A. Introduction and Scope:

This Letter RFP identifies the tasks to be performed by Lockheed Martin to assist with the transition of the HMD capability from a Government Owned Contractor Operated (GOCO) facility located in Anniston, AL to a Government Owned Government Operated (GOGO) facility, Letterkenny Army Depot (LEAD), located in Chambersburg, PA.

The goal of the tasks is to leverage original equipment manufacturer (OEM) expertise and over twenty years’ experience operating the HMD as the capability transitions to the organic industrial base (OIB). This will streamline the training of the OIB workforce, physical movement of the

HMD property/equipment, turn in of the GOCO facilities, OIB workflow processes, and OIB spare parts sourcing.
