor will then mutually agree on the date of rental termination.

3.3 COST: The Contractor shall provide price quotations as follows:

The Contractor shall base his quotation on a rental period of three (3) months with an option to extend the rental period on a month by month basis for up to three (3) additional months. The cost for the month by month extension shall be listed as a separate line item with the Contractor’s quotation. The quotation shall include all the requirements listed in this SOW.

3.4 LOCK-OUT/TAG-OUT. Prior to installation and/or removal of any equipment, the CONTRACTOR shall lock-out/tag-out all energy sources in accordance with OSHA 29 CFR 1910 and EM-385-1-1. The government may also choose to dual lock-out/tag-out the equipment with their own locks. Do not perform work on any energized equipment. In the event that any electrical equipment must be worked live, approval shall be obtained by the Contracting Officer, and that specific work shall be performed in accordance with National Fire

Protection Association (NFPA) 70E; Electrical Safety in the Workplace.

3.5 ON-SITE VISIT: The Government strongly recommends an on-site visit prior to bidding. The visit will allow the Contractor to assess the scope of the project, identify space constraints and access limitations and avail himself of conditions that may affect his bid. Failure of the Contractor to visit the site prior to bid will not relieve him from performance under the contract and will not be grounds for future claims for additional compensation. The Contractor shall comply with the requirements of FRC East 5000.1B. The Contractor shall obtain a copy of FRC East Information Brochure that identifies actions the Contractor shall comply with when operating within the confines of FRC East. This brochure shall be requested when submitting a visit request. The

Contractor shall also comply with applicable work site requirements identified in the contract performance section (Enclosure 2) of FRC East Instruction 50000.1B.
