About this file

This document is a real property outgrant opportunity presentation from NASA Langley Research Center describing seven available parcels for industry partnership and development.

NASA Langley is offering seven distinct parcels totaling approximately 388 acres across its Hampton, Virginia campus for outgrant arrangements with industry partners. Parcel 1 (North Campus–West, 55 acres) contains 9 facilities with 32,368 square feet available for outgrant, situated near The Gantry (a National Historic Landmark) with good utility access to electrical power (22kv), potable water, sanitary sewer, storm water, communications, and natural gas. Parcel 1a (Northwest Branch Back River–West, 75 acres) is predominantly undeveloped marshland with historical significance as the birthplace of George Wythe, offering 4 facilities totaling 1,882 square feet but requiring extensive environmental mitigation due to wetlands and tidal marsh restrictions. Parcel 2 (North Campus–East, 70 acres) provides 5 facilities with 18,159 square feet in a screened location with existing storage buildings available for repurposing, though development is restricted in the southeastern corner due to Air Force Base requirements and a protected archeological area. Parcel 2a (Northwest Branch Back River–East, 73 acres) consists entirely of marshland with direct river access to Chesapeake Bay, no existing facilities, no established utility service, and significant environmental constraints.

Parcels 3 and 4 are heavily wooded areas on the west side requiring partial clearing: Parcel 3 (Wythe Creek Woods–North, 63 acres) contains one facility with full utility access adjacent to the NASA/City of Hampton steam plant, while Parcel 4 (Wythe Creek Woods–South, 45 acres) offers controlled gated access with electrical power and potable water but lacks sanitary sewer and natural gas, and may contain archeological sites requiring tribal consultation. Parcel 5 (Mid-Campus New Development Area, 24 acres) is the most development-ready, offering 2 facilities with 34,749 square feet on previously developed cleared land with lower environmental complexity and comprehensive utility access including natural gas. Parcel 6 (Mid-Campus Motor-pool Block, 27 acres) provides 6 facilities with 39,890 square feet including Butler buildings with office space, existing NASA motor pool operations, and full utility infrastructure. Parcel 7 (NASA Drive Woods, 41 acres) contains 5 facilities with 19,838 square feet adjacent to NASA's hangar and taxiway, within walking distance to center campus, subject to Air Force Base bird-strike wildlife rules and fuel storage constraints. NASA intends to advance environmental compliance and site readiness preparations concurrently with partner proposal development across all parcels.
