1. Please advise whether the Government is open to making payment in advance (earlier than 30 days in arrears) if tremendous value is offered in your receiving a discounted rate, securing all units requested and the units are in quality/luxury communities.
No. Please refer to Paragraph 3 of the Lease (Enclosure 4) and General Clause 3
(Exhibit A) of the subject SFO. All payments are to be made in arrears.
2. Will you clarify the due date – June 13 or July 13, 2020?
Please refer to Amendment 1.
3. Are you accepting proposals from third party vendors?
Please review the SFO, including Paragraph 7, and General Clause 1 (Exhibit A).
The offeror must have the authority to formally execute the Lease. Our lease is with the offeror and the Government is not bound by any separate agreements the offeror may have made.
4. Do you have any preferred properties or hotels you would like us to include?
Please refer to the SFO for requirements and basis of award.
5. Has the Navy used properties or hotels there is the past that have worked well?
This information is not available.
6. Can we submit multiple properties and configurations on the properties?
Yes. Please review Paragraph 1 of the SFO, “The government may substitute unit accommodations or configurations at its sole discretion to meet the total occupancy requirement.” Please also review Paragraph 4 of the SFO.
7. We did not see a rotation schedule, will there be any. If so, how many?
That is at the Government’s discretion.
8. Do we need to handle the clean in between rotations? We need to identify how many times the unit will need to be cleaned/turned.
Please review General Clause 12 of Exhibit A and response to Question 7 of this amendment.
9. Do you have an interactive map we can us showing your boundaries?
No.
10. Is the placement in Oregon a new requirement? If Oregon is not a new requirement then who is the incumbent and contract award amount as well as the award number?
The SFO is for a new requirement.
11. Does each room require a stove for cooking?
Please review Paragraph 2(B) Facility Requirements and Exhibit C Apartment
Furnishings – Minimum Requirements.
12. What happens after January 2021, there is mention of a potential (4) year lease.
Please review Paragraphs 6(C) and 7 of the SFO and Paragraphs 2 and 5 of
Enclosure 4.
13. Am I offering a lease for (6) months or four years.
Please review Paragraphs 6(C) and 7 of the SFO and Paragraphs 2 and 5 of
Enclosure 4.
14. Will the rooms offered or requested be occupied at all times? In other words will there be any unoccupied rooms at any time?
That is at the Government’s discretion. Please review the SFO.
15. Will unoccupied rooms be paid for?
The Government will only pay for units under Lease pursuant to the terms of said
Lease. Please review the SFO.
16. I understand there will be a turnaround time for occupancy, what will the window be?
That is at the Government’s discretion.
17. Enclosure 1, outlines areas around Portland, however Amendment 2 stated property must be located within 25 miles of 5555 North Channel Ave, Portland, OR 97217 which includes some parts of Vancouver, WA. Will you accept properties located in Vancouver, WA or is it beyond your preferred range?
No. Please refer to Enclosure 1 of the SFO.
18. Item 4, How To Offer, states Enclosure 3, Offer Form Spreadsheet, should include each different unit type offered on a different tab of the spreadsheet.
The spreadsheet has 2 tabs, Offer Summary and Property Information, although the Offer Summary has numerous line items which allows for more than one property to be listed. If for example, we offer 5 properties, does this mean we must use only one line per property then create 5 separate tabs or 1 line for each property on the initial page?
Please refer to Paragraph 4, which states how the tabs should be used.
19. Enclosure 3, Offer Form Spreadsheet, has a tab, Property Information, where every category addresses an aspect of the property being offered.
Should all categories be addressed on the spreadsheet for each property in lieu of a narrative statement regarding the properties, as well as, state whether the requirement is “Met or Not Met” or is it designed for guidance to assure but not intended to be completed and submitted in the proposal package?
All categories must be addressed.
20. Item 4, How To Offer, states offers of sub-lease must be accompanied by a complete and legible copy of the prime lease. Does this mean a blank copy of the prime lease is acceptable as a signed lease would indicate a financial obligation has been agreed upon before a decision has been made by the
Department of the Navy? Surely no one is expected to sign leases before an award has been made.
Yes, offers of a sub-lease must be accompanied by a copy of the prime lease in the initial offer but the prime lease does not need to be signed. If the Offer is accepted, upon award the Lessor must provide signed copies of all prime leases with their signed Lease within 7 days of award as stated in Paragraph 7. This is for Government auditing purposes.
21. Item 5, Price Evaluation Process, provides a formula to calculate the Per
Occupant Monthly Average Cost over a 2 year period. The formula can be performed for a 2 or 3 bedroom apartment however it does not work for a 1 bedroom, once the 2 year average is determined there is no further step as it is a 1 bedroom unit. In that case is there a threshold amount that can be used for guidance for the 1, 2 and 3 bedroom units?
Paragraph 5 (B) will be used for all units.
22. Unit cleaning is addressed in 2 sections of the solicitation, Enclosure 3, Secondary Requirements / Technical Factors, Section ii, Onsite Services and
Item 12 of General Clauses. The Enclosure 3 Section states housekeeping services may be rated more favorable, however Item 12 states general cleaning shall occur no more frequently than once per year. What is the preferred cleaning schedule that may be rated more favorably?
Please refer to Paragraph 12 of Exhibit “A”; “The Lessor hereby agrees to perform, upon request by the Government and at no additional cost to the
Government, a general cleaning including appliances, furnishings, and professional steam cleaning of all carpeted areas upon termination of a leased unit and/or at a change in assigned occupancy resulting in unit vacancy. Said general cleaning shall occur no more frequently than once per year.”
Housekeeping is a separate secondary requirement in which all proposed cleaning schedules will be considered, examples would be daily, weekly, bi-weekly, monthly, etc. However, more regular cleaning may be rated more favorably.
23. Enclosure 4, US Government Lease for Real Property is included in the solicitation, is it only to be completed once an award has been made or should a completed copy be submitted with the proposal?
Please refer to Paragraph 7, “Within seven (7) days following award, the successful Offeror(s) will be required to formally execute the Lease on a Standard
Form 2, Enclosure (4), with the General Clauses attached as Exhibit “A”;
Minimum Specifications for Housing Units as Exhibit “B”; and Housing Unit
Furnishings – Minimum Requirements as Exhibit “C.”
24. Pages 32 and 34 of SFO-LI-13676 are blank can they be discarded or should there be information printed on the pages?
These are blank pages.
25. I understand the dates of service are starting the 14th of September. But what is the anticipated award date? We would like to know the window we would have to accomplish this from the award date to the first move in.
Please refer to Paragraph 1, and Paragraph 2 (C) & (D) of the SFO. The
Government will not commit to a specific anticipated award date.
26. Can you elaborate on the parking requirement calculation, specifically how to round up or down; “Facility must provide a minimum of 1 parking space per one-bedroom unit, 1.5 parking spaces per two-bedroom unit and 2.5 parking spaces per three bedroom unit, rounded to the nearest whole parking space, at no additional cost”
It should be looked at in terms to total number of unit type offered. i.e. 9 two bedrooms offered = 1.5 X 9 = 13.5 =14 parking spaces. Total number would be determined at award. If we took only 5 of the 9 it would be 1.5X5=7.5 = 8 parking spaces.
