About this file
This file is a Salient Characteristics document for Battery Storage/Charging Shelters issued by the 319 AMXS for Grand Forks AFB, North Dakota. The opportunity seeks prefabricated lithium battery storage and charging shelters with specific technical requirements, including CLIN 0001 for a storage shelter (10'H x 16'W x 12'D, 393-gallon capacity) and CLIN 0002 for a charging shelter (10'H x 18'W x 12'D, 816-gallon capacity). The detailed requirements mandate specialized safety features such as fire-rated walls, ventilation systems with 6-12 air changes per hour, VOC detectors, emergency exhaust fans, temperature control at 65 degrees F, and safety provisions like eye-wash stations and fire alarms.
The pre-solicitation (Solicitation Number: FA465925QZ018) is specifically targeting small businesses, including 8(a), HUBZone, and Service-Disabled Veteran-Owned small businesses. Issued by the Department of the Air Force Air Mobility Command, the opportunity requires potential vendors to demonstrate technical compliance with the comprehensive shelter specifications, with a focus on precise engineering and safety standards for lithium battery infrastructure. Respondents must provide detailed information showing how their proposed solutions meet the exact technical requirements outlined in the salient characteristics document.

Lithium Requirements
Charging Station:
• 5 Charging stations are needed
• Each charging station needs to be separated with a fire-rated, full height wall.
• Each station needs to have a rack that ensures 360-degree air flow of the battery.
• Each station must also have their own exhaust.
• All spaces shall ventilate a minimum of 6 air changes per hour.
• Provide a minimum emergency exhaust rate of 12 air changes per hour (ACH).
• Provide a combined emergency exhaust and ventilation system.
• Provide barometric dampers in transfer duct to create a negative pressure with respect to adjacent areas (inside the shelter vs outside).
• Provide a volatile organic compound (VOC) detector in the exhaust duct immediately before the exhaust fan inlet.
• Provide a local control button and alarm in the battery charging room to energize emergency exhaust.
• Provide a local pilot light showing exhaust fan run status.
• Actuation of the emergency exhaust fan must remove power to the battery chargers.
• Extend battery room exhaust duct systems directly to the exterior of the building and follow the shorted route to the point of discharge.
• Exhaust discharge opening must be at least 6 feet from exterior walls and roofs, 10 feet from operable openings into buildings, and 10 feet above grade.
• Exhaust fan must be ANSI/AMCA 99-16 type A with non-sparking wheel and motor location outside of the air stream.
• Provide an ambient temperature of 65 degrees F.
• Provide a fire alarm hand pull in the room.
• Interlock battery charging circuits with emergency exhaust fan and sprinkler flow switch.
• Provide portable or stationary water facilities for rinsing eyes and skin in case of electrolyte spillage located within 20 feet of the battery enclosures.
• Shelter must not exceed 18’ wide, 12’ deep and 10’ in height
Storage Station:
• Isolate charging rooms from storage rooms and provide two means of egress with panic hardware.
• Storage should be fire-rated conventional construction closets designed specifically for lithium-ion batteries.
• Provide a minimum of three fire rated storage enclosures (8 batteries each).
• Provide makeup air for each battery storage closet.
• Provide each closet with grated storage shelving to allow airflow.
• Ventilate all spaces at a minimum of 6 air changes per hour (ACH) at all times.
• Provide a minimum emergency exhaust rate of 12 air changes per hour (ACH).
• Provide a combined emergency exhaust and ventilation system.
• Provide barometric dampers in transfer duct to create a negative pressure with respect to adjacent areas.
• Exhaust discharge opening must be at least 6 feet from exterior walls and roofs, 10 feet from operable openings into buildings, and 10 feet above grade,
