Bidder’s Organization (4 pages maximum) (150 points)

Company Information

Our organization is excited about the opportunity to submit our proposal to assist the Washington State Department of Enterprise Services (Enterprise Services) select organizations to provide services for eligible purchasers to purchase Organizational Development, Change Management, and Management and Business Analysis Services (“Business Consulting Services”). Our organization has had the pleasure of supporting various local and state organizations over the past fifteen (15 years) and appreciates the opportunity to extend our relationship to support Washington State with this major strategic initiative.

To deliver on these objectives, Enterprise Services needs a flexible partner, with the depth of experience and capability who can support the various Washington State agencies in their various strategic initiatives.

We believe our Minority Business Enterprise (MBE) organization meets and exceeds these requirements and our hope is that our proposal response conveys our excitement, capabilities, and qualifications to support these critical initiatives in the future.

Company Background

Our organization was founded on the simple premise that most projects are made too complex for the problem they are trying to solve. Our consulting team brings simplicity and predictability to engagements and helps clients to significantly improve their efficiency using proven business management strategies, processes and approaches. We apply a methodical and structured approach to design and rollout elegant solutions and change for even the most intricate project challenges that support our clients for both their immediate and future needs.

Founded in 2005, our organization in its 15th year is one of the country’s fastest growing national consulting firms (17th fastest in 2020 by Consulting Magazine) and a leading stable enterprise provider of quality business and technology consulting services. Our recent clients include Pacific Gas & Electric, T- Mobile, Boeing, Microsoft, Delta Dental, City of Seattle, Starbucks, and Bill & Melinda Gates Foundation to name a few. However, our growth does not define our quality and commitment to our people and our clients. Our mission is to be “one of the best companies to work for and to be one of the best companies to do business with”. This approach is deliberately humble with an equal focus on our people and our clients. This commitment has resulted in achieving 5 years in a row Best Place to Work in Seattle and an industry leading low attrition rate for our employees. As a minority owned organization, focus on inclusion and diversity has always been part of our culture and we continue our goal to improve our commitment to these ideals for our community, people and clients. Combine all of this with a rigorous focus on customer satisfaction and delivery excellence and our clients experience the difference with stable inclusive high performing business consulting teams.

Our organization has deep experience providing organizational development, change management and business consulting services such as program management, business analysis and processes re-engineering both in person and remotely for Fortune 500, state and local governments. Examples of our experience include supporting the organizational re-design and change management for a leading High- Tech Fortune 100 organization’s CRM business unit through to helping a leading retailer adjust their business and technical teams adopt agile business practices. In addition, one or key differentiators is our 10 years of deep experience in supporting commercial and government organizations on their Data Privacy assessments, remediation plans, processes, policies, and governance activities to ensure secure

EXHIBIT C - 2 – BIDDER RESPONSE SHEET / 01620-BUSINESS CONSULTING SERVICES

and compliant programs for both consumers and citizens alike. Recently we supported the California State Bar perform a data privacy assessment of a 3rd Party technology exam assessment provider and its ability to deliver, administer, proctor and complete in a transparent, secure and unbiased (use of AI) fashion for the exam participants.

Our organization focuses on working with commercial and government enterprise clients to evolve and transform their business processes with right influence of technology. We have a proven track record of providing measurable business success for our clients in this space.

Our organization has over 300+ consultants made up of our highly skilled business consulting workforce with significant “Big 4” experience (ex-Accenture, ex-Deloitte, Etc.,) and a technology consulting practice with deep technology knowledge across many platforms and technologies. With our breadth of exposure and industry knowledge into both business and technology transformation, our organization will put forward a team that is deeply skilled to support the various projects successfully.

With our strategic focus and experience in large scale enterprise initiatives, we are able to staff project team members who have the right skills in organizational design, changed management, management and business analysis and functional expertise in similar engagements with a strong understanding of implementation requirements and processes that enable success on similar initiatives. This foundation, combined with our locally based team, is a significant differentiator for our organization as we bring our knowledge and assets immediately to bear whilst keeping operational costs to a minimum.

However, our organization continues to invest in new assets, capabilities, and templates to support our clients to implement new business processes and change programs. In addition, internal estimation tools and methodologies leveraging our prior experience in organizational design, change management, management and business analysis provide Enterprise Services with proven plans and timelines. Using these organizational assets our proposal accounts for the flexibility and scalability of Enterprise Services objectives. Our methodologies add rigor and functional knowledge supporting critical elements to ensure delivery is on time and on budget.

Company Offering and Capabilities

Today’s strategic Business Consulting Services initiatives are rarely change or organizational design or business analysis projects that remain static throughout their implementation. Core to success is the ability to understand the underlying business needs and objectives with appropriate overlay of technology and most importantly the ability to react to the changing environment and subsequent business needs.

Our organization offers an extensive array of full-service consulting services from Strategic Business Consulting to Program and Project Management and Technology Solutions. Our local and remote project teams bring a breadth of experience supported by deep expertise to ensure our clients receive the benefits of partnering with a full-service provider who can adapt to changing demands and drive to outcomes to ensure success.

Our strength of capabilities is spread across our four organizational practices:

1) Strategy & Business Consulting

2) Digital Transformation

3) Advanced Analytics

4) Business Process Outsourcing including Digital Marketing Operations

EXHIBIT C - 2 – BIDDER RESPONSE SHEET / 01620-BUSINESS CONSULTING SERVICES

Our organization has extensive experience in the following areas that are pertinent to this RFP response and the needs required by Enterprise Services:

Business Analysis

Successful solution or application development relies on effective business analysis. Our organization identifies your enterprise needs and directs solution development to align with those objectives.

Conceptual business knowledge, a strong understanding of the software development process, and excellent analytical and communication capabilities can transform your business problem into a success story. Our Business Analysts gain an in-depth understanding of your processes, products, and people to build effective solutions that meet business goals.

Organizational Transformation & Design

Business transformation is not about incrementally improving something. It’s about reimagining it. The overall goal of organizational transformation is not just to execute one defined change – but to reinvent the organization based on a clear vision for the future. To improve performance, you must change behaviors and capabilities throughout your organization. A transformation must stay focused and aligned to yield substantial performance-increasing change.

Change Management & Training

We help clients shift employee’s behaviors by engaging their hearts and minds, streamline processes and implement new technology for a sustainable future state. In addition, we support clients in the launch/upgrade of internal business tools. This includes process updates, training and stakeholder engagement that ensures adoption and post go-live success. Technology adoption requires an integration of stakeholder engagement and training development. We emphasize long-term adoption, utilization, and change resilience. We leverage leaders at their greatest point of impact to engage up and down the initiative.

Agile Operating Practices

At our organization, we understand and can implement a variety of business operating approaches. Given the constraints and scope of most engagements, we strongly recommend an Agile approach, and both implement and coach our clients on using methodologies like Scaled Agile Framework (SAFe). This methodology anticipates and better accommodates changing requirements while empowering every team member to act as a strategic partner. The result is program/product releases delivered early and often which facilitates stakeholder feedback and increases solution fidelity.

Product & Solution Management

Businesses often struggle to manage multiple inputs, shifting deadlines, and stakeholder concerns. Our organization has experience working across multiple silos and provides the product management tools and skills needed to keep a product launch on schedule. Delays and unexpected deviations can add to a product’s overhead and hurt your bottom line. Our proven team of product managers and solution managers can help your development teams work toward achievable results that lead to tighter delivery schedules and reduced costs.

Data Privacy Analysis & Governance

Our organization is recognized as an expert in Data Privacy readiness and implementation, including data governance and data minimization. We have spoken at several prestigious conferences and

EXHIBIT C - 2 – BIDDER RESPONSE SHEET / 01620-BUSINESS CONSULTING SERVICES

published white papers and completed 50+ data privacy projects with some of the largest companies in the world. Our capabilities in supporting our clients implement privacy by design which very much begins with organizational design and change management. Supporting both at the business executive level as well as practical approaches in the technical implementations allows us to provide practical and sustainable solutions for our client’s consumers and citizens to data privacy across business function.

Business Strategy & Architecture

The corporate level strategy affects the whole firm and provides the overarching direction for the organization. It is the responsibility of the top-level leadership to craft out this strategy by determining why the organization exists, what it will and will not do, and how it will achieve its objectives. Business level strategies affect the business units, divisions or departments of a firm and are designed by the leaders of each of these subparts of the organization to show how they will serve their various customers and markets in alignment with the corporate strategy. Typically, business level strategies of large organizations and conglomerates are not made public because of the fact that there are several of them in number and variation.

Technology Assessment & Analysis

As technology advances, businesses must strategically seek out and implement IT solutions that offer the greatest benefits. Our organization conducts detailed technical assessments to help businesses determine the state of current and future systems in terms of capability, security, scalability, and maintainability, and looks for ways to improve operational competencies and reduce costs. A structured and efficient analysis of your ecosystem will serve as the basis for any effort to enhance and modify it to meet business needs.

We leverage our organization’s customized best-of-breed frameworks, tool sets, and templates to gain comprehensive insight into your unique situation.

Partnership

Our organization has a proven track record of supporting and investing in our clients’ success and if selected by Enterprise Services for this contract we will demonstrate that partnership in a variety of ways in alignment with Washington State procurement policies (but not limited to):

• Investing time and capability in advance of engagements to ensure engagements are setup for success.

• Providing and sharing knowledge with Washington State constituents from other industries and clients where applicable.

• Investing in specific training, where appropriate, for our consultants to support specific project needs.

• Dedicating account management time and relationship support to ensure Enterprise Services customers are supported at the highest possible level.

• Supporting with the full spectrum of our practices, both from a business and technology perspective, our consultants on engagements as well as our clients who are needing information that is relevant and pertinent to the successful delivery of their programs.

Overall, our organization is very excited about the potential to support Enterprise Services and the various Washington State agencies on their initiatives and welcomes the prospect of answering questions and showcasing our ability to be a great partner to Washington State.

Experience (4 pages for each category bid) (200 points)

Project 1 Organizational Development

Client Challenge

A public school district leader was encountering external challenges to policy changes that were enacted by the school board to standardize performance metrics related to compensation. These changes affected district-level leaders, along with building-level administrators. The school district leader was seeking support to engage building-level leaders to define and measure target metrics to align with the performance pay model.

Client Goal

The goal of the engagement was to create improved two-way communications and engagement with building-level leaders related to performance metrics. The new measurement approach needed to include baseline metric setting, and agreement on targets, and how those metrics rolled up to the overarching goals of the school board. In addition, external communications were needed to ensure public awareness related to the move toward a pay for performance model.

Our Solution

Our consultants engaged in a set of informational interviews with building-level administrators to understand their perspective on the performance metrics, blockers, and needs to deliver results. School board members were also interviewed to gather insights into public sentiment, and better define the goals of the board. The output of these interviews resulted in recommendations, coaching, and an action plan for the district leader.

The recommended action plan included: increasing 1:1 engagement with building-level leaders, being present on campuses more regularly, cooperatively developing improvement strategies, defining a cadence of large group working sessions, and outlining a communication plan for reporting back to the school board.

Client Outcome

The recommendations and action plans were presented to the district leader to begin enacting over the course of the summer. This included plans to adjust the rhythm of connection with building leaders for the next academic calendar year. And at the building level, leaders were able to identify target metrics that were focused on their campus requirements that showed the level of success necessary to meet district goals.

EXHIBIT C - 2 – BIDDER RESPONSE SHEET / 01620-BUSINESS CONSULTING SERVICES

Project 2 Organizational Development

Client Challenge

A healthcare provider client struggled to build consensus on how to present data to physicians to support performance improvement for their staff as well as to improve the member experience. The client had a proliferation of dashboards and reports available but lacked actionable information. The primary challenges were:

• Lack of alignment on business outcomes

• No single source of truth

• Plenty of data but little information

Client Goal

The ultimate goal was to improve the member experience by freeing up time for physicians. The desire was to reduce time spent on operations and administrative work and more time with their members. A secondary goal was to optimize the physician performance review process by making the right data more readily accessible.

Our Solution

The solution was to conduct a series of interviews and workshops. At the inception, an executive workshop was conducted to establish the goals and vision for creating a clinician dashboard that would improve member experience and clinician performance. This workshop also identified an interview list of influential and important stakeholders that could provide valuable input for the proposed dashboard.

Following the executive workshop, a series of interviews gathered the different perspectives, both goals and challenges, of the physicians and enabled a grouping by personas or physician types. They also served to surface challenges and issues that were previously unknown or leadership was not aware of.

This interview approach helped build a greater understanding of what the solution needed to be.

A final workshop brought together all the findings and the participants broadened from the executives to include a sample of the users/physicians of the proposed dashboard. The output of this dashboard included a prioritized list of key performance questions that the dashboard would answer, based on the available data.

Leveraging the output of the workshop, a concept wireframe of the dashboard was produced to elicit feedback and reactions prior to starting any development.

Client Outcome

Deployment of the solution was estimated to save approximately 2,000 hours of physician time per clinic/hospital. Resulting in a significant increase in time physicians could spend with members and ultimately, improve the member experience. This was largely achieved by optimizing and greatly reducing the time it took to conduct physician performance reviews.

EXHIBIT C - 2 – BIDDER RESPONSE SHEET / 01620-BUSINESS CONSULTING SERVICES

Project 1 Change Management

Client Challenge

Our client wanted to migrate a widely utilized data platform to a new hybrid data warehouse with an unknown number of users and without the understanding of how this data migration might impacts their daily business.

Client Goal

The 400 TB data migration required our client to upgrade their existing on-premises platform with a new on-premises/cloud hybrid server. The client also wanted us to proactively position the on-premises data storage solution with always-on capabilities and improved capacity, performance, and scalability.

Additionally, they wanted to maintain business continuity and reporting functionality while the platform was dark for three full business days.

Our Solution

We built and managed a change agent network while conducting change-readiness assessments to ensure full understanding of all business impacts across the organization. We developed and executed the business testing strategy to validate that all the client’s use cases had been run through complete testing cycles prior to migration start. We managed end-to-end communications from pre-migration activities to testing, and beyond post go-live to support business continuity.

For client support, we developed and implemented a knowledge transfer and training plan and worked with platform vendor to develop live in-person training, pre/post go-live helpdesk support framework, and coordinated long-term super user model with additional on the job training resources.

Client Outcome

Our client described the project, as the “smoothest, most successful” data migration to date and was highlighted at their Quarterly Managers Summit. The migration improved data performance and users reported that queries started running 2X – 2.5X faster than pre-migration. We improved the client’s data capacity and quality while the client was well-positioned to accommodate data growth and more seamlessly transition to cloud based platforms. Finally, we increased the trust and partnership between the client’s data solutions group and business stakeholders. Their increased trust will be key to executing and adopting future digital transformations.

EXHIBIT C - 2 – BIDDER RESPONSE SHEET / 01620-BUSINESS CONSULTING SERVICES

Project 2 Change Management

Client Challenge

A global insurance brokerage was seeking process improvements, and more visually appealing analysis reports to support their customer engagement teams. Many of their organizational technology tools were outdated and did not provide the flexibility necessary to make real-time changes in their reports.

They also experienced challenges in transforming data they were collecting from customers into usable formats to simply provide data insights.

Client Goal

Our client was focused on three key priorities to improve team performance, and customer engagement:

• Update technology tools that allowed them to better visualize data and provide an enhanced customer experience.

• Develop process documentation to speed onboarding new team members and optimize resource workloads to keep a balanced team during busy parts of the year.

• Create better communication and team integration with data- and customer-focused teams.

Our Solution

We began reviewing the teams’ technology tools and what was being produced for customers to consume. This was coupled with a review of the existing process and training documentation to understand where gaps may exist. This included researching third-party tools or plug-ins that could be used on their existing platform that did not require significant investment.

Utilizing our strategic assessment framework, we were able to assess where gaps existed and offer recommendations for enhancements to both process and tooling. Many of the working documents were stored on SharePoint with ill-defined folder structures and many aging and obsolete documents. Instead of the restructuring of existing materials, we suggested the implementation of a new structure going forward with the current fiscal year materials and maintaining that structure.

Customer experienced was improved through the identification of a plug-in to support their data tools that allowed the ability to create more up to date visualizations and simply modifications when necessary. Our team researched and developed training materials to more quickly on-board the team to realize immediate impacts to their deliverables.

We also created better feedback tools that allowed the customer-facing team to request updates or changes that were simpler to implement which allowed for documents to be more accurate as they outlined services to the customer base.

Client Outcome

This client realized the benefits of improved tools, and more speedy processes through the changes that were implemented. Updating and building materials was improved by 25 percent, and customer feedback on those updates was increasing as more of the updated materials were put into place. In addition, the team was able to expand the use of the visualization plug-in to their data intake system to realize a level of automation with their tools which allowed faster insights to be drawn.

EXHIBIT C - 2 – BIDDER RESPONSE SHEET / 01620-BUSINESS CONSULTING SERVICES

Project 1 Management and Business Analysis

Client Challenge

Our client needs focused on financial systems analysis and detailed requirements gathering and process documentation to support a major product launch for their Back Office Reporting Group.

Client Goal

Specific goals of the project include the compilation and documentation of system requirements across all back-office business groups to support the organizational integration with another company and the migration of data to a new platform. We optimized report requirement gathering and data output for efficiency, scale, and increased value to the business.

Our Solution

We implemented a requirement gathering framework that utilized Agile practices for efficiency and scale so that it could be used for multiple business groups. We also managed the end-to-end reporting delivery process from requirements gathering to production launch while coordinating with cross functional teams. This process successfully bridged the gap between the clients back-office business groups and their program management team.

Client Outcome

Our repeatable framework for gathering and handing off business requirements from the business stakeholders to the client's technical delivery teams increased their documentation output by a factor of 3X. We successfully gathered, refined, and handed off over 300 back-office requirements under a compressed timeline.

Project 2 Management and Business Analysis

Client Challenge

A state organization requested a redesign of their existing imaging and filing system to improve the end user experience that created a more holistic, connected, and intuitive experience.

Client Goal

The organization wanted to increase their ability to effectively manage images and documents for their user groups by capturing and documenting user feature design requirements and customer journeys as input into system design. They also wanted to document and catalog data elements to be tracked based on business rules, processes and user identified requirements. Ensure that we were enhancing the user experience through functional user interface design and define the business analytics to measure the progression of the user interface for the end users.

Our Solution

We created a task oriented, intuitive, and easily navigable user experience through our rigorous business analysis and process definition approach that focused on using the existing brand and web interfaces to ensure seamless user interaction. The Business Design Requirements document and business process documentation provide a pragmatic approach that balances business requirements and technology delivery.

EXHIBIT C - 2 – BIDDER RESPONSE SHEET / 01620-BUSINESS CONSULTING SERVICES

Client Outcome

Our ability to work within specific organizational technology requirements allowed us to design and deploy user interface screens for 53 use cases that include super users, non-professional users, the state staff, the general public and public officials. Our use of business analytics enabled the evolution of the user interface to optimize customer satisfaction. We also documented and inventoried data elements that had to be captured due to business rules and requirements identified in the use cases.

Quality Assurance (4 pages maximum) (150 points)

We help our clients realize value from their projects. Quality Assurance (QA) is a key component that we use to drive value and ensure that the services and project deliverables that we provide to our clients meet the quality standards that we expect. To that end, the Delivery Excellence Framework was created to support a standard approach for project management across every engagement that we deliver.

The Delivery Excellence Framework contains guidance and expectations for each phase of the project delivery cycle. Specific phases of the project lifecycle include the following.

Planning: establish a high-level view of the client project, determine project goals, and create a formal Proposal or Statement of Work.

Initiation: define a detailed project plan for the client engagement that identifies and documents project goals, project plans and timeline, project resources, and the project reporting structure.

Execution: manage the successful delivery of the project plan by maintaining consistent communication and reporting with the client.

Closure: wrap up the project by conducting project and staff reviews to help identify what can be learned from the project and what can be done to improve project deliverables and enhance the client experience on the next project.

We use this framework as a guide to manage your project and ensure that we have built the appropriate foundation for a successful engagement.

The Delivery Excellence Board was established at our firm to provide our project teams with executive-level support when it is needed throughout the project lifecycle. This support includes project guidance, direct contact with the executive leadership team, and proactive support on any risk or issue that is encountered during the project. The Delivery Excellence Board includes leadership-level representation from each of our consulting practices (e.g., Strategy & Operations, Advanced Analytics, Digital Transformation, Digital Marketing, and Managed Services). Delivery Excellence Board meetings serve as a sounding board for the project team and aid in strategic planning, resource challenges, delivery complexities, or anything that may arise during the course of a client engagement. As part of each project review, the Delivery Excellence Board determines whether the project requires:

• An internal project-status report.

• Attendance at the next Delivery Excellence Board meeting.

• A QA lead.

The Delivery Excellence Board will notify and communicate the next steps for each project team as needed.

Delivery Excellence Oversight consists of the formal project expectations and governance that have been established at our firm to ensure that projects are completed successfully. Specific Delivery Excellence Oversight areas include project tracking where the Delivery Excellence Board conducts biweekly reviews of active and upcoming client projects. During these meetings, the Delivery Excellence Board determines what new projects should be reviewed and advises active project teams on how to resolve existing project issues. Ongoing project management is tracked by using collaboration software

that tracks project compliance on a weekly basis. Specific project management areas that are tracked and assessed via colored dashboard indicators include the following:

• Budget

• Scope

• Schedule

• Resources

• Technology

Red or yellow rated project management areas should be described in detail. Additional project management focus areas that are monitored on a weekly basis include the client status report, the project burn report, and the issues and risks log.

Qualifications Essay (8 pages maximum) (200 points)

Our company has a 15-year history of designing and delivering solutions for clients ranging across state and local governments, higher education, high tech, telecommunications, and consumer product companies. To maintain this growth, we focus on sourcing, hiring, and retaining highly qualified consultants across our four organizational capabilities: Human Capital, Strategy & Operations, Digital Transformation, and Advance Analytics. The breadth of these capabilities allows us to offer our clients end-to-end business and technology solutions. These offerings also provide projects to be delivered in an integrated way, which allows for a more seamless and direct path to positive client outcomes.

All the Principals at our company hold bachelor’s degrees; some possess master’s degrees, along with certifications spanning change management, project management, agile/scrum, and product management. As an organization, we focus on sourcing and hiring staff through universities, experienced industry professionals, and previous large-firm consulting leaders. We are confident in our ability to provide the best-qualified resources to support the State of Washington as it focuses on solving its biggest challenges.

As an organization, we have delivered projects across the continuum of Organizational Development, Change Management, and Management & Business Analysis. Over the course of our client delivery, we have developed repeatable solutions to support positive client outcomes. The frameworks that we outline here are flexible to meet clients wherever they are in their transformation. In some cases, we can accelerate results; in others, we can close gaps in areas that may be lagging or hindering forward momentum. Our frameworks emphasize engaging with clients in a partnership where our expertise is coupled with stakeholders to provide knowledge transfer and growth. This approach ensures that solutions can be maintained long-term by leaders and stakeholders who are on the ground and delivering within their roles.

Our engagement model is also an extension of our organizational values, which includes developing a “culture of we”. We strive to represent diversity and inclusion across our organization. Internally, we have a consultant-led Diversity, Equity & Inclusion committee that regularly hosts speaker series, discussion forums, external panels, and informational learning opportunities. In addition to our internal focus, we maintain and support several local nonprofit organizations with pro bono services to enable their successful programs.

With these foundational values in mind, we apply leading practices in root-cause analysis, business analysis, and data-collection approaches to deliver customized solutions to our clients. No engagement is exactly alike, and each requires our consultants to gather requirements, scope and define deliverables, and build roadmaps for delivery. To accomplish this task, we utilize industry-standard practices that include Prosci, Lean Six Sigma, Project Management Book of Knowledge, Business Analysis Book of Knowledge, and SAFe. Building upon these standards enables our consultants to speak a common language with stakeholders yet remain flexible enough to customize delivery outcomes.

Many engagements begin through 1:1 relationship building with leaders who are seeking support to define problem and solution statements. Our organization supports these needs through informal and formal Executive and Team Coaching. By adopting a people-centric delivery model, you will see we utilize interviews and group workshops to accelerate many of our frameworks throughout project management, process improvement, change management, and strategic planning. Our coaching model

is designed to support deliberate actions that drive organizational, social, cultural, or behavioral changes to realize positive outcomes in individuals or groups.

Coaches play different roles at different times for clients. Within typical engagements, these roles include the following:

• Facilitator—leading interviews and discussions focused on gathering information and details that may be creating blockers for success.

• Communicator—supporting the development of continuous feedback loops that provide top-down, bottom-up, and middle-out communications to ensure Executives are receiving messages from all sides.

• Expertise Provider—providing direct guidance and recommendations on appropriate courses of action in both self-development and business solutions.

• Skill Builder—whether focusing on personal development or providing business solutions, the acquisition or building of new skills requires guidance, encouragement, and feedback to maintain growth.

Many of these attributes also carry over into designing and developing workshops targeted at process improvement, stakeholder engagement, formal training, and solution development. Facilitated learning requires forethought and planning to make the most of the time invested with stakeholders. Group sessions and workshops are thoughtfully designed, keeping the end state in mind. Our organizing structure is based on Tuckman’s Stages of Group Development:

• Forming—taking time to establish group communications, set ground rules, outline the schedule, and get collective agreement on desired outcomes of the workshop.

• Storming—focusing on the problem at hand, and examining the impacts, behaviors, and attitudes that are causing blockers or conflicts.

• Norming—identifying and documenting where agreements are being made and planning new agendas for discussions to continue.

• Performing—providing opportunities to implement and practice the output or changes that came from the workshop.

• Adjourning—celebrating the hard work and engagement of the team and identifying ways to maintain the momentum.

These five stages can sometimes be performed within a few sessions. However, this approach often requires commitment to a long-term roadmap. Each iterative workshop moves through these stages more quickly, and focus can be given to resolving the challenge within the group. The outcomes of these sessions often result in the development and identification of projects or initiatives that the team or organization must move forward with to realize results.

Our Project Management Approach is aligned with the Project Management Institute's (PMI's) Project Management Body of Knowledge (PMBOK), including the 6th Edition's integration of Agile methodology throughout its Knowledge Areas and Process Groups. Instead of a static waterfall-based methodology, our approach to driving successful projects for our clients in the public sector and broader industries incorporates key aspects of Agile methodology. Its iterative development practices sit within a larger

EXHIBIT C - 2 – BIDDER RESPONSE SHEET / 01620-BUSINESS CONSULTING SERVICES

planning framework, aligned to each organization's specific needs in people, process, and toolset. This hybrid approach has proven successful in driving clarity and minimizing the complexity that inherently comes with major enterprise change initiatives.

Throughout the lifecycle of the overall project, Process Improvement and Change Management activities are also being performed to ensure continuous improvement of core operations and support to individuals and the teams within the organizational change.

Under this structure, we help our client organizations scope individual projects that raise the level of Project Management performance and capture significant business benefits through delivery. We bring perspective and understanding of the key business priorities, dependencies, and stakeholders to deliver successful projects—executing them faster, with less risk, and delivering the expected business benefits.

Our Project Management Framework captures the complete project lifecycle through key phases spanning from design to delivery:

1. Initiate—defines the new project, identifies project sponsors and key stakeholders, and formally kicks off the investment in people and resources toward the project.

2. Prepare—establishes project objectives and outcomes, captures functional requirements, and develops the project management plan to attain these objectives. Key documents created in this phase may include the following:

a. High-Level Roadmap

b. Business Requirements

c. Technical Requirements

d. Stakeholder & RACI Map

e. Communications Plan

f. Risks and Issues Register

3. Execute and Review—completes the work to satisfy project objectives, along with regular tracking and review of project progress and performance. Agile sprints are put in place, where the work for the upcoming sprint cycle (typically, 2–4 weeks per sprint cycle) is defined in detail as specific user stories. This flexible approach to scope management improves time-to-value and allows for improved effectiveness and efficiency of work.

4. Close—confirms that the project work has been completed, captures learnings, and documents the realization of benefits attained through project delivery.

Throughout the Project Management Framework, our project managers apply rigor in:

• Defining projects objectives and scope clearly.

• Establishing clear roles and responsibilities.

• Planning sprint scope objectively and realistically.

• Tracking progress and reviewing deliverables.

• Communicating openly and proactively.

As noted, we integrate our Process Improvement Approach to simplify and optimize the operations of our clients by collaborating closely with client subject-matter experts (SMEs) to develop more effective ways of achieving target outcomes. Our mission is to drive clarity and minimize the complexity that arises when organizations suffer from overly complicated processes, organizational silos, or inconsistency of output.

Our Process Improvement Approach is a structured, data-driven strategy for improving the efficiency and effectiveness of organizational processes, with five major steps:

Plan

• Develop project plan and work-breakdown structure describing week-to-week activities for project team.

• Meet with senior leaders and process owners for high-level assessment of processes in scope to identify suitability for documentation in future phases.

• Review existing documentation for processes to develop high-level understanding of overarching model.

Measure

• Identify processes by type: system supported, manual transaction, multi-step, and cross departmental.

• Complete review session as they relate to time and motion studies, system architecture, and step-by-steps.
