About this file
This document is a Contract Data Requirements List (CDRL) for contract W58RGZ-26-R-0004 between the U.S. Army and Longbow Limited Liability Company (LBL) for the Apache Attack Helicopter program. The CDRL specifies fourteen data items that LBL must deliver throughout the contract lifecycle.
The required deliverables include safety and technical documentation such as a Critical Safety Item, Characteristic and Critical Defect Report (due 30 days after contract award); a Technical Report on Logistics Engineering (as directed by the Procurement Contracting Officer); a Hazardous Material Management Program Report (annually, first submission 90 days after contract award); and an Obsolescence Alert Notice with DMS Management Events Summary (quarterly, first submission 90 days after award). Logistics and supply chain documentation includes a Bill of Materials for microelectronic devices (annually, 180 days after award), Logistics Product Data Summaries/Sustainment Roadmap (semiannually, 180 days after award), Logistics Management Information Summaries/Performance Report (monthly, 90 days after award), and Depot Maintenance Cost Report (annually, last business day of October). Additional requirements include Engineering Change Proposals for configuration management (as needed, draft 60 days before final submission), Government Furnished Material inventory reports (semiannually, 180 days after award), and a Safety Assessment Report (annually, 120 days after award). Financial reporting includes Contractor Business Data Reports using DD Form 1921-3 (annually via the CADE system), Cost and Hour Reports using FlexFile format (event-driven, via CADE system), and Maintenance and Repair Parts Data Reports (event-driven, via CADE system). All deliverables require submission to the Contracting Officer at CCAM-ALR and are subject to Distribution Statement D restrictions limiting dissemination to DoD and authorized contractors. Most deliverables must be provided in native, editable electronic formats, with export control warnings applied per DoD Directive 5230.25.

BLKS 10, 12, 13: Contractors shall be required to submit 1921-3 Contractor Business Data Report on an annual basis within 60 days subsequent to the end of the contractor's fiscal year for the life of the contract in accordance with DI-FNCL-81765C (or most recently approved version). Only one report is required to be completed and submitted by each FPR (Forward Pricing Rate) unit (e.g., plant, site, business unit) per year, independent of the number of contracts within the FPR unit which contain this CDRL item. The Contractor Business Data Report is to be prepared by and for the business entity (e.g., plant, site, or business unit) responsible for submitting the Forward Pricing Rate Proposal (FPRP) representing the basis for Forward Pricing Rate Agreement (FPRA) negotiations with the government. In the absence of a FPR requirement, the term “FPR unit” should be interpreted for reporting purposes as “business unit” as defined in the
FAR.
All 1921-3 reports shall be submitted electronically using the 1921-3 & FPR Submit-Review System. The required form and file type for each 1921-3 report is specified in its Data Item Description (DID) located here:
https://CADE.OSD.MIL/Policy/DIDs . Data submitters must register through the CADE website (https://cade.osd.mil) and possess a DoD-approved ECA digital certificate or a DoD-issued CAC to obtain a CADE Portal account and be authorized to upload CSDR content. Users can obtain access by submitting user information about themselves and their organizations to the CADE Portal and requesting a CSDR submitter user role. After the registration information has been verified, CAPE shall authorize the user account and requested role. All CADE Portal accounts need to be renewed at least annually.

BLKS 10, 11, 12, 13: Prepare the Cost and Hour Report (FlexFile) in accordance with DI-FNCL-82162 and the OSD CAPE Deputy Director, Cost Assessment (DDCA)-approved contract CSDR Plan. The DID, DI-FNCL-82162, is available from the Cost Assessment Data Enterprise (CADE) website at https:// cade.osd.mil/policy/dids. The CSDR Plan is included as a contract attachment.
The following tailoring of the DID is acceptable:
Data Group B - Item 4 - Additional Data Fields #1-#12 Not required. Contractors shall be required to submit the Cost and Hour Report (FlexFile) at frequencies specified in the CAPE-approved CSDR plan. The contract CSDR plan uses the event field as the driver for the submission of the reports, not the "as of date." If the event slips, the contractor must notify the Government Program Office that a date change is needed. It is the responsibility of the Government Program Office to submit a request for change in the event-driven date for reporting through the CADE website for CAPE approval before relief is given for the date reflected in the CAPE-approved CSDR Plan. The FlexFile shall be delivered in either a) MS Excel (.xlsx) or comma separated values (.csv) in the contractor’s format of choosing, so long as it fulfills the requirements of the DD FORM 2794 and is in accordance with the FlexFile DID or b) JavaScript Object Notation (JSON) as described in the FlexFile File Format Specification (FFS) and Data Exchange Instructions (DEI) referenced in the FlexFile DID Requirements Section.
All files shall be submitted electronically using the CADE website. Data submitters must register through the CADE website and possess a DoD-approved ECA digital certificate or DoD-issued CAC to obtain a CADE Portal account and be authorized to upload CSDR content. Users can obtain access by submitting user information about themselves and their organizations to the CADE Portal and requesting a CSDR submitter user role. BLKS 10, 11, 12, 13: Prepare the Maintenance and Repair Parts Data Report in accordance with DI-MGMT-82163 (or the most recently approved version) and the OSD CAPE Deputy Director, Cost Assessment (DDCA)-approved contract CSDR Plan. The DID, DI MGMT-82163, is available from the Cost Assessment Data Enterprise (CADE) website at https://CADE.OSD.MIL/Policy/DIDs. The CSDR Plan is included as a contract attachment.
Contractors shall submit Maintenance and Repair Parts Data Reports at frequencies specified in the OSD DDCA-approved CSDR plan and in the contract. The "As of Dates" and "Due Dates" are notional and subject to change. The CSDR plan uses the submission event names as the driving mechanism for the submittal of the cost reports, not the "as of date." In the event of a programmatic schedule slip, the Reporting Entity shall notify the Government Program Office that a date change is needed. It is the responsibility of the Government Program Office to submit a date change request with supporting documentation in the CADE system for the event-driven submission for CAPE approval. CAPE will not issue an updated OSD DDCA-approved contract CSDR plan for revisions based solely on date changes.
All Maintenance and Repair Parts Data Reports shall be submitted electronically using the CSDR Submit-Review System. The required file format for each Maintenance and Repairs Data report is specified in its Data Item Description (DID). 14. WBS Element Code The corresponding WBS Element Code related to the maintenance event.
The code shall be the same as Block 11, referenced from the current DD FORM 2794.
No additional useful data would be provided.
Yes, from CSDR Plan
15. Labor Hours The total labor hours associated with the repair event
Reported on Depot Cost Report CDRL. Hours are tracked for touch-labor only.
No current way to break out how LOE labor for repair support and supply support in conjunction with repair parts requirements is spread.
A significant labor impact to create a report that included touch labor hours and spread LOE hours appropriately.
Yes, if touch labor only
16. Remarks Any comments which would clarify or complete the maintenance event data entered.
Nothing to report Yes, as needed.
Section D data is essentially data that is reported on the Depot Cost Report CDRL. If the intent here is to list all consumed material in the repair, that is VERY extensive, but can be pulled from DRF data for NS. Most of those parts used do not have NSNs or cost data, so that would be an extensive effort for
Finance. If estimated costs are mixed with ADMF costs, the overall repair costs depicted become convoluted and likely invalid.
This appears to be a substantial labor effort that is not priced, and the resulting report is essentially not useful due to so much missing data.
Section D - Repair Parts Data - requires:
