M00146-15-T-9013 V-22 APU ETA EVAS

GOVERNMENT RESPONSES TO VENDOR SUBMITTED QUESTIONS

1. Will CAD files of the UUT be available? If not, we will need at a minimum a set of prints which clearly show the overall envelope and indicate all of the fluid power connections as well as the mounting points so that we can define the position for each component within the test stand.

Government Response: No CAD files are available but dimensional drawings for the UUT are available upon request and pursuant to a non-disclosure agreement. Vendors interested in receiving a copy will need to contact the Contract Specialist, Scott Beliveau, and request a copy of the Non-disclosure form for signature of appropriate company/vendor official.

2. Are any of the prints of the existing stand available? (test cart, interface adapters, etc.)

Government Response: Yes, V-22 Test Cart Interface drawings are available but currently limited due to drawings not in digital format. The Government will provide access to all the available drawings to the successful vendor.

3. There was a discussion about a pressure transducer “delta p” which will need to be removed while the APU is mounted to the test cart. Are drawings of this component available to help determine what can be done to make removing it easier for the operator?

Government Response: Yes, a dimensional drawing for the component is available upon request and pursuant to a non-disclosure agreement. Vendors interested in receiving a copy will need to contact the Contract Specialist, Scott Beliveau, and request a copy of the Non-disclosure form for signature of appropriate company/vendor official.

4. How many additional channels will need to be added (accelerometers, etc.) per test cell between the ETA and the control room to accommodate the software upgrade? Will this be required for each of the six (6) test cells?

a. The provided RFQ indicates that a full ATP (ETA + software) is only required for three (3) test cells but that the software (EVAS) needs to be tested in all six (6) test cells. If this is the case, then any additional channels required for the first three (3) cells will also be required in the remaining three (3).

Government Response: There are currently 4 vibration channels per test cell ran from the Engine Adapter Plate (“Squash

Plate”) into the control cabinet. Vendor will be responsible for required vibration channels in all 6 test cells.

5. The RFQ specifies that the trolley should have variable speeds for chain hoist speed as well as overall traversing speed. This would require three (3) VFDs. There is a limited amount of space in the enclosure which houses the contactors for the trolley assembly. This being the case, it will be difficult to determine if this requirement can be met without performing some level of electrical design prior to submitting a proposal. Are these additional requirements firm?

Government Response: Adequate information in reference to this question is contained within the specification (RFQ).

Please reference section 3.6.4 Hoist and Trolley Specification. Take note especially to section 3.6.4.1- H and 3.6.4.2 – G.

Three VFD’s should not be required.
