About this file
These are the Standard Contract Provisions for Lane Community College, dated May 17, 2021, which outline comprehensive contractual requirements and community benefits policies for professional service and construction contracts. The document establishes mandatory provisions for contractors, including compliance with Oregon Revised Statutes (ORS), labor standards, payment requirements, insurance specifications, and detailed community benefits practices for contracts at different monetary thresholds.
The contract provisions include specific requirements for contracts valued at $500,000 and above, mandating living wages of at least $25.35 per hour, full-family health care coverage, participation in state-registered apprenticeship programs, and OSHA 10 training for workers. Additional community benefit requirements include prioritizing local sourcing of materials and services, setting aside subcontracts for minority and women-owned businesses (COBID-certified), tracking subcontractor and worker locations, documenting recycling and waste diversion efforts, and requiring contractors to submit climate action plans. These provisions reflect Lane Community College's Board of Education resolution supporting community benefits agreements, passed in December 2019, with the goal of promoting local economic development, workforce training, and environmental sustainability.
