• One solicitation with two primary Core CLINs

– One CLIN focused on the research and engineering technical services categories

(Green categories)

– One CLIN focused on the science technical services categories (Blue categories)

• Award one contract (preference) if SEB determines proposed approach mitigates risk adequately and is best value. If not, award two contracts aligned to the two primary Core CLINs.

– Critical to high quality SEB, evaluation criteria and selection methodology

• Two IDIQ CLINs, each with scope associated with Core CLINs

– Support surges in LaRC Program/Projects/Missions

– Add ceiling value to address Enterprise Needs (MAP Alignment)

• Allow for decentralized ordering

• However maintain awareness of Small Business capacity limitations
