About this file

This is a Limited Source Justification Review Document for a sole source contract award under FAR Part 8, prepared by the 106 MSG/MSC (Air Force contracting activity) on June 1, 2026.

The contract is for the replacement of three Trane HVAC units (RTU-1, RTU-2, and RTU-3) and Building Management System (BMS) upgrades at Building 345 of Gabreski Airport at Francis S. Gabreski Air National Guard Base in New York, supporting the 106th Rescue Wing. The contract value is $800,000.00 with a Firm-Fixed Price structure for Operations & Maintenance (O&M) in the Air category. The justification cites RFO 538.7104-3(b)(1)(ii) as the authority for sole source acquisition. The contractor is Trane (UEI QJFJBF8ZBUM8), identified as the only responsible source capable of performing the work. Market research determined that Trane is the sole manufacturer of the equipment and software and the only entity certifying technicians for installation. The required equipment and services are available on Trane's Federal Supply Schedule 47QSWA20D002A. The justification emphasizes that using unauthorized third-party vendors would void existing equipment warranties and create unacceptable risk to the government. The document requires posting of the notice and Limited Source Justification on SAM.gov within 14 days for a minimum of 30 days. Supporting certifications from the Deputy Base Civil Engineer, Contracting Officer, JAG Officer, and Chief of the Contracting Office confirm the accuracy of the justification and that anticipated costs are fair and reasonable.

Limited Source Justification FAR Part 8

Contracting Activity: 106 MSG/MSC

Description of Action: Sole source; Individual Basis; New Contract; Firm-Fixed Price, O&M, Air.

Description of Supplies/Services: Replace Trane HVAC units RTU-1, RTU-2, and RTU-3 and to provide BMS upgrades on Building 345 at Gabreski Airport $800,000.00;

This contract action is in support of the existing Trane equipment at FS Gabreski ANG, New York. This is a repair to the existing Trane equipment at the 106th Rescue Wing.

This approval is being requested for a single source acquisition because there is only one known contractor who possess the experience and personnel that can work on this specialized and warrantied Trane equipment.

Authority Cited: RFO 538.7104-3(b)(1)(ii)

Reason for Authority Cited: Due to the accuracy and criticality of this requirement to the existing Trane equipment the repairs and upgrade must be provided and completed by Trane . he software that operates HVAC system is proprietary, produced and owned by Trane, and thus requires certified Trane service personnel to work on it. These Certified Service personnel are only with Trane. Posting requirement: RFO 538.7104-3(b)(3)(ii) Shall post a notice and the Limited Source Justification within 14 days after placing an order or establishing a BPA on SAM.gov (GPE) for a minimum of 30 days.

Efforts to Obtain Competition: Based on the market research and the technical requirements of the repair, no effective competition is anticipated for this acquisition. As outlined in the technical rationale, Trane holds proprietary rights to the HVAC and diagnostic protocols necessary to complete this repair. Furthermore, utilizing a nonauthorized, third-party vendor would void the existing equipment warranties, posing an unacceptable risk to the Government. Therefore, Trane is the only responsible source capable of meeting the Governments requirements without unacceptable delay or risk

Actions to Increase Competition: Research will continue to be conducted for any future actions to determine if additional suppliers become available that offer items meeting all of the requirements similar to those identified for this contracting action.

Market Research: Market research was conducted and revealed that Trane is the sole manufacturer of this equipment and software and only certify their own technicians for installation. The required equipment and services are available on Trane's Federal Supply Schedule 47QSWA20D002A. No other Federal Supply Schedule contract provides the items required. The only way for this requirement to be competed would be to have another contractor sub-contract all work back to Trane outside of the GSA
