About this file

This is a Questions and Answers document issued by the Georgia Department of Transportation (GDOT) in response to supplier inquiries regarding RFQ Number 48400-DOT0002204 for Light-Weight Aggregates, posted on March 19, 2021. The solicitation seeks the purchase and delivery of light-weight aggregate on a statewide basis, with materials required to come from manufacturers listed on GDOT's Qualified Products List (QPL) no later than the closing date. The document addresses three primary questions from Arcosa regarding product eligibility and certification status, clarifying that suppliers must meet specific material specifications and qualify through appropriate evaluation processes before being approved for use.

The Q&A clarifies that Arcosa, though recently added to the QPL for structural lightweight aggregate in concrete applications, is currently classified under "Temporary Sources" and is approved only for concrete use on QPL-2. The document indicates that expanded shale is specifically required for this bid, and expanded clay lightweight aggregate does not qualify unless separately evaluated and approved by GDOT's Bituminous Branch for surface treatment and chip seal applications. GDOT notes that the Bituminous Branch has not yet evaluated clay-based materials for surface treatment use but is available to conduct such evaluations when requested by suppliers. Successful approval and verification by the Bituminous Group would result in a recommendation to the Pit & Quarry Branch for QPL-2 listing. Suppliers are directed to contact the Office of Material and Testing at 404-608-4857 regarding application and acceptance procedures for the Qualified Products List.

Answers

1. 1 We (Arcosa) were added the QPL last year for structural lightweight aggregate. Arcosa lightweight is listed in Section B, “Temporary

Sources List”. Does this classification make us eligible for this bid?

“Temporary Sources” This is a list of sources that due to plant or deposit characteristics, or, simply not having a need to meet the criteria for Section A, are approved to certify only a limited number of items. Only those products that are specifically listed may be certified by the

Producer. Acceptable Quality Control

Programs have been established for the specific items listed. These source codes will end in a T, indicating the occasional use or temporary status of the source. For those sources where aggregate products are produced from recycled material, the source code will end in TR.

At this point, Arcosa is certified only for concrete on QPL-2, although listed under

“Temporary Sources” which can be used for bid in lightweight concrete.

2. 2 The bid lists “expanded shale” specifically, our material is an expanded clay lightweight. Does this disqualify us from this bid opportunity

Our Bituminous Branch has not yet evaluated the material for use in surface treatment/chip seal applications. Until the material can be evaluated for surface treatment applications, it cannot be

Answers approved and added to QPL-2 for use in surface treatment/chip seal. Our

Bituminous Branch is available to evaluate the product when needed by the supplier.

3. 3 Arcosa was added to GDOT’s QPL for concrete in 2020. The goal was after being approved for use in structural concrete, we had lined up a couple of County projects with Epps

Brothers and Everett Dykes and had

GDOT’s bituminous group wanting to observe these projects so that we could be added to the bituminous groups QPL. Covid shut down

County spending and we were unable to get GDOT observers on a chip seal project for approval. Our material on

GDOT’s QPL is being used on chip seal projects successfully in Alabama and Florida. In Florida, Asphalt

Pavement Systems has been using this material regularly in both 2020 and 2021. I have attached Arcosa’s most recent test data on this material.

Currently we are waiting on the

Bituminous Group’s response. If

Bituminous Groups approves and verifies the Arcosa lightweight for Bituminous

Surface Treatment application, a recommendation will be submitted to Pit

& Quarry Branch for their QPL 2 listing.

At this point, Arcosa is approved only for concrete on QPL-2.
