About this file
This document is Addendum No. 1 for RFP PR8286 Water Materials Alliance issued by Orlando Utilities Commission (OUC), dated April 15, 2025. The addendum extends the proposal due date to May 16, 2025, and addresses multiple vendor questions regarding the water materials procurement opportunity. Key details include clarifications about inventory management, pricing terms, and potential contract awards, with OUC reserving the right to award contracts to a single or multiple vendors based on proposal evaluations.
The addendum provides critical insights into pricing and contract expectations, specifically noting that vendors must either hold pricing firm for the entire 5-year contract term or clearly articulate proposed pricing adjustment methodologies. OUC requires suppliers to be capable of managing vendor managed inventory (VMI) and consignment inventory, with flexibility in how those services are implemented. The document emphasizes that pricing adjustments must be transparently calculated, and suppliers must be prepared to discuss potential price changes resulting from factors like manufacturer increases or international tariff negotiations. Notably, OUC maintains strict communication protocols, prohibiting vendors from discussing the RFP with anyone other than the designated buyer of record.

The purpose of this Addendum is to address clarifications and questions in response to the subject solicitation and to extend the Proposals due date to May 16, 2025.
Questions:
Question 1.
This list appears to have some Sole Source items listed. We would be unable to bid the below, as only 1 company has access to them. Is it possible to remove those items?
a. Item number: 09600025- ipearl / Sensus item
b. Item number: 09600028….ipearl
c. Item 09600027…ipearl
Response 1.
The listed sole source items will be removed from the bid. These items will not be considered in the pricing evaluation.
Question 2.
Can you please provide additional information for the following items? Manufacturer and manufactures part number would make sure we are pricing the brand you require.
• 05103012- 2” pvc restrained joint…..I am guessing that this one might be a certalok product, just need specifics
• 05901322- spline restrained joint?
• 07406002- can you please confirm the manufacturer and part number?
• 06301002- gate valve screw?
• 08801475- this mentions Mueller company. Most of your brass appears to be ford meter box, would you like the Ford equivalent for this item or does It have to be Mueller?
• 07305202- can you please confirm manufacturer and part number
• 07301021- same as above….please confirm brand and part number of clamp

Response 2.
Additional information for the listed items can be accessed in the Water Material Manual Specification, in the following link; http://www.ouc.com/docs/purchasing/wm_manual.pdf?sfvrsn=6
Question 3.
VMI & consignment inventory We noticed that this newly released RFP differed from OUC’s request in 2018 in a few ways. It looks like the Vendor Managed Inventory & Consignment Inventory requirements were removed.
Just wanted to confirm that OUC is no longer interested in the awarded distributer monitoring inventory levels for some items at the warehouse. If this service is still needed, can you please advise how often you would like visits to occur…quarterly…etc.
Response 3.
Per the Detailed Scope of Work and Requirements on page #20;
5. Supplier is required to assist OUC, as requested, in designating certain materials for Vendor Managed Inventory or Vendor Owned (Consignment) Inventory, in such case, supplier shall be capable of managing those materials from their own distribution facility or coordinating the management of such inventory with the manufacturer from the manufacturer’s facility.
Question 4.
Section 1.5 Price and Costs This section states that the pricing submitted for this proposal, must be held throughout the life of the contract and extensions.
Does this mean that the prices provided must be held for 5-7 years? Manufacturers will typically consider holding pricing for 1 year. Would OUC consider requesting pricing fixed for the first year, with a renewal period to follow after each year. During the renewal period we would review / discuss consideration for each product that is experiencing an increase from the manufacturer.
Response 4.
If pricing is not firm for the duration of the initial 5-year term the Supplier must state how long the price is firm for and provide the timing, methodology, and calculations proposed for any adjustments up or down to the proposed pricing.
Question 5.
Are you able to confirm the number / names OUC team members that will be evaluating the RFP submissions ( Selection Committee).
Response 5.
OUC does not disclose this information.

Question 6.
Multiple vendors award- The bid documents state that OUC has the right to award either a contract to a single vendor, or to work with multiple vendors and award multiple contracts. Is the intention here to have a primary awardee, and establish a backup / secondary vendor for all items.
Or would contracts for primary and secondary vendor be awarded by line item?
Response 6.
It will depend on the Proposals evaluation and what is in OUC’s best interest based on the committee’s recommendation. OUC reserves the right to award a single or multiple contracts for all proposal items, or to award separate contracts for single proposal items.
Question 7.
The USA is currently negotiating tariff rates around the world. They issued a 90 day pause to all countries except China, where quite a bit of construction materials are sourced.
Can you please advise on how OUC will handle request for increases based on tariffs and any price increases that stem from them?
Response 7.
Please refer to response #4, related to price and costs.
Reminder:
Bids are due no later than 2:00 p.m. Local Time on May 16, 2025 through Vendorlink submission.
Your proposal response must acknowledge Addendum No. 1 was received or your bid may be considered non-responsive. In other respects, except as specifically stated above, the subject request for Proposal remains unchanged.
Note:
There shall be no communication between the supplier, their employees or subcontractors concerning this RFP to anyone within OUC except the buyer of record.
