About this file
This is a Decision to Restrict Competition document issued by the United States Department of Agriculture for a non-competitive, single-source acquisition under the Simplified Acquisition Threshold.
The acquisition (Requisition Number 1166198) involves procurement of a service and maintenance contract for a HI-SCAN 180180is Pro X-ray scanner manufactured by Smiths Detection. The requesting activity is USDA APHIS VS NBAF located in Manhattan, Kansas, with the contracting activity being USDA APHIS MRPBS AAMD in Minneapolis, Minnesota. The contract includes a base period in FY26 with four option years extending through FY30; however, specific dollar values are redacted from the document. The justification for restricting competition to Smiths Detection Inc. (UEI: FHKLJV1NP651, located in Edgewood, Maryland) is based on the company's status as the sole manufacturer of the specified x-ray equipment and the only authorized service provider with certified technicians available globally. USDA's substantial existing investment in Smiths Detection equipment (exceeding $500,000 for one system) and the proprietary nature of the product, with no third-party aftermarket support providers available, support the non-competitive approach. Market research conducted on GSA Advantage and through local business searches confirmed no alternative certified service providers exist for this equipment. Both the Material Examiner and Identifier (Benjamin Cornelius) and the Contracting Officer (Jason Wilking) have certified the justification as accurate and complete.

A. Explain the unique qualifications/characteristics of the proposed contractor or product and why no other contractor or product/service can meet the Government's need.
USDA has a large investment in the Smiths Detection product at our facility with a cost of more than a half of a million dollars for one system, HI-SCAN 180180is Pro X-ray scanner. Since Smiths Detection has other global clients, they can provide expedited service for any system and maintenance incidents.
Smith’s Detection is the sole manufacturer of these x-ray machines and the only service provider of with certified technicians located in global stock locations. Their products are proprietary and no aftermarket service providers exist. USDA, NBAF will have access to the top technical support technicians at Smiths Detection who developed, manufactured, and support the actual products. Due to these elements, no other company is suitable to provide service or parts given that Smiths Detection is a proprietary company with no third-party support as of today.
By acquiring services directly from the Smiths Detection manufacturer, we are ensuring the reliable service and certificated original equipment manufacturer parts.
B. Describe market research conducted and the results or the reason why no market research was conducted.
Market research was conducted on GSA Advantage and a local business dynamic search was also done to find x-ray service providers that are certified to maintain and repair Smiths Detection x- ray system, and no sources were found. Market research was conducted by the technical point of contact.
