About this file

The document is a Lobbying Certification for Contracts, applicable to federal contracts, grants, loans, and cooperative agreements. The certification pertains to a City of Santa Monica procurement opportunity for purchasing and installing approximately 100-125 real-time information displays at Big Blue Bus stops. The document outlines strict regulations preventing the use of federal appropriated funds for lobbying activities and requires contractors to disclose any non-federal funds used for influencing government officials.

The certification imposes significant legal and financial penalties for non-compliance, with potential civil penalties ranging from $10,000 to $100,000 for each failure to file required documentation or for making prohibited expenditures. Contractors must include lobbying certification language in all subaward documents and certify the truthfulness of their statements. The document is specifically tied to the City of Santa Monica's bus stop signage project in California, which requires adherence to federal clauses and comprehensive lobbying disclosure protocols.
