About this file
This is a site plan document for the City of St. Petersburg, Florida, related to the Lake Vista Safety Pool Cover project. The document provides architectural drawings and specifications for the removal and replacement of the existing safety pool cover at Lake Vista Pool, located at 1450 60th Avenue South, St. Petersburg, FL 33705. The site plan illustrates the pool layout, dimensions, and placement of the new safety cover system, enabling qualified vendors to understand the scope of work and site conditions. The plan serves as a technical reference for bidders to accurately assess labor requirements, material specifications, and equipment needs necessary to complete the project.
The site plan drawing is essential for vendors preparing quotes to furnish all labor, materials, equipment, transportation, supervision, and incidentals required for the pool cover replacement. The document establishes clear project parameters and visual references that allow bidders to provide accurate pricing and project timelines. Vendors should utilize this site plan in conjunction with any additional project specifications or requirements issued by the City of St. Petersburg to develop comprehensive bids for this municipal pool safety improvement project.

COMMERCIAL POOL/SPA REQUIREMENTS FOR RESURFACING OF A POOL/SPA
Resurfacing the pool interior to the original non-toxic slip-resistant and smooth specifications or equivalent replacement of equipment are not considered modifications. However, the following items shall be addressed during resurfacing projects:
1. The lip of the gutter must be leveled to within 1/4 inch between the highest and lowest point and the downward slope from the lip to the drain must be maintained as originally designed or increased, but shall not exceed new construction standards.
2. Tile step markings must be installed meeting the requirements of subparagraph FBC 454.1.2.5.3. [Dark contrasting color, slip resistant, and correct size.]
3. Where applicable the slope break marking must be installed meeting the requirements of subparagraph FBC 454.1.2.2.3.2, and the safety line must be installed two feet before the marking. [2" to 6" wide dark contracting, slip resistant marking, among other requirements.]
4. Depth markers and NO DIVING markers must be installed in accordance with subparagraph FBC 454.1.2.3.1.
5. The pool ladder must have a three to six inch clearance from the pool wall. New cross braced ladder(s) shall be installed in place of non-cross braced ladder(s) in conformance with FBC 454.1.2.5 during a pool resurfacing. [Cross braced, 28" to 40" high, bottom braces shall contact pool wall with intact end caps or bumpers, top rung at or below water level on gutter & max 12" below.]
6. Should resurfacing affect the step riser heights, no riser shall exceed 12 inches and the intermediate risers shall be uniform.
7. Recessed treads that protrude from the pool wall shall be removed and replaced with a cross braced ladder or reconstructed to meet the requirements of Chapter FBC 454.1.2.5.2.
CONCRETE REPAIR PROCEDURES AND RECOMMENDATIONS
American Concrete Institute (ACI) Committee 546- Concrete Repair Guide
1. Concrete removal (ACI. 2.2)
1.1. Use 30lb hammer or mechanical chipping hammer to remove up to 1 inch of sound concrete
1.2. Take soundings as needed to verify sound concrete and remove delaminated areas
1.3. See ACI Table 2.1 For more detailed info.
2. Surface preparation (ACI. 2.3)
2.1. Prepare concrete left in place by using a mechanical removal methods such as grinding or scarifying.
2.2. Abrasive Preparation using sand-blasters, shot-blasters, or high pressure water jetting to remove remaining damaged surface material (I.E; acid etching or water jets)
2.3. Chemical preparation techniques such as acid etching maybe used when no alternative means of surface preparation can be used. Note: Acid etching is not desired since acids may penetrate the concrete through cracks and promote corrosion of underlying reinforcing steel in structural concrete. Additionally, the acids weaken the remaining paste phase on the concrete surface.
3. Reinforcement preparation (ACI. 2.4)
3.1. Remove the larger areas of deteriorated concrete surrounding the reinforcement. Take all precautions available to avoid cutting or damaging underlying reinforcement when using impact breakers.
3.2. Use smaller chipping hammer to remove smaller areas close to the reinforcement. Care should be taken to not vibrate the reinforcement since it will result in damaging its bond to existing concrete.
3.3. Inspect the reinforcement for damage and replace damaged reinforcement with splice in replacement bars per ACI 318. Alternatively, provide a welded splice per AWS D1.4 performed by AWS certified welder. Butt welding may only be used with the authorization of the engineer of record.
3.4. Ensure all lap splices and ties are undamaged or replace as needed and per original plans.
3.5. Clean all exposed surfaces of loose mortar and contaminants using wire brushing and other acceptable cleaning techniques.
4. Bonding methods (ACI. 2.7)
4.1. Utilize vibration, pneumatic application, high fluidity or troweling pressure when repair materials do not require a separate bonding agent per manufacturer’s specs
4.2. Install cement or epoxy/latex based bonding agents in accordance with manufacturer’s specifications
5. Material selection (ACI. 3.7)
5.1. For large repair sections the repair material should contain equal or better material properties than existing materials (i.e; coefficient of thermal expansion, drying shrinkage, permeability, modulus of elasticity, chemical composition and electrical resistivity)
RESURFACING NOTES & SPECIFICATIONS
1. Water-blasting shall be used to prepare the surface for finish and cut 3/8" depth 8" around tile lane markings and targets, slope break tile, and cup anchors.
2. The pool interior shall be non-toxic, slip resistant and smooth.
2. Deck depth markers and NO DIVING markers may remain if marking is accurate +/-3" to actual depth, are non-skid and placed at 25 ft spacing and meet other requirements of 2017 FBC 6TH ED. SECTION 454.1
3. Resurface the pool using Marquis Blue Stone by Premix Marbletite, or approved equal.
4. The slope break marking and safety line anchors shall be preserved as originally constructed with the pool or replaced as needed.
5. Step handrails shall be 28" to 40" from the deck. All rails and ladders shall be bonded through the pool equipment.
6. The County Health Department shall be notified in writing of any proposed pool resurfacing or upgrades to decking at least 10 days prior to commencement. The notification shall include an itemized list of all proposed work that is to be performed and the license number of the contractor selected.
