GOVERNMENT RESPONSES TO VENDOR SUBMITTED QUESTIONS

1. Can UUTs be consigned to the successful vendor after contract award for modeling and testing?

Government Response: The government will provide one (1) "A condition" asset for each actuator type listed as in the specification. Each asset will be made available to the awardee by the government for the purpose of acceptance testing. The government will allow the awardee to examine each of the actuator unit as part of developing the test stand, at the government facility. The government will provide the same "A condition assets" for performance of final acceptance testing. An "A condition Asset" is defined as a fully functional actuator ready for installation on an aircraft. The test data will be made available by the government to the contractor for the A condition Assets at the time of acceptance testing.

2. Are 3D CAD models available for all UUTs? If not, we will need at a minimum a set of prints which clearly show the overall envelope and indicate all of the fluid power connections as well as the mounting points so that we can define the position for each component within the test stand.

Government Response: 3D CAD models are not available. Dimensional and interface drawings for each actuator assembly are available upon request and pursuant to a non-disclosure agreement. Vendors interested in receiving a copy will need to contact the Contract Specialist, Nick Vonbargen, and request a copy of the Non-disclosure form for signature of appropriate company/vendor official.

3. Are UUTs available for the successful vendor to model after contract award?

Government Response: See answer to Question #1.

4. Can the government provide approximate dimensions of all UUTs prior to quote submission?

Government Response: See answer to Question #2.

5. Can the OEM test system specifications be made available prior to quote submission?

Government Response: These specifications are available upon request and pursuant to a non-disclosure agreement. Vendors interested in receiving a copy will need to contact the Contract Specialist, Nick Vonbargen, and request a copy of the Non-disclosure form for signature of appropriate company/vendor official.

6. Is a copy of the OEM test procedure as well as a final inspection/run report generated from an actual test (for each test article)? Currently the OEM holds all the keys for this testing-if there is no final report available showing real-time results from an actual test article, it is going to be very difficult structuring the pass/fail criteria for each test component.

Government Response: The government will hold the contractor responsible for testing each actuator in accordance with the associated NAVAIR Manual. The government will also provide actuator test data for the A condition Assets used as part of acceptance.

7. What is the availability of the different UUTs? We will need to have these available at some point near the final mechanical design (or earlier if models are not available). Can these be shipped or picked up locally so they can be stored at our facility?

Government Response: See answer to Question #1.

8. Will the area where the test stand is to reside be cleaned up by Cherry Point personnel or should we factor in any and all demo/cleanup costs into our proposal?

Government Response: The government will be responsible for preparing the site location for the new test stand by removing the existing workbenches prior to installation. The contractor is responsible for the turnkey installation and any clean up associated with the contractor’s daily work.

9. What are the specifications for the available facilities in the area where the test stand will reside?

a. Chilled water? –Temperature, pressure, size of pipe and flow rate available

b. Power? –Overhead buss bar voltage, available amperage

c. Pneumatics? -location, pressure, size of piping

Government Response:

a) Chilled Water -- Chilled water at 45 degrees Fahrenheit in a 1" pipe available within 200 feet horizontal of end item location.

b) Powers – Overhead Bus: 480V, 3 Phase, 200 Amps available within 200 feet horizontal of end item location.

Panel: 208/120V available within 200 feet horizontal of end item location

c) Pneumatics -- Compressed air at 90 psig +/- 5 psi is available within 200 feet horizontal of end item location.

10. Is there a specified cycle time?

Government Response: The government will hold the contractor responsible for testing each actuator in accordance with the associated NAVAIR Manual.

11. How will the acceptance tests be conducted for this new test stand? We do not have access to the existing stand and there will be a limited amount of information available from the reports generated by any personnel using it.

a. Will there be a correlation study between the results found using the new stand versus the existing stand?

b. How will the correlation acceptance values be generated? There are a number of values listed throughout the NAVAIR manuals which will easily render a new stand out of compliance if they need to be correlated to values from an existing stand. Some values (such as a 0.001 –0.002” tolerance on overall part length) would require an inspection grade environment (controlled temperature and humidity, etc.) and this is not the case for where the stand will be operating.

Government Response: See answer to Question #6. Data generated by the successful awardee and the original test data will be compared. It is expected for the test data to agree within plus or minus 0.5% when compared to the reported value in the original test data. Discrepancies beyond the 0.5% will be evaluated and dispositioned by the technical representative for the COR.

12. Can the government articulate acceptance criteria?

Government Response: See answer to Question #11

13. General: Can the Government provide the official Acceptance Test Plan that the Test Stand will perform for each UUT?

Government Response: See answer to Question #11

14. Section 2.1: The repair manuals listed in this section seem to be the only technical reference to the UUTs listed in the solicitation. If the Government cannot provide a test plan for each UUT, can they provide a quicker path to accessing these manuals so that they may be used for preparing the test stand bid? The suggested method is to request these manuals in writing which may not produce a response in time to meet the bid deadline.

Government Response: Adequate UUT information in reference to this question is contained within the drawings, specifications, and or NAVAIR manual documents, which can be provided upon request pursuant to a signed non-disclosure agreement. If a RFQ extension is requested or required we may be in agreement based on adequate response timing.

15. Can the Government provide dimensional drawings of each UUT for the bid effort? If not, can the Government provide general dimensions for each UUT and a general description of the mechanical attachment points?

Government Response: See answer to Question #2

16. Can the Government provide a description of the loading on the UUT? I.e. max static force, max dynamic force, ramp rate, stroke rate, length, control tolerance, duty cycle, etc.

Government Response: Adequate UUT information in reference to this question is contained within the drawings, specifications, and or NAVAIR manual documents, which can be provided upon request pursuant to a signed non-disclosure agreement.

17. Can the Government provide photos of each UUT?

Government Response: No. See answer to Question #2.

18. Can the Government provide a photos or a description of the existing OEM Test Stands?

Government Response: No.

19. Are there any specialty/proprietary tooling requirements to interface with the UUT?

Government Response: The dimensional and interface drawings for each actuator assembly are available. All interfaces between the test stand and specific tooling that may be required, are the result of contractor specific design, and are the responsibility of the contractor.

20. Can the Government provide a UUT of each part # for use in the test stand development for the duration of the project?

Government Response: See answer to Question #1.

21. What are the hydraulic interface requirements for each UUT?

Government Response: Adequate UUT information in reference to this question is contained within the drawings, specifications, and or NAVAIR manual documents, which can be provided upon request pursuant to a signed non-disclosure agreement.

22. Can the Government provide maximum hydraulic flow and pressure specifications for each UUT given the planned test cases?

Government Response: Adequate UUT information in reference to this question is contained within the drawings, specifications, and or NAVAIR manual documents, which can be provided upon request pursuant to a signed non-disclosure agreement.

23. What are the electrical interface requirements for each UUT (sensors, built in limit switches, etc)

Government Response: Adequate UUT information in reference to this question is contained within the drawings, specifications, and or NAVAIR manual documents, which can be provided upon request pursuant to a signed non-disclosure agreement.

24. What measurements are required for each UUT test case? What are the dynamic range and resolution requirements for each measurement?

Government Response: Adequate UUT information in reference to this question is contained within the drawings, specifications, and or NAVAIR manual documents, which can be provided upon request pursuant to a signed non-disclosure agreement.
