About this file
The document is a Request for Proposal (RFP25-0029) issued by the City of Orlando's Procurement and Contracts Division for leased police vehicles. The RFP solicits proposals for marked and unmarked vehicles for the Orlando Police Department and Airport Division, with lease options ranging from two to four years. The solicitation covers multiple vehicle classes including sedans, pickups, SUVs, and passenger vans, with quantities ranging from 2 to 90 vehicles per class. Proposers must submit electronic responses by December 5, 2024, at 2:00 pm, with a non-mandatory pre-proposal virtual conference scheduled for October 28, 2024, at 1:30 pm. The contract term is initially four years, with potential extensions up to a cumulative total of 96 months.
The pricing proposal is structured across four groups: unmarked police vehicles (two-year lease), marked police vehicles (two-year lease), marked police vehicles (three-year lease), and marked police vehicles (four-year lease). Each group includes various vehicle classes with and without transport partitions. A yearly mileage limit of 25,000 miles is included in the lease rate, with proposers required to list prices for miles exceeding this threshold. The RFP includes comprehensive requirements for vehicle specifications, maintenance, replacement, and contractor location, stipulating that the contractor must have a location within 15 miles of Orlando Police Department Headquarters. Evaluation criteria include the operating plan (45%), proposer experience (18%), minority/women-owned business enterprise participation (10%), veteran business enterprise participation (2%), and pricing (25%).
