Project 1 / Reference 1 – Change Management
Strategic Plan for large-scale Washington State Initiative Our company led an 18-month-long project to develop a strategic plan for a major, high-profile Washington State initiative. This data-driven strategic plan, written by and for policy practitioners, is intended to guide the state's efforts on this initiative for a three-year or longer period.
The project involved over 100 federal, state, regional, local, and tribal governments, as well as non-profit, advocacy, and business groups. This was the fifth iteration of this 20-year-old plan. The plan adapts and evolves over time, promoting both time-honored best practices, as well as new approaches emerging from technology and social changes.
Our company provided strategic planning, project management, meeting facilitation, qualitative research, writing and editing, design and formatting, and conference planning for the project. In keeping with the initiative’s ethos, we promoted a collaborative spirit and a focus on an overarching shared goal. During this project, we worked with employees from six other state agencies.
A. Goals of the project
1. Update the strategic plan.
2. Bring together stakeholders and partners to create an updated data-driven plan that focuses spending on the highest priority factors in order to eliminate these [types of deaths and injuries] in Washington State.
3. Complete the update, document the process used for the update, and memorialize lessons learned for future reference.
B. Scope of the project
1. Produce an updated strategic plan, ensuring appropriate stakeholders are involved and informed throughout the process.
2. Publish printed and electronic versions of the updated publication.
3. Evaluate the update process using self-assessment criteria in federal guidance.
4. Develop strategies for an implementation element to the plan.
5. Establish a connection between the plan and state target setting.
6. Document the update process to allow for future replication.
7. Document specific lessons learned during the project for future reference.
C. Actions taken to achieve the goals
1. Project Management. Consultant A brought a rigorous PMP best-practices approach to the management of the project. The team created a charter and a communications plan; meanwhile, monthly reports tracked milestones/deliverables, risks, opportunities, and lessons learned. She and her assistant project manager also led the creation of a new Communications Team, which client staff eventually took over and continued past the end of the project.
2. Facilitation. Consultant A and her assistant project manager coordinated monthly project team meetings of around 20 people, quarterly steering committee phone-in meetings of around 15 people, and monthly co-sponsor meetings that included around five people. This facilitation work included agenda development, note-taking, and a formal decision process. The meeting focuses

Consultant A also regularly reached out to steering committee members who missed meetings in order to keep them apprised of progress and to get their agency’s high-level input on strategic planning.
3. Writing and Editing. The team served as lead editors and writers for the strategic plan. They edited chapters prepared by subject matter experts and wrote several chapters. This work focused on standardizing chapter contents, consistently promoting the most useful immediate countermeasures, and finding a common voice.
4. Design and Formatting. The team designed and formatted the strategic plan, including all graphs and charts. In addition, the team created agenda, report, and presentation templates that fit the initiative’s brand, and used those throughout the project.
5. Qualitative Research. Our team conducted multiple research studies during the project and provided reports on the outcomes of the research. Studies included:
User survey Stakeholder interviews Conference event that included in-conference surveys and post-conference customer experience survey Literature review of the other state plans to inform implementation of the plan Survey of local elected officials
6. Conference Planning. The team planned and facilitated the Partner Meeting, a one-day event designed to share information on key issues, solicit stakeholder feedback, and build a shared sense of purpose for the strategic plan. Over 200 people representing 100 organizations attended the event, which included six breakout sessions on emerging state topics. The team used a polling tool, Poll Everywhere®, to collect input and share it in real-time with the audience. Consultant A provided a final report showing all input received from the Poll Everywhere® tool and an updated final report detailing how this input had been used to inform the content of the strategic plan.
D. Results
1. Plan. We delivered a complete final draft of the \ strategic plan. The sections are grouped by major types of fatality/injury causes, and the chapters within them are prioritized by the highest number of deaths and serious injuries. Each chapter explores the cause in depth, examines the data for root causes, and describes the highest-priority interventions for the coming 3 to 5 years.
Following the completion of the project, the governor signed the plan, and it was printed and published. It will be used to set strategy and allocate resources for the next 3 to 5 years.
2. Strategic Planning. We used goal setting, analysis, and strategy formation to develop the plan.
Following the end of the project, the client agency continued with strategy monitoring and implementation.
3. Group Cohesiveness. More than 300 people, representing 100 federal, state, regional, local, and tribal governments, non-profits, advocacy groups, and companies, contributed to the development of the plan and agreed with the final content. We listened, incorporated ideas, and ensured their commitment to the plan.
4. Priority Goals. Coalesced coalition leadership around three overarching priority goals to focus on in the next three to five years; work is currently underway on legislation and policy changes for those three goals.
E. Close-Out process We performed a detailed close-out process, including lessons learned, documenting the update process, succession planning, and a retrospective with the sponsors.
Project 2 / Reference 2 – Change Management
Data System Replacement for a department in a large Washington State agency Our company served as the project manager and change manager on this project to replace a 20-year-old data system that tracks statewide small-scale projects with updated technology. She developed a feasibility study business case for the project. She has successfully led the project from initiation, through the execution and monitoring/controlling of the work. The project launched Phase 1 October 2020, one month late due to COVID-19 furloughs, and backlog features will be developed throughout 2021.
A. Goals of the project
1. Develop and deploy the Minimum Viable Product (MVP) by September 2020, using Agile project management.
2. Build a project environment based on trust, honesty, and respect among statewide participants, Headquarters (HQ), and the Information Technology (IT) office.
B. Scope of the project
1. Replace aging data system; launch new system and decommission old system.
2. Provide change management to ensure the successful adoption of the MVP.
3. Ensure that the MVP meets business requirements elicited during the project, has long-term stability, and can be evolved for future needs of the office.
C. Actions taken to achieve the goals
1. Feasibility Study / Business Case. Conducted ~30 stakeholder interviews and conducted other independent research to develop a feasibility study for the project. This research included baseline data for the user experience with the then-current (now retired) application, which averaged out to neutral–neither satisfied nor dissatisfied. Consultant A presented the findings to the division leadership and they approved the project to go forward.
2. User Guidance Team. Consultant A developed and cultivated a user guidance team (UGT), representing all six regions and the HQ office, that met weekly throughout the course of the project. Prior to COVID-19 restrictions, the UGT also met quarterly for longer requirements-development meetings. Consultant A worked to identify members who were both experienced with the office and enthusiastic about change, and she gave them authority to drive the development of the new application. This autonomy helped ensure change management success.
These members also acted as liaisons with users in their regions in order to share developments and build support for the new application.
3. Communication. Consultant A kept in regular contact with the project sponsor through weekly meetings to discuss project developments. She kept the project sponsor informed of risks to the budget and schedule during the agency’s recent COVID-19-related budget reduction exercises. She and the sponsor also held quarterly meetings with the UGT members for each region, to get their unvarnished feedback on the project and the application. She also attended quarterly meetings of the project steering committee to advise them on progress on the application and key upcoming milestones, such as the MVP launch.
4. Agile Project Management. Consultant A led a project team of three developers, one data modeler, and three users to develop the features using Agile project management. She initiated the project, including a detailed, signed charter and related project planning documents. During the project, she executed and monitored the work. She used a Quality Management Plan to ensure quality assurance and control throughout the project. She led and facilitated weekly
Size of agency:
6,700 people. Division has 250 staff, about 200 of whom were directly affected by this project.
Length of time:
2017 - present meetings with the project sponsor, project team, and UGT. She also identified initial and new risks and risk responses and monitored those risks until they were no longer risks. She provided monthly reports to the agency’s Project Management Office (PMO).
5. Requirements Development. Worked successfully with UGT members to elicit project requirements to ensure, through iterative Agile development, that features were developed to specification. Meetings began in person and moved to virtual during COVID-19. During the meetings, UGT members, program developers, data modelers collaborated to determine business requirements and deliver features designed to those specification.
6. Testing. Developed a Testing Team of users who were not UGT members to test new features before being released to all users. This group represents other interested parties who did not have the enthusiasm, time, or experience to serve on the UGT. This involvement harnessed their interest, brought them into the change management project, and used their analytical skills to find bugs early.
7. Training and Coaching. Consultant A led two series of trainings in September and October 2020 for all users, grouped by region, to 1) announce the new application launch and share the link to the test version, and 2) provide full training on the new application and answer questions from users.
