About this file
This document is a set of questions and answers related to the Illinois Department of Natural Resources (IDNR) solicitation for the Renovation of the Eternal Indian Plaza at Lowden State Park, Solicitation No. 23-422DNR-REALT-B-34141. The key details of the solicitation include:
The solicitation is seeking vendors to renovate the Eternal Indian Plaza at Lowden State Park. The scope of work includes repairing and restoring the limestone clad wall at the base of the sculpture and addressing any damage caused to the site during construction. Vendors must have experience with commercial landscaping. The project will be conducted while the park is open to the public, so the vendor must implement appropriate safety measures, including fencing and warning signs. No geotechnical borings were conducted, and vendors should not assume the presence of limestone below the existing plaza. Water for seeding can be obtained from an on-site source, but the vendor must provide their own equipment. All limestone removed from the site must be stockpiled for IDNR staff to remove.
The solicitation is being conducted electronically through the BidBuy system, and paper responses will not be accepted. The contract term is not specified. Pricing details, set-asides, incumbents, and funding information are not provided in the document.

ILLINOIS DEPARTMENT OF NATURAL RESOURCES
VENDOR QUESTIONS
Date: February 7, 2023
23-422DNR-REALT-B-34141
LOCATION: Lowden State Park
PROJECT TITLE: Lowden State Park Eternal Indian Plaza Renovation
Vendor Question 1:
Section 1.5.1. says vendors must have experience with Commercial Pole Building. Is that correct?
IDNR Answer 1:
No. This was a typo and an updated IFB with Commercial Landscaping requirement instead of Commercial Pole Building requirement will be added to BidBuy. Please see Addendum 1 for further clarification.
Vendor Question 2:
Is the Vendor responsible for any damage done to location while working, needing to leave location as they found it?
IDNR Answer 2:
Yes. Section 1.4.4 of contract has the following: “Vendor shall repair and otherwise make good on any damage caused by this Work and leave the premises in the equivalent of the original condition.”
Vendor Question 3:
Is there was any limestone in the ground under the work area where the digging is to take place?
IDNR Answer 3:
IDNR does not anticipate that there is limestone below the existing plaza based on our records of the site and observations in the field. However, no geotechnical borings were done. Working with limestone subgrade should not be included in the bid and would be an unanticipated condition.
Vendor Question 4:
Is there a place at the Site that the Vendor can fill water from for the seeded areas?
IDNR Answer 4:
Yes. There is a place on site that the Vendor can fill water from but the Vendor will need to supply their own tanks and equipment.
Vendor Question 5:
Where are the large Limestones (rock wall) that need to be removed going? Does the Site want to keep them?
IDNR Answer 5:
All limestone removed from the construction site should remain for State staff to remove from a nearby stockpile location. This stockpile location will be coordinated prior to construction (at pre-construction meeting) with Site Superintendent Snook (or his designee).
Vendor Question 6:
The Stone wall at the base of the statue, leave and make a new wall around or remove?
IDNR Answer 6:
The State Historic Preservation Officers have stated that the limestone clad wall is not the historic condition and so a modern wall is acceptable. The plans circulated to potential bidders are correct in regard to the base of the sculpture.
Vendor Question 7:
Is the erosion control requirements from the Plan Details correct?
IDNR Answer 7:
Yes. The erosion control requirements have not changed, and the information presented in the Project Plans attached to this project should be used as originally presented.
Vendor Question 8:
Is the Contractor responsible for putting up a fence to keep the public out of the construction area?
IDNR Answer 8:
The project will be done while the park is open to the public, so safety should be of most importance. Vendor shall close off the immediate area around the construction site and use good common safety practices regarding warning signs, fencing, and not leaving excavated area exposed.
This language has been added to the IFB. Please see Addendum 1 for more information.
