About this file
This is a Justification for Other than Full and Open Competition (JOFOC) dated February 26, 2025, for DLA Document Services to issue a 2-month extension contract (April 1, 2025 - May 30, 2025) with 2 option months (June 1, 2025 - July 30, 2025) for continued services under contracts SP7000-20-F-0097 and SP7000-20-F-0101.
The requirement covers leased multi-functional devices (MFDs) with full service maintenance and consumable supplies (excluding paper) for OCONUS operations. Specifically, SP7000-20-F-0097 procured 22 devices and SP7000-20-F-0101 procured 4 devices. The sole source justification cites FAR 13.106-1(b) as Fuji Film is the only vendor capable of continuing the lease of the existing equipment, as they retain title/ownership of the devices. The extension is needed to maintain uninterrupted support until replacement devices are delivered under Japan IDIQ. No public notice is required per FAR 5.101(a)(1), and market research indicates an adequate competition pool exists for future requirements of this type.
