TO: All Prospective Offerors
SUBJECT: Request for Proposal (RFP), Solicitation No. 80GSFC22R0005, for
Geostationary and Extended Orbits (GEO-XO) Program Lightning Mapper Phase
A Study
You are invited to submit a proposal in response to the National Aeronautics and Space Administration
(NASA) Goddard Space Flight Center (GSFC) GEO-XO Lightning Mapper (GXL) Phase A Study solicitation. This new procurement is for a definition-phase study of a GEO-XO Lightning Mapper
(GXL) instrument. The Lightning Mapper will be able to provide NOAA Lightning Mapper operational data that will be used by NOAA and other public and private agencies to produce forecasts of severe weather and to issue warnings for public safety. The Lightning Mapper is planned to fly on the National
Oceanic and Atmospheric Administration (NOAA) GEO-XO program series of geostationary satellites with the first launch planned for 2032.
NASA will conduct this acquisition as a full and open competition. The North American Industry
Classification System (NAICS) code for this acquisition is 541330 and the small business size standard is
$16.5M.
This competitive procurement will result in the award of up to two (2) Firm Fixed Price contracts at a not-to-exceed amount of $5M each. The contract will have a period of performance of 20 months. The Final
Report is due 12 months after contract award with the Risk Mitigation Report and Technology
Development Report due 20 months after contract award. The anticipated contract award date is March
2021.
The contract will be performed offsite at the Contractor’s facilities.
In order to control and protect sensitive data owned by the Government and its Contractors, NASA policy required all acquisition-related documents shall be released in Adobe Portable Document Format (PDF).

Offerors are encouraged to refer to Federal Acquisition Regulation (FAR) provision 52.215-1, INSTRUCTIONS TO OFFERORS–COMPETITIVE ACQUISITION, in particular paragraph (f)(4) which discusses the Government’s right to award a contract without discussions.
All documents related to this procurement including this letter, the solicitation, attachments, exhibits, and any amendments will be attainable electronically from the World Wide Web through the Government-wide point of entry website at www. SAM.gov.
Potential Offerors are requested to periodically monitor the websites for updates.

This RFP does not commit NASA/GSFC to pay any proposal preparation costs, nor does it obligate
NASA/GSFC to procure or contract for these services. This request shall not be construed as authorization to proceed with, or be paid for charges incurred by performing any of the work called for in this solicitation.
Proposals submitted in response to this solicitation shall be due no later than Wednesday, December 8, 2021, at 3:00 pm, Eastern Time. Proposals shall be submitted electronically via NASA’s Enterprise File
Sharing and Sync Box (EFSS Box) in accordance with Provision L.10. Prior to the submission of proposal files, Offerors interested in submitting a proposal in response to this RFP should notify the undersigned Contracting Officer at least 48 hours prior to the intended submission date.
In accordance with NFS 1815.201(f), a “Blackout Notice” has been issued to NASA, National Oceanic and Atmospheric Administration (NOAA) and National Environmental Satellite, Data, and Information
Service (NESDIS) personnel. All inquiries/communications pertaining to this acquisition shall be directed only to the Contracting Officer listed below.
Per FAR 35.017 Federally Funded Research and Development Centers (FFRDCs) will not be permitted to compete on this procurement.
Offerors are reminded that the submission of classified documentation is prohibited for this procurement.
All questions regarding this RFP should be submitted in writing, electronically to Lisa Mullen, Contracting Officer, at Lisa.A.Mullen@NASA.gov on or before Wednesday, November 17, 2021.
Offerors are encouraged to submit questions as soon as possible for consideration.
