About this file
This is a lawncare service evaluation checklist prepared by the Department of Defense, Veterans and Emergency Management - Military Bureau for assessing contractor performance on lawn maintenance services at state facilities in Maine. The document establishes performance standards for mowing, trimming, edging, and general grounds maintenance across multiple facility types including filter beds, retention ponds, bio-retention cells, and pollination beds. Contractors must maintain lawn heights between 3.5 and 5 inches for general areas, with specialized heights for environmental features such as 6 inches for filter beds and retention ponds during the season. Services must be performed during standard working hours (7:30 a.m. to 4:00 p.m.), excluding state and federal holidays, with a schedule provided to facility contacts. Evaluation tours are conducted monthly at minimum, with additional evaluations scheduled upon written notice of at least three business days.
The evaluation framework establishes clear performance expectations and consequences for non-compliance. Contractors receiving four or more negative responses or "Needs Improvement" ratings during an evaluation tour will be documented as having poor performance and given two weeks to correct identified issues; failure to do so may result in contract termination with thirty days' notice. Three documented poor performance evaluations trigger automatic contract termination consideration. Contractors may appeal termination decisions within fifteen calendar days to the Director of the Division of Procurement Services. Poor performance ratings may be considered in future bid evaluations by the same contractor. The checklist includes mandatory requirements such as sharp mower blades, mulching or bagging equipment, same-day edging, debris removal, and weed control within planting areas and along fence lines, with specific task ratings and notes sections for documentation purposes.
