The contractor shall include full name, room number, work phone number, duty hours, and ctr@mail.mil e-mail address. The contractor shall provide the COR with an updated list when personnel changes occur and quarterly even if there are no personnel changes. The COR will provide copies of these rosters to the Industrial Security point of contact in the DMA Security Directorate.

11.2 Computer and Network Access Requirements: Contractor personnel working on this contract must complete the required Tier 1 or, if applicable upon analysis, Tier 2 or Tier 4 background investigations. The background investigations must be accomplished before operating government furnished computer workstations or systems that have access to e-mail systems. Contractors must use their official DoD email (ctr@mail.mil) to conduct official DMA business. The contractor shall diligently pursue obtaining the mentioned, appropriate Personnel Security Investigations (PSIs) for its employees prior to assigning them to work.

11.3 Background Investigations. After a position analysis using OPM’s Position Designation Automated

Tool (PDT), personnel requiring UNCLASSIFIED access under this contract must undergo, as a minimum requirement, a favorably adjudicated Tier 1 and , if applicable, Tier 2 or Tier 4 background investigation.

11.3.1 Position Designation. Personnel under this contract must undergo a position sensitivity analysis based on the duties each individual will perform on the contract as reflected through utilizing OPM’s online PDT.

Currently, the PDT is located at https://www.opm.gov/suitability/suitability-executive-agent/position-designation-tool/#url=Overview . The results of the position sensitivity analysis shall identify the appropriate background investigation to be conducted, namely, Tier 1, Tier 2, or Tier 4.

11.3.1.1 To determine the proper designation of a position and its required corresponding level of investigation, the position description and any other necessary supplemental information must be carefully evaluated to assess the nature of the position in relation to the potential, adverse impact to the national security the position may have on the efficiency or integrity of DMA and the Department of Defense. The

PDT assesses the duties and responsibilities of a position to determine the degree of potential damage to this efficiency or integrity might occur from misconduct of particular position’s incumbent. The PDT establishes the risk level of the position being assessed. This assessment also determines if a position’s duties and responsibilities present the potential for having significant adverse effects on the national security.

11.3.1.2 The COR shall be responsible for the preparation and PDT submittal forms to the Security

Directorate. The Security Directorate will process the proper background investigation based on the final

PDT position designation and required investigative Tier.

Investigation (FBI) fingerprint check, where required before arrival, they will not be eligible to work under this contract. Contractor will coordinate with COR and DMA Security Directorate for processing of

Tier 1, Tier 2, and Tier 4 background checks and conducting of fingerprints. These checks are completed at the government’s expense and no cost is transferred to the contractor. Employment is prohibited onsite until contractor has met all DMA vetting requirements.

Contract Position Sensitivity levels are as follows:

• Tier 1 Background Investigation - Non-Sensitive/Low Risk Position: Potentially prejudicial to the national security. Adverse impact on the efficiency of the service with the potential for impact involving duties of limited relation to the agency mission with program responsibilities that affect the efficiency of the service. N/A

• Tier 2 Background Investigation - Non-Sensitive/Moderate Risk Position: Potentially prejudicial to the national security. Adverse impact on the efficiency of the service: Potential for moderate to serious impact involving duties of considerable importance to the agency or program mission with significant program responsibilities and delivery of customer services to the public. N/A

• Tier 4 Background Investigation – Non-Sensitive/High Risk Position: Potentially prejudicial to the national security. Adverse impact on the efficiency of the service: Potential for mailto:ctr@mail.mil https://www.opm.gov/suitability/suitability-executive-agent/position-designation-tool/#url=Overview https://www.opm.gov/suitability/suitability-executive-agent/position-designation-tool/#url=Overview exceptionally serious impact involving duties, especially critical to the agency or a program mission with broad scope of policy or program authority. N/A

11.4 Entry on Duty (EOD) Considerations. DMA will exercise full control over granting, denying, withholding, or terminating unescorted government facility and/or sensitive Government information access for contractor employees, based upon the results of a background investigation. DMA may, as it deems appropriate, authorize and make a favorable, expedited EOD decision based on preliminary security checks. The expedited EOD decision will allow the employees to commence work temporarily prior to the completion of the full investigation. The granting of a favorable EOD decision shall not be considered as assurance that a favorable, full employment, suitability authorization will follow as a result thereof. The granting of a favorable EOD decision or a full employment, suitability determination shall in no way prevent, preclude, or bar the withdrawal or termination of any such access by DMA at any time during the term of the contract. No employee of the contractor shall be allowed to EOD and/or access sensitive information or systems without a favorable EOD decision or suitability determination by the Security

Directorate. No employee of the contractor shall be allowed unescorted access to a Government facility without a favorable EOD decision or suitability determination by the Security Directorate.

11.5 Visit Authorization Requests (VARs). The contractor will forward Visit Authorization Requests through the Defense Information System for Security (DISS) using SMO Code DDAAAF4 for all employees prior to the beginning of each contracting/task order period of performance and as new contractor employees are assigned to the contract. The contractor is responsible for all associated costs of drug screening for contract employees. Contractor is responsible to conduct initial drug tests for all employees. Drug testing will meet all state and local requirements. Drug testing will also be conducted anytime a contract employee is involved in a serious accident/incident while on duty. Any positive drug test disqualifies the individual from employment under this contract. Contract personnel are subject to random drug screening at all times. The contractor shall conduct, at a minimum, quarterly random drug screening on 25% of their contract workforce, resulting in a 100% test completed within a one-year period or within the term of this contract, whichever is shorter (e.g., 25 employees under contract shall complete minimum 25 drug test samples within one-year or less). Drug screening will be completed at no cost to the government.

11.9.8 Temporary Removal of Personnel Posing an Imminent Threat. The DMA-HQ Chief, Security or designated representative, in consultation with the program manager, may remove any individual from duty who poses an imminent threat to himself or herself, safety of personnel, or Government resources. The contractor will be notified as soon as possible of the action taken. The temporary removal will last until the incident prompting removal has been resolved to the satisfaction of the Government. Once the incident has been resolved, the individual will either be allowed to return to work on the contract or prohibited from performance on the contract, as the

Government deems appropriate. Temporary removal of personnel does not relieve the contractor of any performance requirements.

11.9.9 Derogatory Information. If the Government notifies the contractor that the employment or the continued employment of any contractor personnel is prejudicial to the interests of or endangers the security of the United

States, that employee shall be removed and barred from the worksite. This includes security deviations/incidents and credible derogatory information concerning contractor personnel during the course of the contract's period of performance, as noted in the Joint Personnel Adjudication System (JPAS). Personnel who have incident reports posted in JPAS will be denied the ability to support the contract until the issues have been resolved and the incident has been removed from JPAS, as appropriate. The contractor shall provide qualified, substitute personnel for any permanently or temporarily removed personnel.

11.9.10 Exclusion of Performance. The Government reserves the right to permanently exclude any individual from working under this contract when performance does not meet standards or fails to pass a security check as stipulated in the statement of work. Such failure includes, falsifying reports or statements; loss, destruction, or irresponsible use of government equipment; or other criteria identified in this statement of work. When so instructed, the contractor shall immediately remove such individual in accordance with the Contracting Officer’s instructions.

Permanent removal of personnel does not relieve the contractor of any performance requirements or create an entitlement to an equitable adjustment. The contractor shall not, without the Contracting Officer’s consent, reinstate on this contract any employee who has been permanently removed.

11.9.11 Contractor Personnel Out-Processing Requirements. The following shall be completed for every employee of the contractor working on this contract upon contract expiration. Additionally, the contractor shall notify the Contracting Officer immediately in writing whenever a contractor employee working on this contract resigns, is reassigned, is terminated, or no longer requires admittance to the Federally-controlled facility or access to

Federally-controlled information systems. When the contractor employee departs, the contractor will relay departure information to the cognizant DMA Industrial Security Specialist and the Trusted Agent (TA) who entered the individual into the TASS, so appropriate databases can be updated. The contractor will ensure each departed employee has completed the DMA Out-Processing Checklist, if applicable; any applicable security debriefing; has returned any Government-furnished equipment; returned the DoD CAC and any DMA badge; returned any DMA parking passes; and request deletion of local area network account with a prepared DD Form 2875.
