Questions / Answers

Solicitation for Offers LI-13788

1. Will properties awarded under previous SFOs require a new security assessment?

No.

2. There were two previous SFOs in Seattle for similar requirements. What is driving this new SFO?

Please refer to Paragraph 1 of the SFO. This is a new requirement.

3. Can you share a list of all the properties previously approved in 2019?

4. I would like to know all of the properties that you approved in 2019 so we can be sure to check them all.

Public award information only includes the offeror name, number of bedrooms, number of units awarded, and average rate per person. Specific property information is not included for security purposes.

5. Will this be a firm fixed price award? If not, would Navy guarantee occupancy on the first 6 months? (firm fixed price award on the first 6 months)

Please refer to Paragraph 4, 6(C), and 7 and Enclosure (4) of the SFO.

6. Do you want pricing for years 2-4 now or do we negotiate those later?

Please refer to Paragraphs 4, 6(C), and 7 of the SFO.

7. Will you award to multiple vendors? (accept partial bids?)

Please refer to Paragraph 6 of the SFO. The Government may award multiple offers.

8. Will you accept a hotel that is within 20-30 mile radius but not in the required designated area?

No. Please refer to Enclosure 1 of the SFO.

9. Will the group need to be in the heart of Seattle or do you prefer to be close to a navy base which would be around the Everett, WA area?

Please refer to Paragraphs 2(A) and 6(A) of the SFO.

10. How does the Navy handle background checks for occupants with a complex or complexes?

All occupants are Department of the Navy personnel with background checks completed. The Government does not permit background checks to be performed on the occupants by the Lessor.

11. If buildings are across the street and guests from two buildings can easily commute together, could we establish clusters of offerings that way, 15+ per physical location but in two different buildings that are next door?

Please refer to Paragraph 2(B)xiii of the SFO as stated in Amendment #2. Offers must be able to accommodate a minimum of fifteen (15) personnel within a 0.75 mile radius. This requirement can be satisfied by one facility, or multiple facilities. If multiple facilities, they must be located within walking distance of

0.75 miles or less.

12. Section 2.b.vii states the following: "Carpeting in the living room, and bedrooms, if applicable, must cover eighty five percent (85%) of the floor area of each room. Resilient, tile, wood, or engineered flooring is acceptable."

Question: Does this mean that 85% of the floor area can be covered by

"resilient, tile, wood, or engineered flooring" in lieu of carpet?

Yes.

13. Section 6c: "Further awards may be made for occupancy through February

2024 for up to a 12 month period at the same monthly rental rates offered for the initial firm term and renewal options"

Question: Does this mean the monthly lease price is not allowed to increase in future years and we must estimate any fluctuations in price for rental rates before submitting an offer?

Yes. If awarded, future requests for availability must be offered at the same monthly rental rates as offered for the initial term of this SFO. This requirement should be factored into the offer pricing.

14. Section 2c states: "The security survey may take up to forty-five (45) days following receipt of offers and must be completed prior to award"

Question: Given that occupancy is needed for June, when can we realistically expect the security to take place? Will we need to notify the property management staff at the complex of the security survey or can it be done without their involvement? If so, how much notice will we be given prior to the start of the survey?

The security survey will begin shortly after offers are received and be completed during the evaluation process. The security survey for this SFO is not expected to delay the anticipated occupancy date of June 9th, 2021. Offerors do not need to notify property management and their involvement is not required. No notice will be given prior to the start of the survey.

15. Do you have a sample offer letter from another notice that we can use?

No.

16. The move in date changed to 6/9 did the response date change from Monday?

No. Offers must still be received no later than 12:00 p.m. Eastern Standard Time on May 24, 2021.
