About this file
This document is a pre-proposal meeting presentation for a state and local contract opportunity from the Eugene Water & Electric Board (EWEB) to provide Leaburg-Walterville Part 12D Safety Inspection Services in Lane County, Oregon. The objectives of the project are to perform a five-year safety inspection and evaluation of the Leaburg-Walterville Hydroelectric Project, a FERC-regulated project owned and operated by EWEB, in accordance with new FERC guidelines. The scope of work includes document review, physical inspections, potential failure mode analysis, and preparation of a final Part 12D Safety Inspection Report. The procurement schedule includes a proposal due date of February 10, 2022, evaluation and selection by March 2, 2022, and a contract award on April 7, 2022. The final deliverables are due by December 9, 2022.
The contract will be a professional services agreement with a not-to-exceed cost structure. Pricing information should be submitted separately from the technical proposal. The procurement process involves an initial written evaluation, potential interviews, and a subsequent request for pricing from the most qualified proposers. Incumbent and funding information is not provided, but the project is FERC-regulated and will require continued technical and professional assistance through most of 2023.
