I. AUTHORITY
Under the authority of 10 U.S. Code § 8772, the Department of the Navy is considering a leasehold estate of various non-Department of Defense (DoD) entities to provide fully furnished housing for military personnel near Puget Sound Naval Shipyard, Bremerton, WA. This authority allows military departments to provide lodging accommodations for members on sea duty or assigned to duty in connection with commissioning or fitting out a ship.
II. SUMMARY
1. DESCRIPTION. Naval Facilities Engineering Systems Command (NAVFACSYSCOM) Atlantic, in support of the Department of the Navy (“DON” or “Government”), is seeking information on how an interested entity could provide the DON fully furnished apartments, houses, and/or other housing means (excluding hotels) to accommodate up to 1,200 service members within a 35-minute commute of the Puget Sound Naval Shipyard in Bremerton, WA.
Responders should be interested in contracting with the Department of the Navy through a U.S.
Government Lease under 10 U.S. Code § 8772 for a term of one (1) up to five (5) years, with a Beneficial Occupancy Date as early as June 2026. Industry responders are encouraged to submit a response to this RFI, outlining their proposed ideas or concepts to fully or partially meet the need for accommodating up to 1,200 service members in fully furnished units. Responses are due no later than 9:00 PM Eastern Standard Time on Thursday, 25 September 2025. The Department of the Navy will use the RFI responses to assess the best courses of action moving forward. Responses labeled as “Proprietary Information” will be treated with the utmost confidentiality.
2. THIS IS A REQUEST FOR INTEREST. This RFI is a market research tool issued to determine the availability and adequacy of potential business sources for the DON’s information and planning. The purpose of this RFI is to gain familiarity with the current market by gathering information in a formal, structured, and fair manner. The DON desires to engage industry to obtain information and levels of interest to help the Government prepare a course of action for providing fully furnished housing accommodations within a 35-minute commute of the Puget Sound Naval Shipyard in Bremerton, WA. Industry outside of this commuting distance will not be considered. This RFI process will help assist the Government in developing an informed solicitation document with clear competitive requirements if that course of action is chosen.
This is not a Request for Proposal (“RFP”) or a promise to issue an RFP or any other solicitation type in the future. This RFI does not obligate the Government to lease property or purchase services from any responder. The DON reserves the right to cancel this RFI at any time. The DON will not accept unsolicited proposals at this time. All costs incurred in responding to this RFI will be solely and exclusively at the responder’s expense. Not responding to this RFI does not preclude participation in any potential RFP issued in the future.
