About this file

This Addendum No. 01 document modifies the construction contract for the Liberty County School System's Midway Middle School Roof Replacement project located at 425 Edgewater Drive, Midway, Georgia 31320. The project requires the removal and replacement of all low-sloped roof membranes, installation of new edge metal trim at the building perimeter, new gutters and downspouts, and retrofit of roof drains at existing locations. The roofing system specified is a mechanically fastened Polyvinyl Chloride (PVC) membrane with approved manufacturers including Sika Sarnafil G410 S327, Duro-Last, Johns Manville KEE, and Siplast Parasolo PVC. The mandatory pre-bid conference was held on March 12, 2026, at the project site with a tour of the roof. Bids are due March 30, 2026, at 11:00 AM at the Liberty County School System Board of Education office (200 Bradwell Street). The construction start date is May 23, 2026, with substantial completion required by July 29, 2026. The project includes seven allowances and six unit prices to be included in bid submissions. Requests for substitution products must be received by March 20, 2026, and requests for interpretations by March 23, 2026, with no addenda issued within five days of the bid date.

The contract establishes liquidated damages of $500 per day for delays and specifies that the adjacent campus will not be occupied during construction. The project involves two warranty periods: a 20-year manufacturer's special warranty covering roof membrane, base flashings, insulation, and all system components, and a five-year installer's warranty. The roofing system must meet wind uplift resistance requirements, achieve Energy Star listing with solar reflectance of not less than 0.55, comply with Class A fire-test exposure standards, and include mechanically fastened installation over existing lightweight insulating concrete systems. Installation must be performed by an approved, authorized installer with minimum ten years of documented PVC roofing experience and successful completion of at least ten similar projects within the past five years. All work must be performed by the approved applicator's employees only, with no subcontracting permitted. The specification section 07 54 19 for Polyvinyl Chloride Roofing was entirely replaced, and two previously requested product substitutions (Carlisle Syntec Sure-Flex and Versico Versiflex membranes) were denied.

All products shall be required to meet the design intent of the basis of design product. If a substitute manufacturer or fabricator is accepted, they shall be required to modify the product as required to meet the design intent.

D. Substitution requests will not be reviewed unless submitted by the Bidder. Requests received from vendors will not be reviewed (Refer to 01 60 00 2.B.1).

II. SUBSTITUTION REQUESTS:

A. 07 54 19 Polyvinyl-Chloride (PVC) Roofing

1. Response: Carlisle Syntec Sure-Flex – Manufacturer/Product is denied.

2. Response: Versico Versiflex – Manufacturer/Product is denied.

III. RFI RESPONSE:

A. Question: Are you requiring roof and wall bond on this project? I saw it referenced in the specifications, but I wanted to confirm.

1. Response: No, Remove all references to 5-year roof and wall bond.

B. Question: [Reference Sheet G0.02] The R1 roof type assembly indicates a uniform thickness of existing LWIC. Are we to assume the existing slope of the roof is in the structural metal roof deck?

ADDENDUM No. 01 PAGE 2 OF 3

LIBERTY COUNTY SCHOOL SYSTEM ISSUED FOR BID

MIDWAY, GEORGIA FEBRUARY 2026 (REV. 03/18/2026)

1. Response: No, the existing as-built drawings indicate the existing structural decking / top of steel is at a consistent height, with the LWIC system sloping. Detail “R1” on Sheet G0.02 is only a construction type; it is not intended to indicate roof slopes or existing material thicknesses.

C. Question: [Reference Sheet G0.02] The R1 roof type assembly indicates a separation layer; however, the PVC roofing specs do not list a separation layer material type under Part 2 – Products. Do you have a preferred material type for the separation layer?

1. Response: Refer to revised specification section 07 54 19 for slip sheet / separation layer. Provide a separation layer compatible with submitted PVC membrane products listed in specification section 07 54 19.

D. Question: Will the new PVC membrane be mechanically fastened to the LWIC or down to the existing structural deck?

1. Response: PVC membrane to be mechanically fastened down to the structural decking.

E. Question: The Basis of Design PVC membrane Sika Sarnafil G410 is for a fully adhered system. Can you confirm the basis of design for this mechanically fastened system?

1. Response: Refer to revised specification section 07 54 19 for revised Basis of Design PVC membrane for a mechanically fastened PVC roofing system.

F. Question: The scope of work calls for a mechanically attached system through the LWIC. Can you clarify whether the roof system is to be fastened or adhered to the LWIC? The reason for the question is that specified membrane from Sika Sarnafil (G410) can only be adhered per the manufacturer.

G. Question: Will core sample information be provided for the existing roof system?

1. Response: No core sample information will be provided by the design team.

H. Question: There appeared to be tapered ISO insulation between some drainage points. Can this be confirmed? If it is confirmed, will removal and replacement of the ISO insulation be included in the scope of work?

1. Response: Existing roof construction at low-slope roofs is PVC roofing over LWIC system per detail R1 on Sheet G0.02 and as described in specifications. Refer to allowances and unit prices for LWIC replacement.

I. Question: Would it be acceptable to leave the existing fasteners in the LWIC to avoid leaving holes in the LWIC and metal deck pan?

1. Response: Refer to specification section 07 01 50.19 Preparation for Re-Roofing, indicating

“remove fasteners from deck or cut fasteners off slightly above deck surface.”

ADDENDUM No. 01 PAGE 3 OF 3

LIBERTY COUNTY SCHOOL SYSTEM ISSUED FOR BID

MIDWAY, GEORGIA FEBRUARY 2026 (REV. 03/18/2026)

J. Question: Is the specified Sanafil membrane changing from the G410 membrane to the S327 since the S327 is Sarnfil’s mechanically attached membrane sheet?

K. Question: Are we installing the walkpad per the plan location or per the specification? Specification section 07 54 19, Section 3.8A(1) states to install the walkpad continuously between all access points and units. Plans only indicate a continuous patch around the HVAC units.

1. Response: Specification section 07 54 19, Section 3.8A (1) lists typical locations that walkpads are required. It notes “locations indicated on drawings” and “as required by roof membrane manufacturer’s warranty requirements.” Provide walkpads where indicated on drawings and in any other locations required by specified manufacturer warranty requirements.

L. Question: Is ½” high density coverboard an acceptable alternative to the ½” Densdeck coverboard specified?

1. Response: All requests for substitution must be submitted per the requirements provided in the

Instructions to Bidders in the Project Manual. Refer to Specification Section 07 54 19 for list of approved manufacturers for Cover Board.
