Bidder’s Organization (4 pages maximum) (150 points)
Our company is a SDVOSB founded on the owner’s (my) principles, knowledge and experience of transforming organizations to increase effectiveness, improve efficiency, reduce costs, and inspire innovation. I have been a successful leader of large and diverse workforces, executing multi-million-dollar budgets, and supervising operations globally, as both an active-duty Army Infantry and Acquisition Officer as well as President/CEO/COO of two different successful SDVOSBs. Collectively, the company we have put together today has continually achieved operational excellence through strategic planning, infrastructure design/redesign, policy modification, process improvement, human capital and change management as they result from rapid integration acquisition concepts, transformational concept building and normal operating procedures utilizing stakeholder involvement.
We help organizations use strategic concepts, technology and new ideas to enhance quality of service.
Our holistic solutions combine cutting-edge technology concepts and hands-on entrepreneurship, resulting in innovative services, ventures, and products. These solutions help solve complex challenges involving spiritual, emotional, intellectual, and physical welfare from a personal perspective; and, conceptual, collaborative, and reliable from a corporate one. Although our company experience to date flows from both my military and commercial careers of supporting several Federal Government Agencies (DoD, VA, State Dept, etc..), this company is built on the concept of servant leadership and assisting the greater good well beyond my known experience.
At the intersection of science, technology, and acquisition development, we rely on hard work. Steeped in my agricultural roots, we understand that success in an environment of constant change demands planning, creativity, and commitment. Our people make sure that methodical preparation and imagination go hand in hand. Operating within the ethos of diligence and ingenuity, we curate teams of experts with complementary skills perfectly suited to deliver results.
I, as the company’s founder, have participated in and led many efforts. I have experience in managing and executing existing policies, processes and procedures as an Infantry officer on active duty from 1996-2006 that included maintaining those requirements while assisting management with strategic planning by leading soldiers on a variety of missions in both peace-time operations and war-time combat; as an Acquisition officer from 1997-2006 I played an integral part in the transformation of the military’s acquisition process charged with utilizing change management concepts and developing process improvement during combat in order to counter the constantly changing enemy threat; I was involved in developing requirements as both an acquisition officer and contractor from 2003 to 2007 supporting DoD Joint Improvised Explosive Device Defeat Organization (JIEDDO) and from 2007 to 2011 supporting OSD Power Surety Task Force (PSTF). Prior to starting this venture, I was an integral actor in both of these efforts involving program management; grand challenge type statement of intent and refinement, design, execution; strategic communications; fundraising outreach support from the standpoint of finding a DoD program of record to take on the future development of various concepts.
In 2007, as an independent contractor at the time, I was an integral member of the developmental drafting of JIEDDO’s Improvised Explosive Device Accelerated Collaborative Environment (IED ACE) concept. The objective – “Develop a collaborative and lasting environment for the Joint IED Defeat Organization to accelerate and engage Industry, the Government Labs, and Academia efforts in order to provide a continuum of solutions to defeat the IED threat.” Of which there were three key points:
• It was designed to provide new, innovative and unconventional approaches to the IED problem.
It was a source of new ideas to support the existing JIEDDO systems and processes;
• It was intended to provide for the creation and education of an interested community, representing all facets of potential input to the problem; and,
• It was to be focused on providing key insights and knowledge into the operational environment (Devices, operational environment such as buildings and terrain, and doctrine) to allow the potential performers to apply their intuition and creativity in the most productive manner by concentrating on solving problems, as opposed to implementing solutions given to the community.
We had an unsophisticated but very effective threat; unsophisticated solutions, doctrinal or materiel, may be valuable as well as effective -“A dumb idea that works, is not a dumb idea.” We needed to ‘institutionalize' the processes that delivered and move on from those that did not. We knew what we knew and got it by doing what we had been doing; now was the time to reassess and solidify our gains and do what we had not been doing to achieve what we had not yet achieved. It sounds very familiar to what the simplified purpose of this solicitation is meant to achieve.
For several years the C-IED effort rested on attempts by JIEDDO and Industry to find quick technological solutions to defeat the largest and most injury causing threat to the warfighter in combat. Obviously the “low hanging fruit” had not produced the effects of defeating the threat as originally envisioned.
Additional attempts to encourage Industry, Government Labs and Academia towards finding solutions were met with limited success. There were several potential reasons for this: (1) not adequately articulating the IED problem, (2) not allowing potential far reaching solutions to be explored in an accelerated format, (3) potential partners not being open enough to the concept of teaming nor showing a willingness to act beyond the obvious (“outside the box”) with internal R&D funding, and (4) little push on the academic knowledge base to study harder and further out solution sets.
A plausible approach of assisting to “bridge the gap” lay in the ability of JIEDDO to develop a collaborative environment for all potential solution providers to prove out their concepts under realistic environments and scenarios. Providing the necessary “experience” by replicating the problem through a simulated environment developed in as high conformity as possible to actual combat experiences allowed solution providers to better understand the requirements. These potential solution providers needed to be able to practice, collaborate, modify and build in order to establish and develop innovative solutions to warfighter requirements.
Bottom line - we had a three-phased plan (planning, capture, implementation) that was designed to include systems integrators (i.e. large companies), innovative small companies, Government Labs, and Universities teaming to solve operational problems and accelerate the fielding of new capabilities for the war fighter. JIEDDO would provide the operational problem space, test sites, funding, and rules of engagement and partnering capabilities where appropriate.
In the development of my first venture upon military retirement, my partners and I came to understand the limits of one-size-fits-all solutions. That is why today, our relationships are true partnerships. Through collaboration, we understood our clients' needs and objectives. We jointly developed a path forward that they could act on to make substantial change. As we often operated in a fast-paced environment, we adapted to situations in real time, quickly delivering actionable solutions. We tailored our services based on each client’s needs, culture, values, and goals. A nuanced approach allowed us to deliver extraordinary solutions by design, with direct impact to current organizational priorities. In this first venture, we provided:
Advanced Analytical Services: Intelligence drives competitive advantage. In today’s world, as information proliferates it can be difficult to make sense of the best path forward. We offered expertise in advanced analytics to drive decision making that positively impacts strategy, planning, and operations. With data analytics, we helped clients gather, analyze, and visualize information, allowing them to better leverage data to address unique challenges and make informed decisions.
Organizational Transformation: The hardest challenges required know-how, creativity, and perseverance. Doing something new. Creating advanced capabilities. Designing the possible. Whether clients needed to transform an organization, or stand up what didn’t yet exist, we assisted the transformation. We helped clients redesign or reshape existing business operations to accomplish significant improvement in service, generating exceptional, client-focused results. We drove greater human and team performance with a comprehensive set of practices that optimized workforce acquisition, management, and development. We assisted clients in developing, refining, and communicating guiding principles that drove organizational efficiency and promoted the timely achievement of objectives.
Solution Integration: Translating vision into reality requires the systematic integration of people, process, and technology. We helped clients refine their vision, establish priorities, and integrate solutions to bolster their capabilities and close performance gaps. Our solutions architects analyzed the current state of client organizations and helped develop specific, tailored approaches to optimize performance. We designed, developed, and deployed solutions that integrated with existing services to deliver technology-enabled capabilities that drove faster and more efficient delivery.
Technical Services: Technology requirements and challenges proliferate and change. How an organization faces transformation differentiates the ones that will succeed from everyone else. We helped clients take ideas and create programs, technologies, and plans to establish the foundation for success. We helped clients design and implement smart data environments that gave better access and insight to mission-critical information. Our teams helped find the path of least resistance to achieve client goals. We resolved issues and removed bottlenecks through workflow design, capitalizing on information systems and technologies that enhanced return on investment. We worked with clients to get requirements for transformation right the first time. This included managing expectations and change so that all stakeholders contributed to and realized the benefits of change.
Taking lessons learned from 20 years of military and 14 years of corporate experience, I have built a new venture in the spirit of hard work and dedication to continue with the expectation of making a difference to those we serve in all aspects of our existence. Today, we assist client organizations integrate business solutions to enhance quality of service. Our team offers expertise across the life cycle of an initiative: from concept to strategy to development to sustainment. We provide the expertise to convert scientific knowledge and technology into wealth, leading to new products, services, and endeavors. This includes assessing a technology’s commercial potential, accelerating its movement to market, and ensuring growth and sustainment. We do this through four pillars of effort:
Strategy, Planning & Acquisition: Strategic and Operational Planning, Market Research, Analysis of Alternatives, Budget and Financial Planning, Acquisition Package Development, and Acquisition Support.
we take the long-term view and helps customers determine the best path to meet their objectives. Our work focuses on rapid acquisitions to meet time-critical needs. At the same time, we account for risks to ensure the viability of a service or product for its intended life. Looking to the future, we help organizations respond to changing market, federal, and commercial requirements as painlessly as possible.
Solution Implementation and Integration: Change Management, Business Process Engineering, Business Architecture, and Program Analysis sustainment. As creative and motivated problem solvers, we bring technology to bear on our customer's evolving requirements. We set our sights on the technological horizon and innovate with a hands-on perspective.
Management and Operations: Program and Project Management, Financial Management, Change Management, Business Architecture, and Business Process Improvement. Once a strategy is in place and solutions have been implemented, sound management ensures stability in execution and the flexibility to change. We are experts in mapping, planning, budgeting, resourcing, and managing projects. Our teams set performance metrics, deliver on point, and mitigate risks to ensure the most productive and efficient operations.
Training and Development: Organizational Development, Needs Analysis, Curriculum Development, Training Development, Training Delivery, Exercises and Demonstrations. With expertise in learning, education, and change management, we help organizations maintain operational excellence to meet current and future challenges. Our teams rapidly analyze requirements, produce training solutions, and help deliver training specific to audience needs, urgency, and the target environment and behavior.
Our methods of encouraging creativity, by providing very open, loose frameworks and focusing on defining problems, rather than solutions, has often led to highly creative, innovative and often very effective solutions. Our greatest strength lies in relieving preconceived notions of “solutions” from the development community, and putting that burden where it belongs, on the developers. This effort will in no way replace or eliminate current and on-going processes but will instead be an augmentation to existing process, opening new and potentially highly worthwhile opportunities.
Our team has a uniquely complementary skill set. Together we’ve built a hands-on, all-inclusive government contracting firm that develops innovative strategies and uses the best of emerging technologies to support our clients’ long-term goals. We are working towards institutionalizing our Quality Management System (QMS) with becoming ISO 9001: 2015-certified and CMMI Level 3-appraised by the end of CY2021. It is our intent to take current and future capabilities beyond that provided to our Federal Government and share our creative capabilities with State and Local Governments, as well as, with commercial entities where appropriate.

Project 1 / Reference 1 – Change Management Our company worked on a project to support the VA NCOD in its mission to:
• Support and Deliver organizational health services for the VA, including individual and organizational assessments, organizational consultation and intervention, and supportive services such as CREW, survey consultation, and business management support;
• Strengthen VA workforce engagement, satisfaction, and development in order to improve services to Veterans and their families;
• Offer contemporary and innovative data-driven assessments and consultation services to VA organizations nationwide. Services that integrate practice, training, and research information and are customized to meet individual, workgroup, team, leadership, and facility-level needs.
Change Management and Transition: We used several change management methods including PMI’s change management framework, the Six Sigma framework, Prosci’s ADKAR framework, and ISO assessment methods. We understand that the VA adopts the ADKAR method for change management.
We are equipped to implement the ADKAR method for each desired change. Our approach to providing Change Management and Transition (CM&T) support is based on the knowledge that building buy-in and ownership for transformational change within large enterprises requires the adoption of multi-dimensional solutions tailored to specific employees whose preferences (and acceptance barriers) vary widely. Stakeholders in enterprise-wide organizational transformations ideally progress through a change adoption curve, first by making them aware of the changes and eventually becoming personally vested in, and assuming a measure of “ownership” for the success of the change. Traditional change management approaches envision building “ownership” over considerable time.
Change Management Support: Our approach was designed specifically to accelerate the change adoption curve by developing, prototyping, and refining CM&T delivery models in parallel with the prototyping of related engagement strategies. The approach was based on proven experience helping VA build employee ownership for some of its most challenging initiatives, including VBA’s Veterans Benefits Management System, as well as a host of commercial and government applications. This reduced delivery risk and increased the confidence provided the government that its objectives would be accomplished. Our approach also integrated training, given its importance to employee engagement and transition to new systems and behavioral norms. Our five-phase approach is depicted in Figure 1 below.
Figure 1 – CM&T Approach. Through all phases, we employ leadership alignment, communications, and collaboration efforts to ensure success and optimal buy-in across the enterprise.
We provided NCOD strategic planning and change management capabilities that were immediately deployable, delivering a comprehensive, low-risk solutions to its requirements. We were a vested partner with the VA in continuously improving strategies and policies to achieve appropriate Veteran outcomes. We collectively supported VA’s Office of Policy and Planning (OPP) in the development of the Department’s FY18-FY24 Strategic Plan and provided change management and training support to a variety of VA’s major initiatives, including the Veterans Benefits Management System (VBMS). The breadth of our VA support portfolio - spanning VA’s Central Office (VACO), Veterans Benefits Administration (VBA), Veterans Health Administration (VHA), and National Cemeteries Administration (NCA) – has provided Employee Engagement Services (EES) with a supplementary knowledge base and relationship network that it has relied on to accelerate implementation timelines and enhanced the success rate of future employee engagement strategies. Given our support for NCOD, our support and capabilities can be made immediately available to continue as required, shortening start-up and all but eliminating transition time. We believe that our understanding of the environment confronting issues and related barriers to the success of an initiative is wide-ranging and thorough, and that our proposed approach to delivering strategic, change management, and performance measurement support is both effective and comprehensive.
Performing Specific Tasks and Deliverables: We envision delivering strategic, performance measurement (process), and change management support as an integrated suite of capabilities, as illustrated in Figure 2 below. Our systematic approach, led by experienced practitioners and subject matter experts, ensures maximum effectiveness, efficiency, and transformational results. We will employ the integrated Engagement Strategy and Implementation Support framework to continuously enhance the organizational impact of all engagement strategies.
Figure 2 - Our Engagement Strategy and Implementation Support Framework. This approach to strategy, managing change, and measuring performance provided NCOD a comprehensive solution.
Strategic Support: We view technical requirements as a continuum of strategy, process development and change management. Figure 3 illustrates the flow of activities and collaboration points throughout the continuum as we performed for NCOD. While each deliverable (or outcome) is discussed separately, all services, activities and outcomes were vital for organizational development internally and throughout the Veterans Administration.
