Attachment 1 – Leadville Replace Influent Pump Statement of Work (SOW)
RECLAMATION – LEADVILLE TUNNEL TREATMENT PLANT
Plant Influent Pump Replacement Statement of Work
1.0 SCOPE
1.1 OBJECTIVE
The objective of this contract is to acquire contractor services to perform removal and replacement of Influent Pump #1 at the Leadville Mine Drainage Tunnel Water Treatment Plant, (Leadville WTP), owned and operated by Reclamation. The Leadville WTP is located near Leadville, Colorado in Lake County. Influent pumps convey raw water inflow from the influent sump to the first stage of the treatment process.
1.2 BACKGROUND
The Leadville WTP processes 1.5-2.5 million gallons per day of mine drainage water to remove dissolved zinc, manganese, iron, and other trace metals in accordance with EPA discharge permit standards. Influent pump 1 has been online for >15 years and must be removed and replaced to ensure plant continuous operations.
Labor for all removal and replacement work will be performed by vendor(s) as the project requires work and equipment beyond plant capability, with the following exceptions:
· Motor connections will be disconnected and reconnected by plant staff.
This work must take place as soon as possible following award.
2.0 TASKS: The contractor(s) shall perform the following tasks:
2.1 Remove existing pump / Install one new pump
· Using crane, remove motor from Influent 1 pump and set aside, then remove pump from vault
· Using crane, Install replacement pump with bolt-on basket strainer and re-install motor
· Perform startup to ensure correct operation
3.0 SECURITY
Work shall be performed during regular business hours listed in Normal Business Hours, while plant staff are on site for access to work areas. Hours may be flexible at the discretion of contracting officer and plant supervisor.
4.0 PLACE OF PERFORMANCE
Work will be performed at Reclamation’s Leadville WTP located at 749 Highway 91, Leadville, Colorado. Point of contact is plant supervisor Jenelle Stefanic, office phone: 719-486-2035, email: jstefanic@usbr.gov.
5.0 PERIOD OF PERFORMANCE
The term of the contract shall occur as soon as possible after award, following notification to proceed from Contracting Officer. Onsite work will be scheduled and coordinated with the Bureau of Reclamation Leadville WTP Plant Supervisor.
NORMAL HOURS - Between the hours of 6:30 a.m. and 5:00 p.m. Monday through Thursday or at the discretion of Contracting Officer and plant supervisor.
6.0 SAFETY
Contractor shall provide Job Hazard Analysis with a Work Plan to be reviewed and signed by contract personnel on site prior to beginning work. Contractor will be issued a Special Work Permit on arrival and will abide by Reclamation Safety and Health Standards (RSHS) throughout performance of work. The Contractor shall be responsible for supplying Reclamation with a list of all Subcontractors being used and their safety documentation as mentioned above. The Contractor is responsible for ensuring ALL Subcontractors comply with the requirements set forth in this statement of work, the regulatory standards and the industry standards incorporated by reference.

The OSHA standards are available at; www.osha.gov. OSHA Standards in 29 CFR 1910 and 1926 apply to the work within the scope of this Contract.
7.0 COMPANY EXPERIENCE
Company experience is an objective criterion that determines whether the contractor has or has not performed similar work. Therefore, the contractor shall furnish a list (no more than five) of Federal, State, local government, or commercial projects similar in scope, complexity, and magnitude to the work required under this solicitation that the contractor has completed within the last three years. These projects must clearly demonstrate the contractor’s successful ability to accomplish projects in a timely and satisfactory manner. The “Company Experience Reference List” is supplied as a recommended template for this information. At a minimum, the contractor shall provide the following information for each project:
· Name of the Customer (Government Agency or Commercial);
· Contract number, type, date, name of project;
· Description of the work;
· Initial contract amount and final contract amount; and
· Name, telephone number, and e-mail address of a point of contact for the customer that may be contacted to confirm and verify the information provided.
The Government may not evaluate references with incorrect or missing phone numbers and contact names, which may potentially result in a less favorable rating of the contractor’s offer.

1.2. SUBMITTAL REVIEW.
1.2.1. TIME REQUIRED FOR SUBMITTAL REVIEW. Submittal review will require 10 days for review of each submittal or re-submittal, unless otherwise specified. Time required for review of each submittal or re-submittal begins when the Government receives the complete sets of materials required for a particular RSN and extends through the return mailing postmark date.
