About this file

This document is a Request for Quotations (RFQ) issued by the U.S. Department of Transportation for Lenel OnGuard System software support and hardware services. The procurement is a small business set-aside for a hybrid acquisition under FAR Parts 12 and 15, with a base year starting April 1, 2026, and four optional additional years. The contract will provide on-site and telephone support for DOT's Lenel OnGuard Pro redundant system, including software upgrades, licensing, and support services.

The solicitation uses a Lowest-Totally-Priced-Technically-Acceptable (LPTA) selection methodology, with support services to be performed on a labor-hour basis not exceeding specified hours. Services include Lenel OnGuard System software upgrades, emergency 24/7 support, direct customer support, and 24/7 call center support. The contract covers two specific software support lines: Lenel OnGuard systems and HID PIVClass software. Proposals must be received via email by 11:30 PM Eastern Standard Time on January 19, 2026, and must be submitted by Lenel-authorized small businesses with average annual revenues under $34 million.

Commercial Items), but also and in part under the authority of FAR Part 15 (pertaining to negotiated procurements). This RFQ is being published in the SAM.gov website.

DOT's selection-process to be used in this procurement will follow a

Lowest-Totally-Priced-Technically-Acceptable

(LPTA) methodology, in a search and evaluation aimed at identifying the

Lowest-Totally-Priced-Technically-Acceptable

(LTAP) proposal submitted to DOT under this RFQ..

And, accordingly, DOT will start by evaluating the lowest-totally-priced quote (proposal), until

DOT finds a quote (proposal) that is technically acceptable. Going in order from the lowest to the highest priced quote (proposal), DOT will stop evaluating quotes / Proposals once DOT finds a quote / Proposal that is technically acceptable, and that found quote / Proposal will be selected, by DOT as the winner of this procurement.

This RFQ seeks competing partly-FIXED-price and partly-LABOR-HOUR proposals (Quotations) for this

RFQ's resulting contract-awardee-company to provide as needed on-site-support and telephone-support for the U.S. Department of

Transportation (DOT) Headquarters' Lenel OnGuard

SUPPORT-services performed under this RFQ's resulting contract will be on a LABOR-HOUR basis, but NOT-To-EXCEED the NUMBERS of support-hours

SPECIFIED in the Line-Items set forth below, and so all offerors under this RFQ shall PROPOSE precisely the NUMBERS of such SUPPORT-hours that are SPECIFIED in the Line Items set forth below.

accordingly the same kind of work that was performed by the contractor in the resulting contract's BASE-Year shall also be performed during any of the OPTION-Year(s), which might hereafter be EXERCISED by DOT.

Each offeror under this RFQ MUST qualify as a

LENEL-AUTHORIZED SMALL business under this RFQ's

NAICS Code, which is 541519. The small-business

SIZE-standard for that NAICS Code is an average annual gross revenue of less than $34,000,000, as computed over the offeror-company's three most-recently-completed company-fiscal-years.

This acquisition has been brand-name-JUSTIFIED for DOT's purchase of ONLY LENEL equipment and

ONLY LENEL-software-upgrades and ONLY the on-site-support-services and telephone-support-SERVICES of a LENEL-AUTHORIZED small-business.

Therefore, offerors shall NOT propose any brand-names or any part-numbers (or quantities) or any software-upgrades OTHER THAN the ones specified in the Line Items appearing below in this RFQ.

All proposals must be RECEIVED by DOT via E-MAIL by 11:30 PM Eastern Standard Time January 19, 2026. All proposals shall be E-MAILED

SIMULTANEOUSLY to ALL of the following e-mail addresses: james.mowery@dot.gov and to nimrod.stephens@dot.gov and to hank.clyatt@dot.gov and to avi.lopin@dot.gov .

Because this RFQ specifies precisely the commercial items / services to be acquired by

DOT, and because DOT plans to select the

LOWEST-TOTALLY-PRICED-TECHNICALLY-ACCEPTABLE

proposal, DOT does not anticipate that interested companies will have much of a need to ask DOT questions about this RFQ. However, DOT is requesting that all offerors who do need to ask questions please pose their queries by doing their best to e-mail those questions to james.mowery@dot.gov and to nimrod.stephens@dot.gov and to

(e) any and all requirements imposed by the solicitation-clauses document, which is being published along with this Standard Form 1449, in this Solicitation's publication-location in the

SAM.gov website.

DOT reserves the right to award this RFQ's resulting contract based on INITIAL proposals received, without discussions or negotiations.

Therefore, it is important that each

INITIALLY-submitted proposal FULLY address the requirements stated in this RFQ.

DOT also reserves the right, at its sole discretion, to obtain clarifications from any offeror whose technical acceptability DOT finds is in doubt. But offerors are cautioned NOT to

ASSUME that DOT will ever give them any opportunity to provide any clarifications.

DOT plans to award this RFQ's resulting contract to the lowest-totally-priced-technically-acceptable offeror. "Technically acceptable" means that the
