About this file
This is a supplemental technical specifications document for the City of Clearwater's rehabilitation project of three lift stations (LS 13, 51, and 58) located within Clearwater city streets and easements. The project encompasses comprehensive upgrades to wastewater infrastructure, including demolition of existing structures, construction of new wet wells, valve vaults, top slabs, access hatches, safety grates, magnetic flow meters, precast concrete vaults, natural gas generators with platforms, handrails, fencing, electrical systems, instrumentation and controls, and gravity sewer relocation. Lift Station 13 (200 Marshall Street) requires the most extensive work with new top slabs, walls, pump accessories, sound-attenuated generator with aluminum platform, gas piping, electrical panels, and SCADA antenna relocation. Lift Station 51 (25718 US Hwy 19) requires generator installation with sound attenuation, gas piping, electrical work, treadplate replacement, and safety grates. Lift Station 58 (1366 Abbey Crescent Lane) requires pump base elbow modifications, discharge piping, treadplate covers, odor control media replacement, and instrumentation updates. All work must maintain continuous wastewater operations through temporary bypass pumping systems with capacity equal to or exceeding existing maximum flow capacity. Work is restricted to weekdays between 7 AM and 6 PM, with weekend and holiday work prohibited unless prior authorization is obtained.
The contract is structured as a lump-sum bid with three separate pay items for each lift station rehabilitation and includes a mobilization/demobilization item not to exceed 10 percent of the total bid. Mobilization costs are allocated 34 percent to LS 13 and 33 percent each to LS 51 and LS 58, with 50 percent payable upon demonstration of mobilization and the remaining 50 percent upon demobilization. An additional 10 percent contingency fund is provided for owner-directed work. The contractor must furnish a detailed schedule of values breaking down costs by division and trade, with payment based on monthly progress reports signed by both the contractor's representative and the resident project representative. All temporary facilities, bypass pumping systems, coordination with utility companies (Duke Energy, Clearwater Gas/CGS Energy, Data Flow Systems), and incidental work including erosion control, traffic management, equipment testing, and site restoration are included in the lump-sum price with no separate payment. The contractor assumes full responsibility for equipment storage, protection, coordination with existing operations, and maintaining all existing sewer flows, with any damage resulting from construction activities to be repaired at no additional cost to the owner.
