This notice provides an update on the National Aeronautics and Space Administration Langley Research Center's acquisition strategy for research, science, and engineering services contracts. The agency plans to issue a request for proposal incorporating all such services into two core contract line items, one for research and engineering and one for science. The resulting contract or contracts would have an estimated period of performance from April 2023 through at least January 2028. Key dates include procurement strategy meetings in December 2021, release of the draft RFP in January 2022, final RFP issuance in March 2022, and award by January 2023. The agency is considering recommendations to set the procurement aside for small businesses and utilize cost reimbursement contracts. Feedback is requested on opportunities to engage academic subject matter experts and transition certain requirements to remote work, as well as on enhancing diversity, inclusion, and access for underserved communities. Responses are due by August 11, 2021.

About Aeronautics Research Mission Directorate (ARMD)

NASA aeronautics has made decades of contributions to aviation. Every U.S. commercial aircraft and U.S. air traffic control tower has NASA-developed technology on board that helps improve efficiency and maintain safety.

Research conducted by ARMD directly benefits today's air transportation system, the aviation industry, and the passengers and businesses who rely on aviation every day.

ARMD scientists, engineers, programmers, test pilots, facilities managers and strategic planners are focused on aviation's future. They design, develop and test advanced technologies that will make aviation much more environmentally friendly, maintain safety in more crowded skies, and ultimately transform the way we fly.

NASA's aeronautics research is primarily conducted at four NASA centers: Ames Research Center and Armstrong Flight Research Center in California, Glenn Research Center in Ohio, and Langley Research Center in Virginia.

LaRC ARD Contractor Support

• ARD’s programs and projects collectively support ~ 530 FTE’s and ~ 280 WYE’s at LaRC

• ARD office primarily uses TEAMS for PP&C and NEST for IT support

• ARD projects, through the Research, Engineering, Systems Analysis, and Research Services Directorates, and through the Mission Support Directorates, use multiple LaRC support service contracts for technical support, including

– TEAMS 3, OASIS, CMOE, FAITAS, LITES, LAMPS, NEST, NIA…

• Contractors are essential to ARD’s success

– Project management, PP&C, Communications, Research, Engineering, Wind Tunnel and facility operations

• ARD continues to acquire excellent contractor support

• ARD will continue to engage with the contractor community
