About this file
This document provides evaluation tables for technical ratings and past performance ratings related to a federal solicitation from the Defense Media Activity. The solicitation, number HQ0516-21-R-0103, seeks a DNN Subject Matter Expert. The evaluation tables define ratings of Acceptable and Unacceptable for technical proposals and past performance records as they relate to a responsibility determination in accordance with the FAR. An Acceptable technical rating indicates a proposal that meets solicitation requirements, while an Unacceptable rating signifies a proposal that does not meet requirements. For past performance, an Acceptable rating represents a satisfactory performance history or a lack of relevant history that does not impact responsibility, as defined by the FAR. An Unacceptable past performance rating denotes a seriously deficient or otherwise unsatisfactory record per the FAR.
