About this file
This document is a Request for Information (RFI) from the Naval Facilities Engineering Systems Command (NAVFAC) Atlantic seeking market research on housing solutions for military personnel near the Puget Sound Naval Shipyard in Bremerton, Washington. The RFI aims to identify potential sources for fully furnished housing accommodations for up to 1,200 service members within a 35-minute commute of the shipyard, with specific requirements including 2-3 bedroom apartments with single occupancy per bedroom and potential personnel rotation during the contract period.
Key details include the Government's openness to both third-party contractors and direct leases, with historical precedent for multiple lease awards. The housing units are intended to be fully furnished, with no additional services like housekeeping or linen service specified. This is a pre-solicitation market research effort, not related to an existing contract, designed to gather industry information and assess market capabilities for potential future housing procurement to support military personnel stationed in the Bremerton area.

Question:
I have a couple of questions regarding LI-14313. Our company, US Premier Locations, is interested in working on this. Our questions are:
1. Is this solicitation open to third party contractors or is it for direct leases only?
1. Will there be multiple Awardees? If so, how many?
Answer:
As stated in the posted RFI document, this RFI is a market research tool issued to determine the availability and adequacy of potential business sources for the DON’s information and planning. The purpose of this RFI is to gain familiarity with the current market by gathering information in a formal, structured, and fair manner. The DON desires to engage industry to obtain information and levels of interest to help the Government prepare a course of action for providing fully furnished housing accommodations within a 35-minute commute of the Puget Sound Naval Shipyard in Bremerton, WA.
Since this is an RFI, the Government is seeking information on all options suggested by industry. This includes third party contractors and direct leases.
As this is an RFI, there will not be any leases awarded. If a Solicitation for Offers would be posted in the future, historically, these requests from NAVFAC Atlantic award multiple leases.
Question/Answers (in bold):
Your clarification on these questions will be greatly appreciated and will help us determine the most effective outreach and sourcing strategy with local housing providers and apartment complexes for this RFI.
Does the Government anticipate awarding this requirement to a single vendor or issuing multiple awards to cover the total need?

In the event that a Solicitation of Offers is posted to meet a needed requirement, the Navy has historically awarded multiple leases.
Will each unit be intended for single occupancy (one employee per unit), or will multiple employees be placed within a unit (i.e., one employee per bedroom)?
Each bedroom is intended for one person. Since we are requesting information for 2 and 3 bedroom apartments, the intent is to house 2-3 people per apartment.
Will employees rotate in and out of units during the contract performance period, or is it anticipated that one individual will remain in a unit for the duration of their assignment?
There may be a rotation of people in each unit for the contract performance period.
Is housekeeping or linen service desired as part of this requirement?
The only requested services have been outlined in the RFI and supporting documents.
Question/Answer (in bold):
We are performing independent research on the Presolicitation (LI14313).
We would like to know if this is a brand new contract OR if there is (was) an incumbent performing these services.

If not brand new, could you please provide the current / previous contract number?
