Statement of Work

For CM270 SBCs

Background –

Large Area Tracking Range (LATR) uses instrumentation that provides the Navy Training Ranges with time-space positioning information (TSPI) information for warfighter training activities. The

LATR Navigation and Technology Refresh (LNTR) pods and LATR Shipboard Rotary-Wing

Technology Upgrade (LSRTU) represent the most recent configuration of LATR instrumentation available to the ranges.

This Core Module 720 (CM720) Single Board Computer (SBC) is the Central Processing Unit

(CPU) within the Digital Interface Unit (DIU) for both the LNTR pods and the LSRTU. There are approximately 260 LSRTUs and LNTRs in the fleet. This CM720 has gone obsolete and the manufacturer released an End-of-Life notice. The LATR System Support Activity (SSA) needs to make a bulk purchase of the CM720 for sustaining these instrumentation packages until LATR system sunset, planned for 2040.

It has been determined by the Government Subject Matter Experts (SMEs) that it is not financially worthwhile to attempt to integrate a replacement SBC currently in production because there are no Form, Fit, Function, Plug (F3P) replacements. To integrate a replacement which has a different form factor and/or different connectors, both DIUs will have to be redesigned, retested and recertified as flight approved. Each DIU software baseline will need to be updated to integrate with the replacement hardware. The cost for this effort is expected to be at least

$500K and will only provide a non-obsolete SBC until the OEM releases an End-of-Life notice for this module as well. A more cost-effective approach is to purchase enough CM720s to last through LATR system sunset.

This purchase must be for the identical part number CM720 that is in the Bill of Materials

(BOM) for the LSRTU DIU and LNTR DIU. Failure to adhere to the existing BOMs with result in a variety of impacts to design, drawings, software, manuals, ECP, testing and flight clearance.

The OEM (ADLINK) is the only vendor for this product. There are no alternative sourced to procure this exact hardware items. These units will be manufactured by ADLINK specifically for the LATR SSA on a Beyond Last Time Buy (BLTB). Failure to execute the BLTB quickly may result in an increased unit price or complete unavailability due to obsolete parts.

Scope –

The goal of this action is to achieve a firm-fixed price (FFP) contract to procure fifty (50) of the

CM270 SBC units with part number CM-720-R-06 configured as specified below. This specific part, manufactured and supplied by AdLink, is the only unit that can be used for the fabrication or repair of the DIUs used by the LSRTU and LNTR pod.

Fifty (50) each of the CM270 SBC units with part number CM-720-R-06, ETT, CC, HSK-

CUwith included options as follows:

1x CM-720-R-06(EOL)

1x CM-720-TM-CU

1x ETT-4085-01,CM/MM -40C TO +85C

1x CM-CC-01,CC/1B31,CM430 & CM730

Estimated delivery –

~20 Weeks after Purchase Order (ARO)
