About this file

This document is a Notice of Intent to Award letter from the Orlando Utilities Commission (OUC) dated May 29, 2025, addressing the Water Materials Alliance procurement (PR8286). The letter indicates that OUC intends to award the contract to Core & Main LP, with the expectation that a contract will be issued within several days of the recommendation's approval, followed by a Purchase Order. The supplier is cautioned that no legal or equitable rights are acquired until a contract with acceptable terms is executed, and OUC reserves the right to revoke the award, select the next highest-ranked supplier, or withdraw the Request for Proposal (RFP) at any point before contract finalization.

The document emphasizes that until the award is finalized, all correspondence should be directed to Maria Cabreja, Supply Chain & Logistics Supervisor, via mcabreja@ouc.com. The letter serves as a formal communication of intent, outlining the preliminary steps in the procurement process for the Water Materials Alliance contract. Key procedural safeguards are highlighted, including OUC's flexibility to modify or cancel the award, underscoring the preliminary nature of the intent to award and the need for continued negotiations and contract finalization.

RE: Notice of Intent to Award Water Materials Alliance

This letter is to inform you that an award recommendation is being made for Water Materials Alliance based on PR8286 to Core & Main LP.

Should the recommendation be approved, a contract will be issued within several days.

Once the Contract is signed, a Purchase Order will follow.

The supplier shall not acquire any legal or equitable rights relative to the contract services until a contract containing terms and conditions acceptable to OUC is executed. If the apparent successful supplier fails to negotiate and execute a contract with OUC, OUC may revoke the award and award the contract to the next highest ranked supplier or withdraw the RFP. OUC further reserves the right to cancel this Notice of Intent to Award at any time prior to the execution of a written contract.

Until the award is finalized, please direct all correspondence to Maria Cabreja of Purchasing via mcabreja@ouc.com. If you have any questions or concerns about the foregoing, please do not hesitate to contact Maria Cabreja.

Sincerely, Maria Cabreja Supply Chain & Logistics Supervisor
