About this file
This document comprises VHA Master Specifications for construction work at the Sheridan VA Medical Center, specifically detailing general requirements and electrical systems for a Lightning Protection Upgrade to Building 71N.
Section 01 00 00 (General Requirements) establishes comprehensive site management protocols requiring the contractor to prepare the site, obtain security badging one week before work commencement, maintain site security per VA regulations, and restrict photography without written permission. The contractor must confine operations to COR-approved areas, maintain minimum temperature of 40°F, keep roads clear of debris, schedule material deliveries for no more than two workdays' supply, protect existing equipment from dust and debris with temporary partitions, and coordinate with the Medical Center to maintain 24/7 operational continuity. The contractor is responsible for protecting vegetation and structures, repairing any damage caused, maintaining as-built drawings in two full-size sets updated during construction, developing a warranty management plan at least 30 days before the pre-warranty conference, and providing maintenance and operating manuals in hard copy and electronic formats. Utility service interruptions require 7 days' written notice for minor requests and 15 calendar days for major interruptions, with approval from the COR, Maintenance Supervisor, and Chief of Facilities Management. The contractor must use only established roadways, protect curbs and sidewalks, repair any damage, and coordinate work to minimize interference with Medical Center operations.
Section 26 41 00 (Facility Lightning Protection) specifies installation of a complete UL master-labeled lightning protection system using copper materials meeting NFPA 780 and UL 96 Class I requirements. Components include solid copper air terminals (460mm long, 9.5mm diameter minimum with sharp bare copper points), copper Class I conductors, copper-clad steel ground rods (0.75 inch diameter by 3 meters long), solid copper ground plates (20 gauge minimum), bronze bonding plates, through-roof solid copper connectors, and bronze clamp-type connectors for splices—crimp-type connectors are prohibited. Installation must follow NEC standards and manufacturer instructions, with down conductors installed inconspicuously within concealed wall cavities and protected with conductor guards to 2.4 meters above grade. Exothermic welds are required for splicing roof conductors to down conductors, splicing down conductors, and connecting down conductors to ground rods and plates. Ground rods and plates must be installed minimum 600mm deep and 900mm to 2.5 meters from the structure. The contractor must provide two sets of shop drawings showing air terminal locations, connections to metal surfaces, down conductors, grounding means, and mounting hardware; submit manufacturer, contractor, and UL inspection certifications two weeks before final inspection; and maintain ground resistance testing per Section 26 05 26. A UL representative must inspect the system and approve installation with a UL numbered master label before acceptance.
Section 26 43 13 (Surge Protective Devices) mandates Type 2 Surge Protective Devices at the electrical service entrance complying with IEEE and UL 1449 standards. Switchgear/switchboard SPD requires minimum 240kA surge current per phase with modular or non-modular design, 200kA-rated fuses, redundant suppression circuits, LED status indicators, audible alarm with silencing switch, Form-C contact monitoring for protection failure, and four-digit transient-event counter. Panelboard SPD requires minimum 120kA surge current per phase with identical features. Both types require bolted compression lugs, integral disconnect switches, and NEMA 3R enclosures. Installation must follow NEC guidelines and manufacturer instructions, with field-installed SPD conductors kept as short and straight as possible without exceeding manufacturer lead length recommendations and without bonding neutral and ground. SPD must be disconnected before insulation resistance testing and reconnected immediately after. Acceptance testing includes visual inspection, nameplate verification, physical and electrical condition checks, disconnecting means verification, torque-wrench tightness testing of bolted connections, enclosure cleaning, and verification of all sensing devices and alarms. The contractor must provide factory-trained technician instruction for one two-hour training period on a COR-requested date.

T. Where shown, use the structural steel framework or reinforcing steel as the down conductor.
1. Weld or bond the non-electrically-continuous sections together and make them electrically continuous.
2. Verify the electrical continuity by measuring the ground resistances to earth at the ground level, at the top of the building or stack, and at intermediate points with a sensitive ohmmeter. Compare the resistance readings.
3. Connect the air terminals together with an exterior conductor connected to the structural steel framework at not more than 18 M
(60 feet) intervals.

U. For obstruction lights, the following additional requirements shall apply:
1. Extend air terminals 300 mm (1 foot) above the top of the light fixtures and securely clamp to the light fixture supports.
2. Install 600 volt class lightning arresters. Connect the arresters to the lightning circuit conductors at suitable locations and ground and bond them to the lightning protection system.
V. Where the drawings show the new lightning protection system connected to an existing lightning protection system with or without a UL master label, the new portion of the lightning protection system requires UL inspection and a Letter of Findings.
3.2 ACCEPTANCE CHECKS AND TESTS
A. Test the ground resistance to earth by standard methods and conform to the ground resistance requirements specified in Section 26 05 26, GROUNDING AND BONDING FOR ELECTRICAL SYSTEMS.
B. A UL representative shall inspect the lightning protection system.
Obtain and install a UL numbered master label for each of the lightning protection systems at the location directed by the UL representative and the COR.
