About this file
This is a Statement of Objectives (SOO) for the relocation of Kardex Remstar Megamat RS350 vertical carousel systems at Misawa Airbase, Japan. The project requires the contractor to relocate 10 carousel systems within Building B1334 (35 LRS Warehouse) while minimizing system downtime and reducing the number of bins and carousel levels that must be manually removed by Government personnel. The contractor must develop a detailed Statement of Work addressing description, basic and special project requirements, equipment, quality control, environmental controls, safety requirements, records, contractor qualifications, schedule, installation plan, and assumptions. The contractor shall provide all tools, labor, equipment, transportation, management, and expertise necessary for successful relocation. A certified Kardex installer must be on-site during the relocation, and all electrical connections must be installed and operational upon completion. The contractor must provide temporary free-standing shelving at the new location capable of storing bins measuring 14 inches long by 4.5 inches wide by 4.5 inches high, with capacity to hold all bins removed during relocation.
The contract objectives emphasize reducing system downtime through innovative approaches such as relocating one or two carousels at a time, minimizing carousel level removal, and maintaining quality control procedures in accordance with manufacturer guidance. Individual Kardex machines measure 19 feet 5 inches in height, 4 feet 6 inches in width, and 10 feet 9 inches in length. Work shall be performed Monday through Friday from 0700 to 1700 hours, excluding ten recognized federal holidays, with extended hours permitted by prior approval of the Contracting Officer at no additional cost. If contractor personnel travel from outside Japan, a Letter of Authorization must be processed through the Synchronized Predeployment and Operational Tracker-Enterprise Suite (SPOT-ES) in accordance with DFARS Clause 252.225-7976. System testing for full functionality will be conducted jointly by the Government, contractor, and the system maintenance contractor upon project completion.
