About this file
This document is a Justification Review Document for a sole-source contract for Human Factors Analysis Classification System (HFACS) Training by the National Guard Bureau. The contract is valued at $25,000 and will be awarded to HFACS, Inc. under the authority of 41 USC 1901 and FAR 13.106-1(b)(1) for soliciting from a single source. The training is specifically required for the Arkansas Army National Guard (ARARNG) to improve human performance and safety, with HFACS, Inc. being the only company capable of providing the certified HFACS course, which is mandatory for the Certified Accident Investigation Program (CAIP) per NG Supplement 1 to AR 385-10.
The contract will be a firm fixed-price type, funded through O&M Army funds, with a new contract action. The sole-source justification is based on HFACS, Inc. being the exclusive provider of this specialized training framework, which is considered the "Gold Standard" in human factors analysis and used across military, commercial, and aviation sectors for systematic examination of underlying human causal factors in accident investigations. The procurement is not subject to competitive bidding, and interested parties have until July 7, 2025, at 11:00 am EDT to submit capability statements demonstrating potential competitive advantages.
