Attachment 1 - Electrical Utilities.

1.1 Electrical Power Control. The contractor shall provide the electrical power, control, and instrumentation system as specified or recommended by the equipment manufacturer for the safe operation of the units and related equipment. The contractor shall provide schematics and interconnection wiring diagrams for power, control, and instrumentation circuits to equipment specified. The contractor shall provide terminal blocks (plus 25 percent spare terminals) in panels to terminate field and interconnection wiring. The contractor shall provide control power transformers, relays, adjustable timers, auxiliary contacts, switches, or additional equipment, as required. The contractor shall provide conduit wiring between control panels and control devices. If required, control circuits shall have a maximum voltage of 120 volts derived from control transformer in same enclosure.

1.2 Wiring. All wiring shall be in accordance with NFPA 70 National Electric Code.

With the exception of thermocouple, all wiring shall be copper. Wires and cables shall be positioned or protected to avoid contact with rough surfaces, irregular surfaces and sharp edges, and to avoid damage to conductors and adjacent parts. Harnesses and cable form containment shall be neat in appearance, uniformly applied, and positioned to retain critical form factors and breakout locations. The containment means (lacing, ties, tie down straps) shall not cause the insulation to deform to the point where performance and safety are adversely affected. There shall be no evidence of burns, of abrading, or of pinch marks in the insulation that could cause short circuits or leakage. Sufficient clearance shall be provided between wires or cables and heat generating parts to avoid deterioration of the wires and cables. Wiring shall be labeled at both ends. Lables shall be suitable for the environment where the wiring is located. The labels shall be inaccordance with the test cell wiring drawings.

1.3 Shielding. Shielding on wires and cables shall be secured in to prevent it from contacting or shorting exposed current carrying parts. The ends of the shielding or braid shall be secured to prevent fraying.

1.4 Control Voltage. All system controls (including but not limited to motor starters, relays, lights, sensors, all electronic devices) shall operate on 120 VAC, 60 hertz maximum and be in accordance with NFPA 70 National Electric Code.

1.5 Installation. Electrical installations shall conform to requirements of NFPA 70 National Electric Code.

1.6 Utilities. The contractor is responsible for all connections from the supply locations to the new equipment. Any connections requiring facility outages must be coordinated through the FRCE project manager 1 week prior to the required outage. The government will provide the following utilities within 50 feet of the agreed location of the sited equipment: Electrical Power: 120 VAC, 480VAC, Plant Air, Chilled Water.

1.7 Operating environment. The contractor shall provide the test stand equipment and components suitable for use in the test stand hazardous environment. The test stand computer and equipment shall operate within the environmental limits listed below:

1.8 Temperature. 32 to 140 degrees F (normally 68 to 69 degrees F)

1.9 Humidity. No more than 90 percent relative humidity.

1.10 Commercial off-the-shelf (COTS) equipment. Commercial off-the-shelf equipment that has been listed or certified to an appropriate commercial standard by a Nationally Recognized Test Laboratory (NRTL) (e.g., Underwriters Laboratories (UL), Canadian Standards Association (CSA), or TUV Rheinland (TUV)) shall be considered as having met the provisions of this requirement and from a product safety perspective may be accepted for use without further modification.
