About this file

This is an Information and Technology Invitation for Bid (IFB) offer submitted to the State of Illinois, specifically the Illinois Department of Transportation (IDOT), for the procurement of LCPTracker, a hosted Software as a Service (SaaS) application. The solicitation is designated as brand name only, meaning exceptions or alternatives will not be considered. LCPTracker is intended to capture and manage certified payroll reporting and workforce tracking for construction projects. The document serves as a bidder's offer form where vendors must complete required documentation, declare any preferences under the Illinois Procurement Code, and confirm compliance with the subject solicitation terms. Bidders are required to reference the solicitation document section A.1 for all required submission documents and acknowledge that failure to meet all requirements constitutes grounds for disqualification.

Any resulting contract will be governed by the Information and Technology Standard Terms and Conditions available on the Illinois Central Procurement Office website. Bidders claiming the Domestic Product Preference must designate "Domestic Product" in the Alternate Description field for applicable line items and provide justification for the preference claim, subject to agency determination of eligibility. Bidders taking exception to one or more terms and conditions must submit a redline version of the standard terms and conditions with their bid; the State reserves the right to accept or reject any proposed exceptions. The authorized representative of the bidding entity must sign and date the offer form to constitute a binding bid submission to the State of Illinois.
