About this file
This Statement of Work (SOW) outlines requirements for manufacturing and delivering 17 fall protection system kits for Air Route Surveillance Radar (ARSR-4) systems for the FAA Logistics Center AJW-L500 Product Services Group. The kits will replace non-compliant ladder and ladder safety systems on the back of the LRR/ARSR units to meet Environmental Occupational Safety and Health Services requirements.
Each kit requires three new manufactured aluminum ladders with MSA Dyna-glide Notched Rail components, gated top and bottom end stop assemblies, two aluminum platforms with guardrails using Hollaender Custom Handrail connectors, aluminum grating, self-closing gates, DBI-SALA anchor point D-rings, and clear anodic finishes on all aluminum components. The vendor must ship the kits to the Mike Monroney Aeronautical Center in Oklahoma City, with the first kit due within 2 months of contract award. Kits can be shipped individually over 3-4 weeks in wooden crates following detailed packaging specifications. All parts carry a one-year warranty and must conform to construction drawings and design specifications provided.

FAA Logistics Center AJW-L500 Product Services Group
LRR Ladder Kits Purchase
1. Background
The Federal Aviation Administration (FAA) AJW-L500 Product Services Group has been tasked with upgrading the fall protection on the Long Range Radars (LRR) or Air Route Surveillance Radar (ARSR). The current ladder and ladder safety system (LSS) on the back of the LRR are no longer compliant with Environmental Occupational Safety and Health (EOSH) Services (AJW-231).
AJW-L500 is going to replace existing non-compliant ARSR-4 ladders and LSS’ with new EOSH approved fall protection systems. This system replacement will greatly reduce the risk from a fall from heights while FAA employees are performing maintenance on these systems and ensure employees have compliant fall protection systems available to perform work.
2. Purpose
The purpose of this Statement of Work (SOW) is to document the requirements for the manufacturing of the fall protection system needed for the ARSRs, referred to as kits. This SOW also covers the purchasing of the Mine Safety Appliance (MSA) items needed for the LSS. The fall protection systems will be installed by trained FAA Engineering and Electronic Technicians. In priority order this contract is for production of (17) ARSR-4.
3. Scope of Work
3.1 Manufacture and Purchase Services
Under the direction of the Contracting Officer (CO), by means of a task order, the vendor must manufacture and purchase the following items. The attached Construction Drawings and Material Weight list will be the best explanation of what is needed for the design criteria and codes. The line items listed on the following page in Table 1 are what is required for 1 complete ARSR-4 kit. This SOW will be to manufacture and delivery of 17 ARSR kits.
Table 1 ARSR-4

4.1 Specifications
All manufactured and purchased parts will need to adhere to the “General Notes” on page 2 of the Construction Drawings. All design criteria, codes and standards must me followed.
4.2 Shipment
The vendor will be responsible for shipment of the kits to the Mike Monroney Aeronautical Center (MMAC) in Oklahoma City. The kits may be shipped one at a time spaced out over 3 to 4 weeks. The first kit will need to be received no later than 2 months after contract award, this is negotiable depending on how long it takes to manufacture. Past kits have been shipped in wood crates. Below is a step-by-step guide to help with the process.
• Ensure the crate is appropriately sized for the parts, allowing some space for cushioning.
• Use sturdy wood, like plywood or solid lumber, that can withstand the weight and handling of the parts.
• Ensure all items are clean and in good condition. Remove any loose components that might get damaged.
• If parts can be disassembled, do so to save space and reduce risk of damage.
• Use foam or bubble wrap to cushion the items. Wrap each part individually and place padding between them.
• Ensure that items are secured in place to prevent movement during shipping. You can use straps or additional padding.
• Place heavier items at the bottom and lighter ones on top. Keep the center of gravity low.
• Use nails, screws, or straps to secure the items within the crate.
• Ensure the crate is properly closed and fastened. Use screws or nails to secure all sides.
• Select a shipping carrier known for handling freight and ensure they can accommodate your crate’s size and weight.
• Include a tracking number for monitoring during transit.
5. Point of Contact
The vendor must provide a single point of contact for all matters related to this contract.
6. Warranty
The vendor warrants that all parts conform to the contract requirements and construction drawings. The vendor also warrants that parts are free of defects in design, materials, and workmanship. All parts will have a one-year warranty. The FAA will give written notice of any defect or nonconformance to the vendor within a reasonable period after the discovery.
