About this file
This is a Letter of Interest (LOI) from the Pinellas County Purchasing and Risk Management Department soliciting applications for the Small Business Enterprise (SBE) Consultants program under the Consultant Competitive Negotiations Act (CCNA). The county is seeking to establish a pool of certified SBE consultants for engagements below the $100,000 threshold, specifically targeting professional services in areas including engineering, survey and mapping, architectural, landscape architecture, planning, coastal management, and construction management. Consultants must provide a comprehensive application package including a letter of interest, professional certification form, Standard Form 330, SBE certificate, licenses, certifications, and insurance documentation. The solicitation is ongoing, with applications being accepted and reviewed continuously through the OpenGov procurement system.
To qualify, businesses must be located in Pinellas, Hillsborough, Pasco, or Manatee counties, have 50 or fewer full-time employees, and maintain annual sales not exceeding $3 million for service providers or $8 million for construction service providers. The program aims to provide first opportunities for small businesses in the county's market, with a sheltered market component ensuring SBE firms are considered first for engagements under $100,000. All deliverables must meet Pinellas County CADD Standards Manual requirements, and selected consultants will be required to maintain specific insurance coverages, including commercial general liability, professional liability, and workers' compensation, with defined minimum coverage limits. Certification will be effective through the expiration of the existing Pinellas County SBE certification.
