Defense Media Activity
About this file
This document contains a limited sources justification for a federal contract opportunity. The Defense Media Activity requires DotNetNuke support from an authorized service provider to optimize its enterprise content management system, which is built on the open-source DotNetNuke platform. Market research conducted from July to September 2021 identified providers authorized to provide DotNetNuke software and support. The solicitation number is HQ0516-21-R-0103 for DotNetNuke Subject Matter Expert services. The estimated value for the contract is $212,000. Based on the justification and available competition among authorized providers, the contracting officer approved limiting the sources to those with DNN authorization to meet the government's needs.

Limited Sources/Sole Source Rationale
1. REQUIRING AGENCY AND CONTRACTING OFFICE:
Requesting Agency:
Defense Media Activity (DMA) Web Enterprise Business
Contracting Activity:
DMA Acquisition & Procurement
6700 Taylor Avenue
Ft Meade, MD 20755
2. Procurement Title: DotNetNuke Support
Purchase Request Number: HQ0516120731
Purchase Order Number: TBD
Estimated Value: $212,000
3. Federal Acquisition Regulation 13.106-1(b)(1)
4. Description of Action: The Defense Media Activity requires DotNetNuke
(DNN) support by an Authorized Service Provider for DNN. Expertise from subject matter experts in DNN development and infrastructure is required to support and facilitate Web Enterprise Business’ optimization of an increasingly complicated enterprise content management system.
Built on DNN, an open-source platform, with many customizations, there are configuration tweaks and optimizations that must be made to ensure the
American Forces Public Information Management System (AFPIMS) content management system performs more quickly and reliably for DMA customers.
The Government’s goal is to obtain expertise and optimizations needed to provide important insight into improving AFPIMS in a holistic way.
5. Proposed Manufacturer: DotNetNuke
6. Market Research: Market research was conducted July-September 2021 to identify authorized providers of DotNetNuke software and support. The current software deployed across the enterprise is DNN and the required services must be provided by providers with access to the software. Ample competition is available amongst the providers and each have the expertise and authorizations to meet the Government’s needs.
7. Upon the basis of the following justification, I, as the Contracting Officer, hereby approve this limited sources justification for the proposed contract action pursuant to the authority cited above as the particular brand-name product is essential to the
Government's requirements, and market research indicates other companies' products or services do not meet, or cannot be modified to meet, the agency's needs.
Based on the justification provided by Web Enterprise Business, a determination has been made to solicit DNN support from authorized DNN service providers only for the above described requirement.
