About this file
This is a Sole Source Procurement Authorization form from the Arizona Department of Administration's State Procurement Office, submitted by the Arizona Department of Child Safety (DCS). The document involves a sole source procurement with Youth Villages, a service provider located in Bartlett, Tennessee, for implementing the LifeSet program. The procurement request was submitted by Victoria Wride, Senior Procurement Specialist, and ultimately approved by Lex Sargento, DCS Chief Procurement Officer on 9/1/2023.
The procurement is for LifeSet services targeting young adults in Extended Foster Care and out-of-home placement, specifically supporting transition-age youth between 16-20 years old. The contract is for a 5-year term with a total estimated cost of $13,191,500, funded through a combination of state funding and a private grant from Youth Villages. The LifeSet program aims to help young adults build independent living skills, with services lasting six to twelve months and including weekly support, crisis assistance, and trauma-informed care. The procurement supports three strategic goals: increasing transitions to family-like settings, increasing Extended Foster Care participation, and improving high school/GED completion rates for youth ages 20 and under.

Contract ID: TBD Text13: LifeSet™, developed by Youth Villages, is a comprehensive model for transition-age youth, designed to help them successfully transition into adulthood. Youth Villages’ LifeSet model uses an integrative process combining evidenced-based clinical content and consultation with a program expert to address referral issues and presenting concerns for young adults.
LifeSet is appropriate for young adults ranging in age from 16 to 20, with services lasting six to twelve months. LifeSet Specialists work with each young person and their support system to build skills and address a wide range of issues, meeting an average of one time weekly in the home or community and providing 24-hour on-call crisis support. Trauma-informed care is provided.
The Arizona Department of Child Safety has received funding to reinvest in its extended foster care population to improve outcomes for Arizona's youth. Implementation of the LifeSet model is part of the Arizona's Strategic Plan relating to youth services. The LifeSet program will help Arizona achieve the following strategic goals:
Goal 1: Increase the number of young people who transition from group homes to family like settings or living successfully on their own
Goal 2: Increase in the number of eligible young adults who turn 18 and choose to participate in Extended Foster Care (EFC)
Goal 3: Increase the number of youth who have completed high school or obtained a GED by the age of 20 in EFC from 63% to at least 75% within two years.
Funding Source: State Funding and Private Funding (Grant from Youth Villages) Text14: DCS has conducted years of research to identify a evidenced based model to address the specific needs of Arizona young adults in Extended Foster Care.
In 2022, Youth Villages released a request for applications (RFA) to award jurisdictions with private matching funds to implement LifeSet. In response to Youth Villages’ RFA, the Arizona Department of Child Safety submitted a proposal on February 28, 2023, to request Youth Villages direct service implementation of the LifeSet program in Arizona, with implementation anticipated to start in Fall 2023. Based upon the proposal and projected budget submitted (outlined below), Youth Villages extended an award to ADCS to support LifeSet start up and implementation.

This award is contingent upon a finalized agreement and signed contract with ADCS to deliver LifeSet through direct service implementation by Youth Villages.
DCS issued a Sole Source Procurement notice; BPM005634 on 8/10/2023 to confirm this is indeed a Sole Source. One response was received by Life Coaching 4 Kids Center. However, upon review, the offer failed to substantially meet one or more of the mandatory requirements of the solicitation, as determined by the Not Susceptible for Award dated 8/22/2023 (attached). Based on the finding of the Sole Source Notice, DCS has selected Youth Villages as the most qualified vendor to contract for this project.
