About this file

This is a lawncare service evaluation checklist for the Department of Defense, Veterans and Emergency Management - Military Bureau, used to assess contractor performance at various Maine facilities including JFHQ, RTI, Bangor East, Auburn, Brunswick, and NMRC. The evaluation establishes performance standards for general lawn maintenance tasks such as mowing grass to specified heights of 3.5 to 5 inches, trimming and edging, debris removal, and maintaining specialized environmental features including filter beds, retention ponds, bio-retention cells, and pollination beds. Work is required during normal business hours of 7:30 a.m. to 4:00 p.m., excluding state and federal holidays, with contractors required to provide a schedule for services weather permitting. Evaluations are conducted on a monthly minimum basis with at least three business days' notice, and facility contacts must be maintained with responsive communication within one business day.

Contractor performance is assessed using ratings of Excellent, Good (Meets Expectations), Needs Improvement, or Not Applicable, with specific criteria tied to grass blade sharpness, mulching requirements, and specialized mowing protocols for different facility areas. Poor performance is documented when contractors receive four or more negative responses or a combination of Needs Improvement ratings during evaluation tours. Contractors receiving poor performance ratings are given two weeks to correct deficiencies, with contract termination possible after three poor performance evaluations following thirty days' notice. Contractors have fifteen calendar days to appeal termination decisions to the Director of the Division of Procurement Services, and poor performance documentation may impact evaluation of future bids from that contractor.
