About this file

This document is Amendment No. 2 to the Lenel Support Services Solicitation No. 693JK426Q500001, issued by the Department of Transportation (DOT). The amendment confirms the incumbent contract with Communications Resource, Inc. (Contract No. 693JK420P500016) and provides clarification on HID pivCLASS Software Upgrade and Support Plan licensing requirements. Specifically, the amendment addresses two key questions from a prospective offeror regarding PIVClass licenses: (1) confirming the licenses include a CertManager and PACS Service for DOT's server and two enrollment licenses for workstations, associated with CLIN Item No. 0004, and (2) allowing offerors to obtain Lenel's software license pricing through Lenel's Value Added Resellers (VARS) using the provided license information. The amendment was issued by Contracting Officer James H. Mowery III on January 9, 2026.

Amendment No. 2

To

Lenel Support Services Solicitation No. 693JK426Q500001

This Amendment No. 2:

A. Confirms that the incumbent contract and contractor-company are:

Contract Number: 693JK420P500016

Contractor: Communications Resource, Inc.

Address: 8280 Greensboro Drive, Suite 500, McLean, VA 22102-3884

B. This Amendment No. 2 additionally provides answers to the following questions posed by a prospective offeror:

Question 1: The Solicitation and associated Statement of Work reference coverage for the HID pivCLASS Software Upgrade and Support Plan, including one (1) Certificate Manager (or PACS Service) and two (2) Desktop Registration clients. However, we did not identify any pivCLASS System IDs, HID entitlement IDs, or license identifiers within the solicitation documents. Therefore, could the Government please clarify whether pivCLASS System ID(s) will be provided to the awardee post-award?

Answer 1: This Solicitation Amendment No. 2 confirms that this Solicitation’s (RFQ’s) relevant PIVClass licenses required are CertManager and PACS Service for DOT’s / M-40’s server and Enrollment licenses for two workstations; and this Amendment No. 2 further confirms that this license information applies to this RFQ’s CLIN Item No. 0004.

Question 2: Or, could the Government please clarify whether Offerors should assume that all existing pivCLASS system components at DOT Headquarters are included under the stated scope without the need to reference specific System IDs in their proposals?

Answer 2: In addition, this Solicitation (RFQ) Amendment No. 2 confirms that this RFQ’s offerors can use the license-information cited above in Answer 1 to obtain—from Lenel, before this RFQ’s offerors submit their Quotations to DOT—Lenel’s pricing of the PIVClass software licenses that would be covered under the Lenel software maintenance that is relevant to this RFQ. Note, however, that only Lenel’s Value Added Resellers (VARS) would be able to use this license information to obtain such Lenel-software-pricing from Lenel.

This Amendment 2 provides no further information regarding the subject Solicitation (RFQ).
